4 cases where electronic identification accounts will be locked, everyone should know

An electronic identification account is a collection of login names (which are the personal identification numbers of citizens), passwords (sent via SMS to each individual) or other forms of authentication created by the electronic identification and authentication system of the Ministry of Public Security .

Accordingly, electronic identification accounts are managed and authenticated on the national electronic identification application (VNeID), developed by the Ministry of Public Security.

Pursuant to Article 12 of Decree 59/2022/ND-CP, electronic identification accounts are classified into 2 levels.

Level 1 electronic identification account is an electronic identification account issued to Vietnamese citizens, including the following information: Personal identification number; last name, middle name and first name; date of birth; gender; portrait photo.

The level 1 electronic identification account of a foreigner will contain the following information: Identification number of the foreigner; last name, middle name and first name; date of birth; gender; nationality; number, symbol, date, month, year, type of document and place of issue of passport or international travel document; portrait photo.

Level 2 electronic identification account is an account created in case the information of the declared individual has been verified by a portrait photo or fingerprint that matches the information in the National Population Database, Citizen Identification Database, or National Immigration Database. At the same time, the level 2 electronic identification account is integrated with additional documents, such as: Driver's license, health insurance card, passport...

Level 2 electronic identification account is the highest level of personal identification account.

When will the electronic identification account be locked?

Electronic identification accounts will be locked if they fall into one of the cases specified in Decree 59/2022. Specifically, according to Clause 1, Clause 2 and Clause 3, Article 19 of Decree 59/2022, the following cases will have their electronic identification accounts locked.

Lock citizen's electronic identification account

The electronic identification and authentication system automatically records and locks the electronic identification account in the following cases:

- The electronic identity subject requests to lock his electronic identity account;

- The electronic identity subject violates the terms of use of the VNelD application;

- The electronic identity subject has his/her citizen identification card revoked;

- The electronic identity subject dies.

The recording is done through the electronic identity subject declaring on the VNelD application or updating electronic identity information into the electronic identification and authentication system specified in Article 10 of this Decree.

Lock your electronic identification account in the following order:

- The prosecuting agency, competent authority or service user who requests to lock the electronic identification account shall send the request to lock the account to the police agency for consideration and resolution.

- Within 2 working days, the head of the public security agency that receives the request to lock the electronic identification account shall approve the account locking in the case specified in Point b, Clause 1 of this Article and notify the agency or organization requesting the account locking and the electronic identification subject. In case of refusal to lock the account, a written response stating the reason shall be issued.

Locking foreigner's electronic identification account

The electronic identification and authentication system automatically records and locks the electronic identification account in the following cases:

- The electronic identity subject requests to lock his electronic identity account;

- The electronic identity subject violates the terms of use of the VNelD application;

- The electronic identity subject's passport or international travel document has expired;

- The electronic identity subject's residence in Vietnam has expired;

- The electronic identity subject dies.

The recording is done through the electronic identity subject declaring on the VNelD application or updating electronic identity information into the electronic identification and authentication system specified in Article 10 of this Decree.

Lock your electronic identification account in the following order:

- The prosecuting agency, competent authority or service user who requests to lock the electronic identification account shall send the request to lock the account to the police agency for consideration and resolution.

- Within 2 working days, the head of the public security agency that receives the request to lock the electronic identification account shall approve the account locking in the case specified in Point b, Clause 1 of this Article and notify the agency or organization requesting the account locking and the electronic identification subject. In case of refusal to lock the account, a written response stating the reason shall be issued.

Lock the organization's electronic identification account

The electronic identification and authentication system automatically records and locks the electronic identification account in the following cases:

- The electronic identity subject requests to lock his electronic identity account;

- The electronic identity subject violates the terms of use of the VNelD application;

- Dissolve and cease operations in accordance with the law.

The recording is done through the electronic identity subject declaring on the VNelD application or updating electronic identity information into the electronic identification and authentication system specified in Article 10 of this Decree.

Lock your electronic identification account in the following order:

- The prosecuting agency, competent authority or service user who requests to lock the electronic identification account shall send the request to lock the account to the police agency for consideration and resolution.

- Within 2 working days, the head of the public security agency that receives the request to lock the electronic identification account shall approve the account locking in the case specified in Point b, Clause 1 of this Article and notify the agency or organization requesting the account locking and the electronic identification subject. In case of refusal to lock the account, a written response stating the reason shall be issued.

Also according to Article 19 above, the electronic identification account will be unlocked in the following cases:

1. The system automatically unlocks the electronic identification account when the grounds for automatically locking the electronic identification account are exhausted.

2. The prosecuting agency, competent authority or service user who requests to unlock the electronic identification account shall send a request to the police agency for resolution.

To request to lock or unlock an electronic identification account, people can do so in the following 3 ways:

1. Account owner follows the instructions on the VNeID application.

2. Contact the call center to receive and resolve requests for electronic identification and authentication, providing authentication information as requested.

3. Citizens go to the electronic identification and authentication management agency and provide account owner authentication information to request to lock or unlock their accounts.
