The Ho Chi Minh City Transport Hospital, under the Transport Health Department, has three facilities, but so far Ho Chi Minh City has only accepted one facility; the other two have yet to be accepted.

The Ministry of Transport has just submitted a report to the Prime Minister on the results of reorganizing the Department of Transport Health after transferring medical facilities and hospitals to local management.

During the implementation process, most localities agreed on the principle and coordinated in the handover. To date, Ho Chi Minh City and Yen Bai province have yet to reach an agreement on the acceptance.

In Ho Chi Minh City, the Transport Hospital is currently managing and operating three facilities. These facilities are located at 72/3 Tran Quoc Toan Street, 72/5 Tran Quoc Toan Street, and 136 Cach Mang Thang Tam Street (District 3).

To date, Ho Chi Minh City has only agreed to accept the facility at 72/3 Tran Quoc Toan Street; the other two facilities have not yet been accepted.

According to Tuoi Tre Online , on November 7th, a sign indicating "Administrative Area of ​​Ho Chi Minh City Transport Hospital" was posted at 72/5 Tran Quoc Toan Street (District 3).

Inside, there is a four-story building, with residents living on the third floor of the hospital.

Similarly, the address 136 Cach Mang Thang Tam Street (District 3) is currently a multi-specialty clinic.

Below the sign, a banner clearly states: Ministry of Transport, Department of Transport Health, multi-specialty clinic providing health check-ups for driver's license exams (cars, motorcycles, etc.).

Difficulties and obstacles encountered when relocating households and individuals.

On November 7th, speaking to Tuoi Tre Online , a representative from the Ho Chi Minh City Department of Health stated that they have not yet taken over the two Transport Hospital facilities due to complications related to land occupation.

"The Ho Chi Minh City Department of Health is ready to take over the two facilities as soon as this situation is resolved," this person said.

In the latest document sent by the Ho Chi Minh City Department of Health to the Ho Chi Minh City People's Committee and the Department of Finance, the transfer of the Transport Hospital, currently under the Transport Health Department, to local management is underway.

The Department of Health stated that the handover and acceptance of the hospital is still facing difficulties and obstacles at two locations: 72/5 Tran Quoc Toan Street (District 3) and 136 Cach Mang Thang Tam Street (District 3).

Specifically, the property at 72/5 Tran Quoc Toan Street has a land area of ​​400m² and a usable floor area of ​​720m² .

This is the administrative area of ​​the hospital, and a family of hospital staff members is occupying approximately 136 square meters on the third floor as their residence.

As for the land plot at 236 Cach Mang Thang Tam Street, it houses a medical clinic with an area of ​​282 square meters and is not occupied by any residents.

In 2023, the Department of Health under the Ministry of Transport sent a document to the Ministry of Transport reporting on and requesting approval for the transfer of the hospital to the Ho Chi Minh City People's Committee for management in its current state.

"In order to expedite the handover process and ensure that the Ho Chi Minh City Transport Hospital has the necessary conditions to continue operating normally, the Department of Health proposes to take over 3 housing and land properties from the hospital."

However, the procedure for relocating households and individuals from the premises of the two aforementioned facilities to ensure proper use is not within the functions of the Department of Health," the document stated.

The Department of Health has proposed that the Ho Chi Minh City People's Committee assign the Department of Natural Resources and Environment and the District 3 People's Committee to review and clarify the legal status and current management and use of the land.

In November 2023, the Ho Chi Minh City People's Committee sent a document to the Standing Committee of Steering Committee 167 (Department of Finance), the Department of Natural Resources and Environment, and the People's Committee of District 3 regarding difficulties and obstacles in transferring the facilities, buildings, and land of the Transport Hospital to the Department of Health.

The Ho Chi Minh City People's Committee requests the Standing Committee of the 167 Steering Committee to preside over and coordinate with the Department of Natural Resources and Environment, the District 3 People's Committee, and other functional units to review and submit proposals to the People's Committee.
