At the 20th session of the 18th Provincial People's Council, term 2021-2026, Mr. Do Minh Tuan, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, presented a summary report on the socio- economic situation and national defense and security in the first six months of 2024, and key tasks for the last six months of 2024. Part One

ECONOMIC, SOCIAL, NATIONAL DEFENSE AND SECURITY SITUATION IN THE FIRST SIX MONTHS OF 2024

I. ACHIEVED RESULTS

In the first six months of 2024, amidst numerous difficulties and challenges, and with the attention and support of the Central Party Committee, the National Assembly, and the Government, the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and all levels and sectors of Thanh Hoa province have closely followed the practical situation, focusing on leading and directing the decisive, synchronized, and systematic implementation of tasks and solutions for the development of various sectors and fields from the beginning of the year, with the spirit of "Discipline - Responsibility - Action - Creativity - Development"; along with the active participation of the entire political system, the efforts and endeavors of the business community and all strata of the people, the socio-economic, national defense and security situation of the province in the first six months of 2024 continued to be stable and developing, with 8 outstanding results as follows:

Firstly: The economy continues to develop, with many indicators showing significant increases compared to the same period last year. The growth rate of the gross regional product (GRDP) in the first six months of 2024 is estimated at 11.5%, ranking third nationwide; of which: agriculture, forestry, and fisheries increased by 3.4%; industry and construction increased by 17.9% (industry 21.1%; construction 8.6%); services increased by 7.2%; and product taxes increased by 3.6%.

Agricultural, forestry, and fisheries production achieved positive results; total food production is estimated at 893,000 tons, an increase of 0.4% compared to the same period last year; rice yield reached its highest level ever. Livestock farming continued to develop; the output of major livestock products all increased compared to the same period last year; no dangerous disease outbreaks occurred in the area. The entire province planted 6,100 hectares of concentrated forest, equivalent to 61% of the plan, an increase of 4.8% compared to the same period last year. Total output of exploited and farmed aquatic products reached 50.2% of the plan, an increase of 2.4%. In the first six months of the year, there were 4 new rural communes, 13 advanced new rural communes, and 9 model new rural communes; and 34 OCOP products.

Despite facing numerous difficulties and challenges, industrial production continued to develop strongly; the growth rate in the first six months of the year is estimated at 21.1%; the industrial production index is estimated to increase by 15.8%; 17 out of 18 key industrial products increased, with some products showing strong growth, such as: various types of iron and steel increased by 12.2%; fuel oil increased by 33.9%; and electricity production increased by 43.9%. Compensation and land clearance for the 500kV circuit 3 power line project from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) have been completed ahead of the deadline committed to the Prime Minister. State management of planning, investment, and construction has been strengthened; efforts have focused on accelerating the progress of preparing, appraising, and approving zoning plans and detailed construction plans in the area; in the first six months of the year, 39 dossiers of tasks and construction planning projects have been approved.

The service sectors continued to develop. Total retail sales of goods and services revenue were estimated at VND 94,392 billion, reaching 50.2% of the plan, an increase of 12.9%. Export value was estimated at USD 2,881.6 million, reaching 48% of the plan, an increase of 21.9%; import value was estimated at USD 5,612.7 million, an increase of 30.8%.

The total number of tourists in the first six months is estimated at 9.78 million, reaching 70.9% of the plan, an increase of 16.1% (including 261,000 international tourists, an increase of 21.3%); total tourism revenue reached 61.3% of the plan, an increase of 30.2%. Transportation revenue reached 48.5% of the plan, an increase of 13.8%. Revenue from postal and telecommunications services reached 50.6% of the plan, an increase of 16.7%.

State budget revenue in the first six months of the year (up to June 30, 2024) reached VND 29,670 billion, equivalent to 83.4% of the projected target, an increase of 40.6% compared to the same period last year; of which, domestic revenue reached VND 18,404 billion, equivalent to 83.6% of the projected target, an increase of 51.1%; revenue from import and export activities reached VND 11,267 billion, equivalent to 83.1% of the projected target, an increase of 26.3%.

Secondly, foreign relations activities related to investment promotion and business development have been emphasized. Provincial leaders have worked with many corporations, businesses, and organizations both domestically and internationally to resolve difficulties and obstacles and attract investment to the province.

Total social investment mobilized in the first six months of the year reached 48.8% of the plan, an increase of 3.2% compared to the same period last year; attracting 71 direct investment projects (including 15 FDI ​​projects), an increase of 91.9% in the number of projects and 22.3% in registered capital compared to the same period last year.

The value of disbursed public investment capital managed by the province as of June 30, 2024 reached 49.8% of the detailed allocated capital plan, 20.7% higher than the same period last year (ranking second nationwide).

