Previously, Ms. Dang Thi Nga's family was a poor household in Cay Thi village, Dao Vien commune, Yen Son district ( Tuyen Quang province). In early 2020, her family received a 50 million VND loan from the Social Policy Bank of Yen Son district under the program for lending to poor households to invest in buying two breeding buffaloes and caring for 2 hectares of acacia forest. At the end of 2023, the family's acacia forest was harvested.
From selling timber from planted forests and two buffalo calves, her family earned 160 million VND. Thanks to this, they escaped poverty. Not stopping there, in March 2024, Ms. Nga boldly borrowed an additional 100 million VND from the program for newly escaped poverty households to plant 2 hectares of forest and start a transportation service. Currently, Ms. Nga's family is raising 3 buffaloes and cultivating 10 hectares of acacia forest, while also maintaining one car for transportation services. To date, Ms. Nga's family has built a spacious house and is gradually becoming a well-off household in the locality.
For example, the family of Ms. Mua Thi De, a Mong ethnic minority from Lang Un village, has nearly 3 hectares of V2 oranges planted on low hills, proving quite effective. In 2023, their first harvest yielded nearly 100 million VND. Ms. De said: “Thanks to a 100 million VND loan from the Social Policy Bank of Yen Son district to buy seedlings for initial investment, my family now has this V2 orange orchard. This capital is truly essential for those of us starting out in business . Without preferential loans, it would be very difficult for us to borrow from outside sources! Borrowing from the government's policy is both safe and offers preferential interest rates, giving people peace of mind to develop their economy. We hope to have more preferential loan sources to develop our economy effectively.” Ms. De's orange orchard is thriving, promising a harvest of around 200 million VND in 2024.
Mr. Ma Ngoc Tran, Secretary of the Party Committee and Chairman of the People's Committee of Kien Thiet commune, Yen Son district, said: Kien Thiet is a particularly disadvantaged commune in Yen Son district with over 80% ethnic minority population. In recent years, thanks to state investment funds, policy credit funds, and the efforts of the Party committee and government, the people have gradually improved and effectively reduced poverty.
Every year, the People's Committee of Kien Thiet commune directs villages and hamlets to review poor and near-poor households and understand the needs of each household in order to develop specific support plans and solutions. Mr. Ma Ngoc Tran, Secretary of the Party Committee and Chairman of the People's Committee of Kien Thiet commune, said that to ensure poor and near-poor households have access to and benefit from programs and projects and use preferential loan capital for the right purposes, organizations and associations are responsible for supervising and guiding people and members to develop the economy and use loan capital effectively. In addition, they regularly organize training courses to transfer scientific and technical knowledge on cultivation and livestock farming to help people have the knowledge and skills to choose suitable production models. The commune government creates conditions and supports local laborers to find stable jobs... As a result, in 2023, the poverty rate of the commune decreased to 44.9%.
“The poverty reduction policies, once implemented, have opened up opportunities for poor households to access production capital, secure stable employment, increase income, improve living conditions, and gradually escape poverty sustainably,” added Mr. Ma Ngoc Tran, Secretary of the Party Committee and Chairman of the People's Committee of Kien Thiet commune.
Ms. Ngo Thi Thuy Xuyen, Deputy Director of the Yen Son District Branch of the Vietnam Bank for Social Policies (VBSP), said: Currently, the VBSP branch in Yen Son District and socio-political organizations are managing 453 savings and loan groups in all 335 villages and hamlets; and conducting transactions at 28/28 transaction points in communes and towns. Thanks to loan capital, the lives of the people are increasingly improving. Through policy credit capital, from 2015 to the present, nearly 19,800 poor and near-poor households have escaped poverty, and policy beneficiaries have received loans to develop production; 150 disadvantaged students have received loans to study; nearly 2,400 workers have been given new jobs, 20 workers have been sent to work abroad for a limited time; over 10,300 clean water and sanitation projects have been built; and nearly 720 houses have been built or repaired for poor households...
Mr. Le Quang Toan, Vice Chairman of the Yen Son District People's Committee, said that in recent years, Yen Son district has focused on directing the implementation of three national target programs: New Rural Development; socio-economic development in ethnic minority and mountainous areas; and sustainable poverty reduction. Accordingly, infrastructure serving people's lives has been invested in comprehensively, meeting people's needs; the economic structure has developed according to the set direction; tourism, trade, and services have developed; and people's living standards have improved. The poverty rate according to the multidimensional poverty standard, in the period 2022-2025, decreased by an average of 3-4% per year, specifically: The poverty rate at the end of 2022 was 20.17%. with 8,186 households By the end of 2023, the district had 6,127 poor households (accounting for 15.04%), a decrease of 2,059 households, or 5.13%; the target for 2024 is to reduce the number of poor households by 1,501, bringing the poverty rate down to 11.31%.
The Resolution of the District Party Congress sets the goal for 2025: Striving to reduce the poverty rate by an average of 2.8% per year. To achieve this goal, the District assigns detailed poverty reduction targets to each commune and town, reviewing the needs for support and assistance to help poor households escape poverty sustainably, such as: loans for production development, support for livestock, agricultural machinery, training in techniques and production methods... aiming to create the best livelihoods for people to rise out of poverty. At the same time, mobilizing resources and capital to invest in transportation infrastructure, irrigation canals, health care, education, and essential cultural institutions... in order to create favorable conditions for people to develop their economy and improve their quality of life. Mr. Le Quang Toan, Vice Chairman of the Yen Son District People's Committee, added.
Building on the achievements, Yen Son district strives to reduce the multidimensional poverty rate by an average of 3.7% per year by the end of 2024. This is a very difficult task in the context of a volatile economy. To realize this goal, the district will continue to enhance the leadership and guidance role of the Party committees, the management and administration of the government; promote the role of the Fatherland Front and political and social organizations from the district to the grassroots level; implement comprehensive solutions and create the best conditions for people to increase production and develop the economy; improve infrastructure in difficult communes, villages, and hamlets; and effectively implement policies to support poor and near-poor households…
