Student pulling teacher's hair and pressing on her head: Ministry of Education and Training issues urgent instructions

Regarding the incident in which a student at Dai Kim Secondary School (Hanoi) grabbed a teacher's hair and pressed her head, the Ministry of Education and Training said this was a serious incident that affected the safety and health of the teacher.

On September 20, Mr. Vu Minh Duc, Director of the Department of Teachers and Educational Managers (Ministry of Education and Training) said that immediately after receiving information about the case of students of Dai Kim Secondary School (Hanoi) having misconducted themselves towards teachers, the Ministry of Education and Training requested the Hanoi Department of Education and Training and Dai Kim Secondary School to report the incident; at the same time, sent a document to the Hanoi People's Committee and the People's Committee of Dinh Cong Ward requesting the direction of local authorities to verify and strictly handle violations (if any) according to the provisions of law to ensure the safety of life, health, honor and dignity of teachers when performing their duties.

The Ministry of Education and Training said that this is a serious incident, affecting the safety and health of teachers; negatively affecting the educational environment and the tradition of "respecting teachers and valuing education" of our nation; contrary to the regulations of the Government and the Ministry of Education and Training on building a safe, healthy, friendly pedagogical environment and preventing school violence.

“All wrongdoings must be strictly handled according to the provisions of the law. On the other hand, when dealing with students, especially in special cases, it is necessary to consider appropriate measures to ensure both education and deterrence and create conditions for students to correct their mistakes,” said Mr. Duc.

The Ministry of Education and Training requested the Hanoi Department of Education and Training to learn from experience and direct schools, especially Dai Kim Secondary School, to focus on building a safe, healthy, democratic pedagogical environment without school violence.

In addition, the Ministry requires focusing on moral education, awareness of law compliance, and respect for teachers for students; doing a good job of school psychological counseling, early detecting cases of students showing abnormal psychological signs so that families can take appropriate care and education measures; improving the management and operation capacity of the Board of Directors, proactively and taking measures to handle unsafe situations in schools; promptly detecting and preventing student misconduct; closely coordinating with students' families and local authorities to ensure school safety.

Previously, on the afternoon of September 16, 2025, at Dai Kim Secondary School, a student of class 7A14 grabbed the hair, pressed the head of the homeroom teacher, and snatched back a sharp toy when it was confiscated.

After the incident, the Board of Directors of Dai Kim Secondary School organized for students to admit their mistakes, invited parents to work to agree on educational measures; promptly encouraged and stabilized the teachers' spirit; reported to the Ward People's Committee and relevant agencies to coordinate the resolution.
