On July 31, the People's Court of Ho Chi Minh City continued to try the case that occurred at the Vietnam Register (VRS) and registration centers.

At the trial, lawyers participated in questioning the defendants for violations that occurred at the Private Vehicle Inspection Center (Block D).

Responding to questioning, Ho Huu Tai, Director of An Phat Company (the company that established the 50-17D Vehicle Inspection Center) admitted to the crime as charged in the indictment.

Ho Huu Tai and Nguyen Thanh Phong (Chairman of the Board of Directors of An Phat Company) advocated for inspectors to accept bribes from vehicle owners to ignore the failure of vehicles for inspection with the aim of increasing revenue because the company was continuously losing money and did not have enough money to pay salaries to employees and rent. Afterwards, Ho Huu Tai assigned his son-in-law, Dinh Thanh Trung, to directly receive bribes from vehicle owners.

The indictment determined that Ho Huu Tai must bear criminal responsibility for the act of “Receiving bribes” for a total amount of more than 480 million VND, illegally benefiting 28.9 million VND. At court, defendant Tai stated that he did not personally benefit. The money the inspectors received in bribes was divided among them, and the defendant used it for the company.

According to the indictment, during the inspection process, the defendants at Inspection Center 50-17D ignored the failures in the smoke measurement, spring inspection, vehicle body, lights, trusses, load, etc. stages to issue inspection certificates in violation of regulations. In addition, before the policy of accepting bribes to ignore errors was established, the inspectors also agreed that if a vehicle owner offered bribes to ignore errors, the inspectors would accept and share with the company. From October 1, 2022 to December 19, 2022, the amount of money that Inspection Center 50-17D received was nearly 270 million VND.
