4 cases where electronic identification accounts will be locked, everyone should know

An electronic identity account is a combination of a username (which is the citizen's personal identification number), a password (sent via SMS to each individual), or other authentication methods created by the Ministry of Public Security 's electronic identification and authentication system.

Accordingly, electronic identity accounts are managed and verified on the national electronic identity application (VNeID), developed by the Ministry of Public Security.

Based on the provisions of Article 12 of Decree 59/2022/ND-CP, electronic identification accounts are classified into two levels.

A Level 1 electronic identity account is an electronic identity account issued to Vietnamese citizens, containing the following information: Personal identification number; surname, middle name and given name; date of birth; gender; and a portrait photo.

A Level 1 electronic identity account for foreigners will contain the following information: Foreigner's identification number; surname, middle name, and given name; date of birth; gender; nationality; number, symbol, date, month, year, type of document, and place of issuance of passport or other valid international travel document; and a portrait photograph.

Level 2 electronic identity accounts are created when the individual's declared information has been verified using a portrait photo or fingerprint that matches the information in the National Population Database, the Citizen Identity Card Database, or the National Immigration Database. Additionally, Level 2 electronic identity accounts integrate documents such as: driver's licenses, health insurance cards, passports, etc.

Level 2 electronic identity account is the highest level of personal identity account.

When will my electronic identity account be locked?

Electronic identity accounts will be locked if they fall under any of the cases stipulated in Decree 59/2022. Specifically, according to Clauses 1, 2, and 3 of Article 19 of Decree 59/2022, the following cases will result in the locking of electronic identity accounts.

Locking citizens' electronic identity accounts.

The automated electronic identification and authentication system automatically records and locks the electronically identified account in the following cases:

- The subject of the digital identity requests the locking of their digital identity account;

- The electronic identity subject has violated the terms of use of the VNelD application;

- The subject of the electronic identity card has had their citizen identification card revoked.

- The subject of the digital identity is dead.

The recording is done through the electronic identity subject declaring on the VNelD application or by updating electronic identity information into the electronic identification and authentication system as stipulated in Article 10 of this Decree.

The electronic account will be locked in the following order:

- If the prosecuting authority, competent authority, or service user requests the blocking of an electronically verified account, they should submit the request to the police for consideration and resolution.

- Within 2 working days, the head of the police agency receiving the request to block an electronic identity account shall approve the account blocking in the case stipulated in point b, clause 1 of this Article and notify the agency or organization requesting the account blocking and the electronic identity subject. In case of refusal to block the account, a written response stating the reasons shall be provided.

Locking the electronic identity account of a foreigner.

The automated electronic identification and authentication system automatically records and locks the electronically identified account in the following cases:

- The subject of the digital identity requests the locking of their digital identity account;

- The electronic identity subject has violated the terms of use of the VNelD application;

- The electronic identity holder's passport or other valid international travel document has expired;

- The electronic identity subject's residence permit in Vietnam has expired;

- The subject of the digital identity is dead.

The recording is done through the electronic identity subject declaring on the VNelD application or by updating electronic identity information into the electronic identification and authentication system as stipulated in Article 10 of this Decree.

The electronic account will be locked in the following order:

- If the prosecuting authority, competent authority, or service user requests the blocking of an electronically verified account, they should submit the request to the police for consideration and resolution.

- Within 2 working days, the head of the police agency receiving the request to block an electronic identity account shall approve the account blocking in the case stipulated in point b, clause 1 of this Article and notify the agency or organization requesting the account blocking and the electronic identity subject. In case of refusal to block the account, a written response stating the reasons shall be provided.

Locking the organization's electronic identity account.

The automated electronic identification and authentication system automatically records and locks the electronically identified account in the following cases:

- The subject of the digital identity requests the locking of their digital identity account;

- The electronic identity subject has violated the terms of use of the VNelD application;

- The organization will be dissolved or cease operations in accordance with the law.

The recording is done through the electronic identity subject declaring on the VNelD application or by updating electronic identity information into the electronic identification and authentication system as stipulated in Article 10 of this Decree.

The electronic account will be locked in the following order:

- If the prosecuting authority, competent authority, or service user requests the blocking of an electronically verified account, they should submit the request to the police for consideration and resolution.

- Within 2 working days, the head of the police agency receiving the request to block an electronic identity account shall approve the account blocking in the case stipulated in point b, clause 1 of this Article and notify the agency or organization requesting the account blocking and the electronic identity subject. In case of refusal to block the account, a written response stating the reasons shall be provided.

Also according to Article 19 mentioned above, electronic identity accounts will be unlocked in the following cases:

1. The system will automatically unlock the electronic identity account once the grounds for automatic account locking have been exhausted.

2. The prosecuting authority, competent authority, or service user requesting the unlocking of an electronic identity account shall submit a request to the police for processing.

To request locking or unlocking an electronic identity account, citizens can follow these three methods:

1. Account holders should follow the instructions on the VNeID application.

2. Contact the call center to receive and process requests for electronic identification and authentication, providing the required authentication information.

3. Citizens go to the electronic identity and authentication management agency, provide account holder authentication information to request locking or unlocking their account.