1,634 new businesses were established, reaching 54.4% of the plan, an increase of 14.7%, ranking 8th nationwide and first among the North Central provinces.

Thirdly: The socio-cultural sectors continued to make progress, and social security was ensured. 171 national and provincial-level science and technology projects were managed; 9 projects were evaluated and accepted.

Cultural and information activities focused on disseminating information about the country's and province's political tasks and important events. Two more intangible cultural heritage items were recognized as national intangible cultural heritage. High-performance sports achieved 76 gold medals, 97 silver medals, and 157 bronze medals; notably, one athlete successfully secured a spot to participate in the 2024 Paris Olympics.

In the 2023-2024 National High School Student Excellence Competition, Thanh Hoa province led the country in the percentage of participating students winning awards and ranked 4th in the number of first-place winners; 4 students won awards in the Olympic competitions, including 1 student who was selected to participate in the International Physics Olympiad. The percentage of schools meeting national standards reached 85.3% (the target for the whole year was 86.67% or higher).

Efforts to prevent and control diseases and provide healthcare for the people have been strengthened; attention has been paid to applying new techniques to improve the quality of medical examination and treatment.

Jobs were created for 30,600 workers (including 5,976 who went to work abroad), reaching 52.8% of the plan, an increase of 0.2%. Policies and regulations for those who have rendered meritorious services to the revolution and their relatives, social security policies, and ethnic and religious policies were fully and promptly implemented. After two months of launching the campaign to support the construction of housing for poor households, policy beneficiary households, and households facing housing difficulties, significant initial results have been achieved.

Fourthly: The management and utilization of resources and environmental protection have received due attention. Assessments have been conducted to determine the availability of common materials for leveling construction projects within the province. As of June 15, 2024, compensation payments for land clearance have been made for 1,582.7 hectares, reaching 73% of the plan, 1.53 times higher than the same period last year. Inspection and monitoring in the field of resources and environment have been strengthened.

Fifthly: The work of reorganizing the administrative apparatus and units, and administrative reform has been actively implemented. Focus has been placed on reviewing and reorganizing the administrative apparatus and units at agencies and units; completing the approval of job positions and civil servant rank structures in administrative agencies and organizations in the province; and continuing to finalize the plans for merging district and commune-level administrative units.

Inter-agency inspection teams were organized to check administrative reform work in localities and units; the rate of administrative procedures processed correctly and ahead of schedule reached over 99.99%. The sense of responsibility and efforts of all levels, sectors, officials, civil servants, and heads of state management agencies have shown a clear improvement. The Provincial Competitiveness Index (PCI) in 2023 increased by 17 ranks compared to 2022.

Sixth: The work of reviewing legal documents, disseminating and educating the public on legal matters, and providing legal assistance has been improved; inspection, handling complaints and denunciations, and preventing and combating corruption have been strengthened.

Focus has been placed on reviewing and improving institutions, removing difficulties and obstacles for people and businesses, and facilitating the performance of tasks by agencies and units, creating favorable conditions to promote the socio-economic development of the province; a decision has been issued authorizing the approval of job positions for agencies and units in the province.

The units conducted 348 administrative and specialized inspections. The handling of citizen complaints and denunciations was carried out according to regulations, and the number of complaints and denunciations showed a downward trend; administrative agencies in the province resolved 413 complaints and 27 denunciations. Emphasis was placed on combating corruption.

Seventh: National defense and security, and social order and safety are ensured. The armed forces have intensified patrols along the routes; they regularly monitor the situation, preventing any passive or unexpected events. The 2024 military recruitment target has been met, with 4,096 citizens enlisted; district-level defense zone exercises were organized according to plan. The police force has launched intensive campaigns to suppress crime; they have strengthened their presence at the grassroots level, closely monitoring the situation, promptly detecting and vigorously combating all types of crime.

Eighth: The leadership and management of the Provincial People's Committee and the Chairman of the Provincial People's Committee continued to innovate in a way that was both decisive, specific, thorough, focused, and comprehensive, with a long-term strategic perspective. In particular, there was a strong focus on directing and accelerating the progress of land clearance and disbursement of public investment capital; resolving difficulties and obstacles for direct investment and production and business activities of all economic sectors; accelerating the progress of preparing and appraising planning; promoting decentralization and delegation of authority; focusing on reviewing and improving institutions; resolving difficulties and bottlenecks; and creating favorable conditions for the implementation of tasks by agencies and units,... making a significant contribution to the socio-economic development and ensuring national defense and security of the province in the first six months of the year.

II. DIFFICULTIES, LIMITATIONS AND CAUSES

1. Difficulties and limitations

- The prices of animal feed, veterinary medicines, and vaccines for livestock farming remain high. There are no new industrial products, nor products with high scientific and technological content and high added value. The development of social housing for workers has not met the demand.

