Heads of provincial departments, branches and sectors, Chairmen of People's Committees of communes and wards strictly implement administrative procedure reform, improve quality, strictly control the set of administrative procedures in sectors and fields to ensure legality, full basis for implementation at Public Administration Service Centers at all levels and to be public, transparent and unified; ensure the construction of internal procedures, electronic procedures for handling administrative procedures are properly and fully configured; continue to review and simplify administrative procedures related to production and business activities, ensure to reduce at least 30% of the time to perform administrative procedures and simplify the accompanying documents; develop a plan to recommend competent authorities to abolish unnecessary regulations that are barriers to the implementation of administrative procedures.

Continue to standardize the level of online public service provision in the province, which is being integrated into the National Public Service Portal; enhance the effectiveness of information channels to receive feedback from people and businesses on the reception and settlement of administrative procedures by agencies, units and localities to promptly listen to and resolve people's and businesses' reflections and recommendations on the quality and progress of handling administrative procedures. Improve the quality and effectiveness of self-inspection and supervision of the quality of handling administrative procedures at the Public Administration Service Centers at all levels; continue to review and promote decentralization and reasonable authorization to shorten the time to handle administrative procedures for people and businesses. At the same time, effectively prevent harassment and negativity, and ensure compliance with current legal regulations.
For the Department of Science and Technology, optimize the Provincial Administrative Procedures Information System, ensure stable and smooth operation 24/7 to meet the requirements of connecting, sharing, and synchronizing data with national databases, specialized databases, systems of ministries, branches and the National Public Service Portal to serve the settlement of administrative procedures for people and businesses, ensure information security, network security and the assessment, direction and operation of the Provincial People's Committee and the Chairman of the Provincial People's Committee.
