Ms. Hoang Thi Hoai, residing at 107 Street, Ward 9, District 8, Ho Chi Minh City, whose daughter was born in 2017, has completed the trial phase of the online enrollment portal for primary school, reviewed her information, officially registered, and is awaiting the results of the first-grade enrollment. Her daughter attends Sao Mai Kindergarten (Ward 5, District 8), and Ms. Hoai received very specific instructions from the kindergarten teachers on how to register online for first grade enrollment without using paper documents.
"The school year at preschool has ended, but through Zalo messages, my child's teacher still regularly updates me on the latest announcements from the District 8 Department of Education and Training regarding the next steps parents need to take, and the timelines for first-grade enrollment. According to Mr. Nguyen Van Hieu, Director of the Ho Chi Minh City Department of Education and Training, in previous years, although online enrollment was implemented, parents still had to go to the school to register and declare data. Parents still had to enter their children's data into the school's and district's enrollment software when registering for enrollment.
This year, based on the information parents declare on the city's general enrollment system for primary and secondary schools (tuyensinhdaucap.hcm.edu.vn), educational institutions, the Education Department of Thu Duc City, and the district/county education departments, which serve as the permanent advisory bodies to the local enrollment steering committee, will use the industry's database to allocate places for students, rather than parents registering for places. The only direct action parents need to take is to go to the school to submit their children's enrollment documents.

No more crowds queuing to submit applications.
Not only is the registration process simpler, but with the current online enrollment method, parents can also comfortably submit the official enrollment documents for their children at the school.
On the website of Nguyen Trung Ngan Primary School in District 8 – an advanced, internationally integrated school – the list of students admitted to the first grade has been publicly released. To avoid a situation where too many parents arrive at the same time to submit enrollment applications, causing long waiting times, the school has divided the process into specific time slots, announcing which parents should come at which times and on which days, and requesting that parents arrive on time. Thanks to this, parents have been able to queue and submit their children's applications smoothly over the past few days. Mr. Duong Van Dan, Head of the Education and Training Department of District 8, said that online enrollment for primary and secondary schools in the district is still underway. The Education and Training Department has publicly released guidelines for enrollment in stages. From June 24th to July 15th, the results of the selection process and the acceptance of enrollment applications from parents will take place at schools implementing high-quality programs, advanced schools, and international integration schools. From July 16th to August 1st, the results of the first round will be reviewed and announced at the remaining schools in the district.
Similarly, Ms. Nguyen Doan Trang, Principal of Nguyen Du Secondary School (District 1), said that for grade 6, from July 17th to 20th, parents come to the school to confirm their child's enrollment. This is the only direct procedure that parents perform throughout the entire enrollment process. Even the elementary school records and transcripts of each student are the responsibility of the district and school's enrollment committee to transfer and receive after the list of admitted students is announced.
The principal of Nguyen Du Secondary School also said that this year's online enrollment process has simplified procedures, saving time for both parents and the school. "In previous years, parents had to search for enrollment information, the time for distributing and receiving application forms, and then go to the school to submit the registration forms. When the school announced the list of admitted students, they would then go to the school to submit the forms… This year, on the online registration system, using the student's identification code, parents can declare, search for information, and confirm enrollment online," Ms. Trang explained.
Restrict out-of-district enrollment.
According to the leaders of the Ho Chi Minh City Department of Education and Training, when implementing online enrollment for the first grade, the district and Thu Duc City Departments of Education and Training will coordinate with wards and communes to review the list and determine the actual residence of students. From this list, the Department of Education and Training will be the agency advising and allocating school places for students. "With this method of enrollment for the first grade, based on the industry's database, this year will limit enrollment outside of designated zones because the placement of students will be based on the principle of studying near home," the Director of the Department of Education and Training emphasized.

While last year Ho Chi Minh City implemented a partially online application process for 10th grade admissions, this year it has been fully implemented online.
In addition to the online enrollment system for primary and secondary schools, the Department of Education and Training also allows parents to register their children's preferences for grade 10 through the TS10 application, available on the CH Play or App Store app stores, depending on the operating system of the most widely used smartphones.
Mr. Duong Van Dan also noted that, unlike previous years, this year parents no longer have to "run back and forth" to supplement documents and submit enrollment applications for their children… Instead, in May, parents only had to report once to the neighborhood official or local police to review the data, and simultaneously register for enrollment online and update information on the primary school enrollment system.

Parents should immediately report any errors in their children's records to the kindergarten or ward so that these units can promptly inform the Education and Training Department for correction, provided the students reside in Thu Duc City; cases outside Thu Duc City will be considered and resolved later if there are still enough places for them.
If parents have just moved to Ho Chi Minh City for work, can their child attend first grade?
If parents who have recently moved from other provinces and cities to Ho Chi Minh City are renting accommodation and registering for temporary residence, will they have enough time to complete the online application for their children to enroll in first grade in the districts and counties of Thu Duc City? Responding to this question, Mr. Nguyen Thai Vinh Nguyen, Head of the Education and Training Department of Thu Duc City, said: "Like last year, the department still processes applications for these cases, mainly for workers from bordering provinces and cities."
Mr. Ngo Van Tuyen, Head of the Education and Training Department of Binh Tan District, said that they are currently prioritizing applications that were submitted and registered online before June 23rd. If parents from other provinces come to Ho Chi Minh City now and register for temporary residence, they will have to wait for the next admission round (after August 1st). If there are still places available, arrangements will be made for additional students.
With a population of approximately 820,000 people and an area of about 52 km² , Binh Tan District in Ho Chi Minh City has a population comparable to that of Ha Giang province. Ha Giang province, which covers nearly 8,000 km² , has a population of only about 870,000 people.
