Dong Nai Social Insurance: Establishing working groups to urge collection and reduce late social insurance payment amount

Working Group No. 1 is headed by Mr. Le Xuan Cao, Deputy Director of the Provincial Social Insurance, with 6 working groups headed by Heads and Deputy Heads of relevant professional departments.

The working group has three main tasks: organizing work with units to notify the status of units paying social insurance, unemployment insurance, and health insurance not in accordance with regulations and requesting units to correct; disseminating legal regulations on sanctions for handling late payment and evasion of payment according to the Social Insurance Law, the Law on Handling of Administrative Violations and the Penal Code; making minutes of work with each unit, clearly stating the amount, time of late payment, evasion of payment and responsibility for correction and summarizing the results of overcoming the amount of late payment and evasion of payment of units, reporting to the Director of the Provincial Social Insurance.

Up to now, the total amount of late payment of social insurance, health insurance, and unemployment insurance in the province is more than 1 trillion VND. Of which, the amount of late payment under 1 month is 320.4 billion VND; from 1 month to under 3 months is 94.3 billion VND; from 3 months to under 6 months is 99 billion VND; from 6 months to under 12 months is 31.4 billion VND.

Notably, the amount of overdue payment over 12 months is 408.3 billion VND. There are 599 units that are unable to recover the overdue payment due to bankruptcy, dissolution, or the unit owner absconding or missing with the amount of 134 billion VND.

Director of Dong Nai Social Insurance Pham Minh Thanh said that recently, the entire Dong Nai Social Insurance sector has proactively implemented many solutions and closely coordinated with relevant departments, branches and localities to urge the collection of late-paid social insurance, health insurance and unemployment insurance.

However, it is necessary to implement more drastic measures to concretize Decree No. 274/2025/ND-CP dated October 16, 2025 of the Government detailing a number of articles of the Law on Social Insurance on late payment, evasion of compulsory social insurance, unemployment insurance; complaints and denunciations about social insurance to improve the effectiveness of law enforcement in the field of social insurance, unemployment insurance and ensure the rights of employees.

At the same time, the provincial Social Insurance will also establish 14 working groups headed by the Director of the local Social Insurance to work with units on social insurance, health insurance, and unemployment insurance payments under their management.