- Credit growth remains slow. A segment of businesses are still facing difficulties; the number of businesses resuming operations decreased by 12.3%, the number of businesses registering for temporary suspension increased by 18.9%, and the number of businesses dissolving increased by 34.5%.

- Not many projects have been attracted to the mountainous areas. The progress of investment projects in industrial park and cluster infrastructure, as well as solid waste treatment projects, has been slow...

- The preparation of investment documents and procedures for some projects is still slow. The progress of implementing some large, key projects in transportation, urban development, and culture has not met the requirements.

- The number of teachers is still significantly short of the target set by the Central Government. Shortages of medicine and medical supplies persist. The social insurance coverage rate is showing a slow upward trend; outstanding and delayed social insurance, health insurance, and unemployment insurance contributions in businesses show no signs of decreasing.

- There are still some areas causing environmental pollution. The time taken to issue land use right certificates in some localities is still prolonged.

- The quality of advice and handling of some tasks is sometimes slow, not guaranteed, and lacks decisiveness in following up on work; a portion of officials, civil servants, and employees (including leaders and heads of departments) in some localities and units sometimes fail to thoroughly study legal regulations before advising and implementing, leading to a lingering fear of making mistakes and taking responsibility.

- Drug trafficking activities along the border are becoming increasingly complex; the religious and social security situation harbors many complicated factors, especially those related to land clearance and land acquisition for investment projects in coastal areas. Traffic accidents have seen an increase in the number of injured people.

2. Causes of difficulties and limitations

- Objective causes: The global situation remains unstable. Some legal regulations are inconsistent or inappropriate but are slow to be amended. There is a high demand for capital to clear land and invest in infrastructure projects for economic zones, industrial parks, and industrial clusters, while state budget resources are limited.

- Subjective causes: Coordination in task implementation among some units and localities has not been close enough; the capacity, responsibility, and service attitude of some officials and civil servants (including management staff) are not high enough. Some investors have not demonstrated a high sense of responsibility; the capacity of some Project Management Boards is still not up to standard; some investors, construction contractors, and consulting units have limited capacity and have not fulfilled their commitments in the bidding documents and investment policies. Ensuring labor safety at some enterprises and workplaces has sometimes been neglected.

Part two

KEY TASKS AND SOLUTIONS FOR THE LAST SIX MONTHS OF 2024

I. REMAINING TASKS FOR THE LAST SIX MONTHS OF 2024

Based on the results of the first six months of the year, in order to complete the goals and tasks of the 2024 plan, the remaining tasks for some key indicators in the last six months of 2024 are as follows:

1. With a target of 11% or more of GRDP growth for the whole year, the GRDP growth rate for the last six months of 2024 must reach 10.6% or more, including: agriculture, forestry, and fisheries increasing by 2.6% or more; industry and construction increasing by 10.7% or more; services increasing by 10.9% or more; and product taxes increasing by 22.6% or more.

2. Food production reaches 646,971 thousand tons or more (to reach 1.54 million tons for the whole year).

3. Export turnover reaches 3,118.4 million USD or more (to reach 6,000 million USD for the whole year).

4. Mobilize total social investment capital of VND 69,115 billion or more (to reach VND 135,000 billion for the whole year).

5. The target for state budget revenue is 20,275 billion VND or more.

6. Accumulate and concentrate land for large-scale agricultural production using high technology, increasing the area by 2,108.2 hectares or more (to reach 6,200 hectares for the whole year).

7. Add 1 district and 13 new rural communes; 2 districts and 6 advanced new rural communes; and 1 or more model new rural commune (to achieve the annual plan of adding 1 district and 17 new rural communes; 2 districts and 19 advanced new rural communes; and 10 model new rural communes).

8. Number of newly established businesses: 1,366 or more (to reach 3,000 businesses for the whole year).

9. For key indicators for which there are no statistics for the first six months of the year, strive to complete and exceed the plan.

II. KEY TASKS AND SOLUTIONS FOR THE LAST SIX MONTHS OF THE YEAR

To achieve the planned targets for the entire year of 2024, in the context of anticipated difficulties and increased challenges in the last six months, sectors, localities, and units must focus on effectively implementing the following 11 key tasks and solutions:

1. Continue to effectively implement the provincial planning and the general urban planning of Thanh Hoa; programs, projects, mechanisms, and policies; and the conclusions of the Prime Minister at the working session with the provincial leaders. Accelerate the progress of preparing, finalizing, and submitting for approval functional zoning plans and detailed construction plans.

