The US President met and attended a reception with President Vo Van Thuong ; met and attended the Vietnam-US Summit on Investment and Innovation with Prime Minister Pham Minh Chinh; and met with National Assembly Chairman Vuong Dinh Hue.

Before leaving Hanoi to return home, on the afternoon of September 11, US President Joe Biden went to Truc Bach Lake to commemorate his friend - the late Senator John McCain.

On this occasion, the leaders of the two countries issued a Joint Statement on upgrading Vietnam-US relations to a Comprehensive Strategic Partnership .

The joint statement stressed that since the normalization of bilateral relations in 1995, Vietnam-US relations have developed strongly, deeply, substantially and effectively. This new chapter in the relationship between the two countries will bring the Vietnam-US partnership to a new height.

Together, the two countries will realize the aspirations of their people for a bright and dynamic future, contributing to maintaining peace , stability, cooperation and development in this important region as well as around the world.

On the second day of the visit, General Secretary Nguyen Phu Trong and President Joe Biden issued a Joint Statement on upgrading Vietnam-US relations to a Comprehensive Strategic Partnership.

At a meeting with President Joe Biden, President Vo Van Thuong welcomed the US's interest in supporting Vietnam in developing sustainable production capacity in areas such as semiconductors, artificial intelligence, and supporting industries. The President asked the US to continue supporting Vietnam to participate more deeply in global production and supply chains, invest in high technology, and exchange goods and services.

The US President expressed his belief that the relationship between the two countries will continue to achieve more achievements after the Comprehensive Strategic Partnership framework is established.

At the reception, the President said that the Vietnam-US relationship "has never developed as well as it does today, truly a model in the history of international relations in healing and building relations after the war.
President Joe Biden quoted two lines from the Tale of Kieu in response to the President's speech: "Glory and honor make up for the time of hardship. Love adds another spring day to our lives." The US President said that "this is the day we can feel the glory and warmth of the limitless opportunities opening up before our eyes."

Meeting with US President Joe Biden, Prime Minister Pham Minh Chinh said that economic, trade and investment cooperation should be considered the “eternal engine” of bilateral relations. The Prime Minister suggested that the US soon recognize Vietnam’s market economy status, upgrade the Trade and Investment Framework Agreement, and continue to encourage US high-tech enterprises to do business in Vietnam.

President Biden suggested that the two sides strengthen cooperation in the semiconductor supply chain through a human resource training program for Vietnam, thereby gradually supporting Vietnam to participate more deeply and become an important link in supply chains in the region and the world.

The meeting took place on September 11. The Prime Minister shared with President Biden the pain and loss of the American people in the September 11, 2001 terrorist attacks, emphasizing Vietnam's stance on fighting terrorism in any form and that international cooperation to fight terrorism is very important, including cooperation with the US.
The two leaders then attended the Vietnam-US Summit on Investment and Innovation.
With the motto "taking internal strength as fundamental, strategic, long-term, and decisive; external strength as important and breakthrough", Vietnam's consistent policy is to call for investment and open the market to all partners and businesses around the world, with special attention to American businesses.

Next, the US President and National Assembly Chairman Vuong Dinh Hue witnessed the ceremony of handing over war diaries to Vietnamese veterans at the National Assembly House.

Mr. Joe Biden said that during his 36 years in Congress, he has always supported strengthening the US-Vietnam relationship and has always contributed to normalizing relations between the two countries since the first day of establishing relations. National Assembly Chairman Vuong Dinh Hue expressed his appreciation for President Biden's good feelings and contributions to the Vietnam-US relationship.

The two leaders also shared many common values between the two countries and two peoples, including the sacred rights recorded in the 1776 American Declaration of Independence and which President Ho Chi Minh cited in the opening of the September 2, 1945 Declaration of Independence that gave birth to the Democratic Republic of Vietnam.

National Assembly Chairman Vuong Dinh Hue said that having held various positions in the executive and legislative branches, he has always valued and supported and promoted the Vietnam-US relationship for the benefit and prosperity of the people and business communities of the two countries.
Among the artifacts returned by the US is the war diary of veteran Phan Van Thien, from Thai Binh. This is a notebook that an American soldier captured after a raid on Mr. Thien's unit in 1967, then handed over to the US government.
