Consider transferring over 77.7 billion VND of the provincial budget public investment capital plan in 2024

Capital will be reallocated to construction projects with outstanding work volume.

This requested capital reduction comes from resolutions and projects that have not yet allocated detailed capital plans, and projects that are unable to disburse all of their allocated capital, in order to reallocate it to other resolutions and projects that need additional capital to pay for completed work and accelerate implementation progress.

Specifically, additional capital was allocated to resolutions and projects in the following order of priority: 10.3 billion VND for settling outstanding debts for completed projects with approved final accounts and projects that have been completed, handed over, and put into use; 12.3 billion VND for provincial People's Council resolutions to settle outstanding debts and strive to achieve the set targets; 52.1 billion VND for settling outstanding debts for completed projects based on actual progress and accelerating project completion; and 3 billion VND for projects whose capital allocation period has been extended by the provincial People's Council.

According to the Provincial People's Committee, this adjustment aims to increase the detailed allocation rate of capital plans for the year and accelerate the disbursement process in accordance with the directives of the Prime Minister and central ministries and agencies.

According to statistics, the provincial budget's public investment plan for 2024, as allocated and supplemented by the Provincial People's Council, totaled nearly 4,712 billion VND. To date, over 4,242 billion VND (90.3%) has been allocated in detail to various sectors and localities.

The remaining unallocated capital plan amounts to nearly 469.8 billion VND; mainly consisting of: capital construction reserve fund of 20.4 billion VND; repayment of due loans of 75.3 billion VND; implementation of programs and resolutions of the Provincial People's Council of nearly 71.9 billion VND; and retained unallocated land use revenue of 302.2 billion VND.
