
During the resistance against French colonialism and American imperialism, Binh Phu commune held a crucial position in terms of security and national defense in the western part of Thang Binh district; it served as a bridge connecting Tien Son, Tien Cam, and Tien Ha communes of Tien Phuoc district with the central and eastern communes of Thang Binh district, and was a vital artery for expanding the liberated zone to other localities in the province. The places Linh Cang, Phuoc Ha, and Ha Chau (in Binh Phu commune) are cradles of revolution with a tradition of patriotism.
Given its strategic location, the Thang Binh District Party Committee's base in Linh Cang village was identified as a key strategic area of Thang Binh district. Therefore, to secure a safe base for the District Party Committee's leadership and to ensure the safety of Provincial Party Committee officials and armed forces stationed there, we concentrated our efforts on liberating this important area.
To kick off the campaign to liberate Binh Phu commune, on the night of September 3rd and the early morning of September 4th, 1964, the Binh Phu commune guerrilla forces, in coordination with the district's armed forces and the 70th Battalion, launched a two-pronged attack on Ha Chau hamlet. The first prong attacked from along the Dat Do hill road directly north of Ha Chau hamlet, while the second attacked An Ly hamlet and the area south of Ha Chau hamlet.
Within 40 minutes, Company 1 of Battalion 70 and local forces completely destroyed the Ha Chau - An Ly strategic hamlet, wiped out the Security Company, captured 4 prisoners, seized many weapons, burned down the strategic hamlet, and evacuated nearly 100 households back to their old villages.
The victory at Ha Chau - An Ly, liberating Binh Phu commune, was of great significance, creating a solid and secure position for the Thang Binh District Party Committee's base operating in Linh Cang village; at the same time, it opened a strategic route for the main army units from Tien Son, Tien Cam, and Tien Ha to liberate the communes in the eastern part of Thang Binh, contributing to the collapse of the US imperialists' "Limited War" strategic plot.
The "Ha Chau - An Ly Victory Site" was recognized as a provincial-level historical relic by the Quang Nam Provincial People's Committee in Decision No. 41 dated January 5, 2023.

On its journey to build a new rural area, Binh Phu commune strived to overcome difficulties and challenges, and by the end of 2017, it was recognized by the Provincial People's Committee as a commune meeting the standards of a new rural area, with one village achieving the standard of a model new rural area.
From 2017 to the present, Binh Phu commune has improved its standards for new rural communes. Currently, the percentage of commune, village, and hamlet roads that have been paved has reached 100%; the percentage of roads with trees and shade, and main internal field roads, has reached nearly 89%; and more than 34km of irrigation canals have been paved.
The rate of people participating in health insurance reached 98%. Schools met standards for facilities at levels 1 and 2. The poverty rate was 2.3%. Average per capita income reached 56.5 million VND/year. Two out of four villages achieved the status of model new rural residential areas.
The total resources invested in building the new rural commune to date exceed 102.5 billion VND. On August 27, 2024, Binh Phu commune was recognized by the Provincial People's Committee as having achieved the advanced new rural commune standard in 2023.
At the commemoration ceremony, provincial and Thang Binh district leaders presented the Provincial-level Historical Monument Ranking Certificate for the "Ha Chau - An Ly Victory Site" and the Certificate recognizing Binh Phu commune as having achieved advanced new rural standards in 2023.
