The Ministry of Industry and Trade accompanies Vietnamese enterprises in trade defense investigations to ensure the highest benefits for enterprises, and at the same time urges the US and other countries to recognize Vietnam's market economy status .

Goods exports set a new record in 2024 when they exceeded 400 billion USD for the first time, but along with that, Vietnamese exports have been facing increased market activation of investigations and application of trade defense measures.
Of the 30 newly-arising foreign investigations into Vietnamese export goods from 12 markets, nearly half were initiated by the US.
Faced with this challenge, the Ministry of Industry and Trade has been and continues to "activate" many important solutions to protect Vietnamese goods in the process of reaching out to the world .
Minister of Industry and Trade Nguyen Hong Dien affirmed: "As the focal agency for management and work in trade defense, the Ministry has been implementing a series of drastic measures to protect the legitimate rights and interests of Vietnamese enterprises."
The solution is to increase early warning of goods at risk of being investigated; provide information to businesses about the investigation process and response scenarios; coordinate with relevant associations and businesses in exchanging with foreign investigation agencies to protect and support the Vietnamese export industry to be treated fairly in accordance with WTO regulations.
Thereby, the work of responding to trade defense investigations has achieved many very positive results. The Ministry has supported export enterprises to handle and terminate nearly 50% of foreign-initiated trade defense cases and many cases in 2024.
Specifically, some anti-dumping investigation cases have preliminary or official conclusions: Determining the dumping margin of cooperating enterprises is 0%, including: The case of the US anti-dumping investigation on paper plate products; The case of India anti-dumping investigation on stainless steel welded pipes; The case of Türkiye anti-evasion investigation on solar battery products. Maintaining export turnover of nearly 200 million USD for related products...
Regarding the 7 anti-subsidy investigation cases in 2024, in which foreign countries have initiated investigations into Vietnamese export goods, the Ministry of Industry and Trade said that these cases require the participation of the Vietnamese Government in responding and closely coordinating between relevant parties in responding to and handling the cases.
Up to now, the anti-subsidy investigation cases have received remarkable results. The three cases with preliminary or final conclusions all determined that the subsidy margin for the defendant's cooperating enterprise is less than 6% from the US market for the following products: frozen warm-water shrimp; paper plates; and solar panels (export turnover accounts for nearly 5 billion USD)...
Last year, the Ministry of Industry and Trade also promoted the work of lobbying countries to recognize Vietnam as a market economy. The Ministry continuously promoted the work of requesting major trade partners of Vietnam such as the US, the European Union, Turkey, Brazil... to recognize Vietnam as a market economy.
Currently, 73 countries and territories recognize Vietnam as a market economy.
"Promoting a country to recognize Vietnam as a market economy will help Vietnamese export enterprises to be treated more equally in anti-dumping/anti-subsidy investigations, when the dumping/subsidy margin is calculated based on the enterprise's own production cost instead of using another country's production cost as a "surrogate value", said Minister Nguyen Hong Dien.
This could result in lower anti-dumping/anti-subsidy tax rates and more closely reflect the actual production and business situation of Vietnamese enterprises.
Vietnam’s foreign trade continues to expand thanks to domestic investment resources and FDI attraction. With the growth rate of recent years, the import-export milestone of 1,000 billion USD will not be too far away, in which exports are closer to the 500 billion USD mark.
The Ministry of Industry and Trade will continue to coordinate with relevant ministries and branches to research and analyze the arguments in the Vietnam Economic Assessment Report of the US Department of Commerce (DOC), to supplement and complete the arguments as well as consider the appropriate time to submit the dossier to request the DOC to reconsider the market economy status for Vietnam.
