On the morning of October 20th, the Council for the Allocation of Import Tariff Quotas for Sugar in 2025 held a working session in accordance with Decisions No. 2259/QD-BCT and 2260/QD-BCT of the Minister of Industry and Trade on the establishment of the Council and regulations on the auction method for quota allocation. The session was chaired by Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan, Chairman of the Council.
In his opening speech, Deputy Minister Nguyen Sinh Nhat Tan emphasized: The allocation of sugar import tariff quotas is an annual activity of the Ministry of Industry and Trade, implementing international integration commitments and ensuring the balance of supply and demand in the domestic market.
“The Council has fully followed the prescribed procedures, from notifying and receiving business applications, reviewing participation conditions, to organizing today's auction. The goal is to ensure openness, transparency, objectivity, and legality, creating a healthy and effective competitive environment for businesses,” the Deputy Minister affirmed.
According to Deputy Minister Nguyen Sinh Nhat Tan, the results of the 2025 allocation will be compiled and reported to the Minister of Industry and Trade for consideration and approval in accordance with his authority, serving as a basis for managing imports in the coming year, contributing to stabilizing the domestic sugar market, and ensuring a harmonious balance of interests between the State, businesses, and consumers.
On behalf of the Council, Mr. Tran Thanh Hai - Deputy Director of the Import-Export Department (Ministry of Industry and Trade), and Vice Chairman of the Council, stated: To date, all dossiers of traders registering to participate in the sugar quota allocation have been received and reviewed in accordance with regulations. The implementation steps have been carried out seriously, on schedule, and with transparency ensured.
The Import-Export Department and other functional units of the Ministry of Industry and Trade will closely coordinate with relevant agencies, including the Customs Department and industry associations, to finalize the report for early approval by the Ministry's leadership, ensuring that businesses can proactively plan their imports.
According to the Council's working group, all registration documents for participation in the auction for the allocation of import tariff quotas for sugar in 2025 have been reviewed, checked, and sealed in accordance with regulations. Representatives of associations and businesses were invited to directly inspect the seals and confirm the validity of the five sets of documents, ensuring the principles of openness, transparency, and fair competition.
After reviewing the list of valid documents, the Council opened the ballots, compiled the results and announced them publicly at the session. As a result, 5 traders won the auction for a total of 100,000 tons of sugar with a total value of 225 billion VND.
Specifically: Vietnam Sugar Corporation: 20,000 tons, valued at 45 billion VND; Vietnam Sugar Corporation: 20,000 tons, valued at 45 billion VND; Thanh Thanh Cong - Bien Hoa Corporation: 20,000 tons, valued at 45 billion VND; Agris Tay Ninh Corporation: 20,000 tons, valued at 45 billion VND; Agris Ninh Hoa Import-Export Corporation: 20,000 tons, valued at 45 billion VND.
All bid forms and detailed records of each enterprise are kept together with the allocation session minutes, for post-audit and official announcement as prescribed by the Ministry of Industry and Trade. Organizing the allocation session for import tariff quotas on sugar through auction is one of the important annual activities of the Ministry of Industry and Trade to comply with the regulations in Circular No. 11/2022/TT-BCT, contributing to ensuring fairness and transparency in the allocation of import quotas, while improving the effectiveness of state management in the field of conditional commodity trade.
This year's allocation process was assessed as being conducted seriously and according to procedure, reflecting the efforts of the Ministry of Industry and Trade in reforming procedures, promoting transparent and market-oriented auction mechanisms, and contributing to supporting businesses to be more proactive in their import planning and stabilizing the domestic sugar market.