2. Focus on reviewing and evaluating the remaining tasks for the last six months of 2024. For targets and indicators that have achieved positive results, continue striving to reach the highest level, creating a foundation for the 2025 plan. For targets and indicators that have fallen short of the plan and are predicted to face many difficulties and challenges, focus on leading and directing the development and effective implementation of feasible and breakthrough solutions in the last six months of the year, striving to complete all socio-economic targets and indicators for 2024. Organize a preliminary review of the three-year implementation of Resolution No. 37 of the National Assembly on piloting some specific mechanisms and policies for the development of Thanh Hoa province.

3. Focus on implementing the 2024 crop production season within the appropriate timeframe; synchronously implement solutions for livestock development and disease prevention and control; strengthen the management of fisheries exploitation, ensuring safety for people and fishing vessels operating at sea. Effectively carry out disaster prevention and control, search and rescue operations, minimizing damage caused by natural disasters, accidents, and incidents, and maintaining the socio-economic development achievements already attained.

4. Proactively monitor and closely track fluctuations in the prices of raw materials, fuels, and input supplies, as well as electricity consumption and the operations of industrial enterprises, in order to address difficulties, boost production and consumption, and prevent production disruptions; encourage and support enterprises to maximize capacity and increase output to compensate for shortfalls in industrial products with reduced production. Develop and implement a plan to ensure sufficient electricity supply during peak periods in 2024 and subsequent years, as directed by the Prime Minister.

5. Promote trade and service activities linked to the development of the domestic market; promote the distribution of goods through digital platforms and e-commerce; consolidate and expand the market share of goods in traditional markets, and expand into new potential export markets. Strengthen linkages between Thanh Hoa and key tourism provinces and cities to attract tourists to Thanh Hoa. Strengthen market management and inspection, and combat smuggling and trade fraud.

6. Continue to promote digital transformation, effectively implement Project 06 and other digital transformation projects. Accelerate administrative reform, create a transparent and attractive investment and business environment; implement synchronized measures to improve the low-ranking component indicators of the PCI, PAR INDEX, PAPI, and SIPAS indices. Enhance investment promotion activities; regularly monitor, urge, and support the resolution of bottlenecks, especially land clearance, to hand over land to investors for construction and accelerate the progress of direct investment projects and infrastructure investment projects in industrial parks and clusters.

7. Implement decisively, synchronously, and effectively the tasks and solutions for state budget revenue collection, striving to exceed the state budget revenue forecast for 2024. Effectively manage and operate the state budget, ensuring efficiency, flexibility, and balance of resources to fulfill expenditure tasks in 2024; use the budget economically and efficiently to focus resources on development investment and urgent tasks.

8. Focus on decisively, synchronously, and effectively implementing solutions to accelerate the progress and disbursement of public investment capital plan for 2024; strengthen the supervision of construction contractors to concentrate manpower, materials, and equipment, and supplement construction teams to speed up project implementation; resolutely and strictly handle construction contractors and consulting units that do not fulfill their commitments in the bidding documents. Focus on resolving "bottlenecks" to effectively implement the land clearance plan in the province in 2024.

9. Continue to organize and implement cultural, sports, and tourism activities and events in 2024; strengthen the preservation and promotion of cultural heritage values ​​associated with tourism development; implement comprehensive measures to improve the quality of medical examination and treatment; fully and promptly implement poverty reduction programs and policies, ensuring social security; closely monitor labor market and employment developments to provide timely support and address labor shortages for production and business activities of enterprises. Consolidate national defense and security, create a safe and stable environment for socio-economic development; implement comprehensive measures to curb traffic accidents, prevent and fight fires, and prevent drowning among children.

10. Focus on preparing the content expected to be submitted to the Provincial People's Council at the sessions in the last six months of the year, ensuring quality. Continue to uphold a spirit of responsibility, decisiveness, efficiency, and timeliness in direction and management; tighten administrative discipline and order; improve the effectiveness and efficiency of the operation of state agencies at all levels and the role of the head in direction and management; strengthen inspection and supervision of task implementation, promptly detect and strictly handle cases with signs of negativity, causing difficulties and inconvenience in the performance of official duties. Improve the effectiveness of inspection work, handling complaints and denunciations, and preventing corruption.

11. Focus on advising and submitting to competent authorities for promulgation documents to concretize and implement newly enacted laws and decrees; strengthen propaganda, dissemination, and introduction to create unity in understanding, in order to better serve the leadership and management of state agencies at all levels and the investment, production, and business activities of people and enterprises.

Regarding the specific tasks of provincial departments, agencies, and units, as well as the People's Committees of districts, towns, and cities, these have been outlined in detail in the report submitted by the Provincial People's Committee to the delegates. Immediately after this session, the Provincial People's Committee will continue to focus on directing all sectors and levels to implement these tasks, aiming to successfully achieve the set goals and objectives.
