Twenty-seven civil servants, public employees, and workers (6 civil servants, 17 public employees, and 4 contract workers) under the Department of Labor, War Invalids and Social Affairs have voluntarily submitted applications for early retirement.
Leaders of the Department of Labor, War Invalids and Social Affairs presented gifts to children receiving treatment at Thanh Hoa Children's Hospital.
According to information from the Department of Labor, War Invalids and Social Affairs (LĐ,TB&XH) of Thanh Hoa province, in order to serve the restructuring and streamlining of the organizational apparatus in accordance with Resolution No. 18-NQ/TW, dated October 25, 2017, of the 12th Central Committee of the Communist Party of Vietnam on "Some issues regarding the continued reform and restructuring of the organizational apparatus of the political system to be streamlined, effective and efficient," 27 civil servants, public employees, and workers (6 civil servants, 17 public employees, and 4 contract workers) under the Department of LĐ,TB&XH have voluntarily submitted applications for early retirement. Among the 27 officials requesting early retirement, there is one deputy head of a professional department under the Department of LĐ,TB&XH; five deputy directors of units under the department; and four heads or deputy heads of departments and divisions within the units. Thirteen of them are civil servants or public employees who do not hold leadership or management positions, and four are on labor contracts.
Among them are comrades who still have 3 to over 10 years of service remaining, such as: Comrade Mai Xuan Khoi, Deputy Head of the Labor and Employment Department; Comrade Tran Viet Ty, Deputy Director of the Social Work Service Center; Comrade Hoang Minh Thanh, Deputy Director of the Center for the Care of War Veterans; and Comrade Nguyen Thi Hien, Head of the Case Management and Community Development Department (Social Work Service Center). These comrades decided to request early retirement to create opportunities for the younger generation to continue developing.
The fact that leading officials under the Department of Labor, War Invalids and Social Affairs voluntarily wrote letters expressing their desire to retire early demonstrates the political responsibility of officials, civil servants, and employees at the Department of Labor, War Invalids and Social Affairs in the revolution to streamline the organizational structure; these comrades are willing to sacrifice personal interests for the common good.
According to statistics, the Department of Labor, War Invalids and Social Affairs currently has 9 specialized departments and 12 affiliated public service units, with a total of 707 officials, civil servants, and employees (including: 72 civil servants, 386 public employees, and 249 contract workers; of which: 23 contract workers under Decree No. 111/2022/ND-CP, 108 contract workers under Resolution No. 177/2021/NQ-HĐND; 43 contract workers whose salaries are paid by the Employment Department - Ministry of Labor, War Invalids and Social Affairs, and 75 contract workers whose salaries are paid from the department's revenue).
In order to continue implementing the policies of the Central Party Committee, the Government, and the Provincial Party Standing Committee on Resolution No. 18, the Department of Labor, War Invalids and Social Affairs continues to implement the organizational reform roadmap to improve the efficiency of work and coordination among agencies and units. With this spirit, the Department has promptly organized the dissemination and understanding of documents from the Central Government, the Central Steering Committee, the Provincial Party Committee, the Provincial Steering Committee, and the Chairman of the Provincial People's Committee to all cadres, civil servants, and employees throughout the sector. Simultaneously, proactively coordinate with the Department of Internal Affairs, the Department of Education and Training, the Department of Health, and the Provincial Ethnic Affairs Committee to develop a plan for transferring the functions and tasks of state management, along with the organizational structure, staffing, personnel, civil servants, contract workers, assets, and finances of the Department of Labor, War Invalids and Social Affairs to the Department of Health, the Department of Education and Training, and the Provincial Ethnic Affairs Committee, and to merge the Department of Labor, War Invalids and Social Affairs and the Department of Internal Affairs, and submit it to the Provincial People's Committee and the Provincial Steering Committee for consideration and direction.
Accordingly, the following plans are proposed: Merging the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs into the Department of Home Affairs and Labor; transferring the functions, tasks, and organizational structure of the Department of Labor, War Invalids and Social Affairs responsible for advising on state management in the fields of social protection, children, and prevention and control of social evils to the Department of Health; transferring the functions, tasks, and organizational structure of the Department of Labor, War Invalids and Social Affairs responsible for advising on state management in the field of vocational education to the Department of Education and Training; and transferring the functions, tasks, and organizational structure of the Department of Labor, War Invalids and Social Affairs responsible for advising on state management in the field of poverty reduction to the Ethnic Affairs Committee.
