On February 12th, a representative from the Tay Ho District Police (Hanoi) stated that the investigative agency is actively working with Tong Anh Tuan (born in 1982, residing in Phuong Liet Ward, Thanh Xuan District, Hanoi), the driver of the Lexus car, to investigate the act of "intentionally causing injury".

Also related to the incident, the preliminary conclusion of the Hanoi Forensic Center determined that Mr. Le Xuan Hung (male delivery driver, born in 1994, residing in Tay Ho district) was assaulted by Mr. Tong Anh Tuan, causing a concussion with a 3% injury rate.

Previously, on February 11th, the Investigation Police Department of Tay Ho District Police issued a decision to initiate a criminal case and temporarily detain Tong Anh Tuan for investigation and clarification of the act of "intentionally causing injury".

At 7:30 PM on February 10th, Mr. Le Xuan Hung filed a report alleging that he was assaulted by a man driving a Lexus 5-seater car at 12:30 PM the same day, in front of house number 41B, alley 50/310 Nghi Tam (Yen Phu ward, Tay Ho district), causing injuries.

Through investigation, the Criminal Investigation Agency of Tay Ho District Police determined that the driver of the Lexus car who assaulted Mr. Le Xuan Hung was Tong Anh Tuan. At 2 PM on February 11th, Tong Anh Tuan surrendered to the Tay Ho District Police headquarters, confessing to his crime.

The incident stemmed from a minor traffic collision, which escalated into a conflict leading to Tuan assaulting Hung with his hands, feet, and helmet, causing injuries.

Speaking with a VietNamNet reporter, Lieutenant Colonel Nguyen Huu Khanh, Head of the Tay Ho District Police, said that upon receiving the information, the unit immediately dispatched officers and soldiers to actively verify and investigate the matter.

"In a short period of time, the police have launched a decisive investigation with the determination to investigate the case as quickly as possible, ensuring that the right people are charged with the right crimes," said Lieutenant Colonel Nguyen Huu Khanh.
