Dong Nai Social Insurance: Establishing working groups to urge collection and reduce late social insurance payment amount

Dong Nai Provincial Social Insurance has just established Working Group No. 1 to work with units on social insurance (SI), unemployment insurance (UI), and health insurance (HI) payments in the province.

Task Force No. 1 is headed by Mr. Le Xuan Cao, Deputy Director of the Provincial Social Insurance Agency, and consists of 6 working groups, each led by the heads and deputy heads of relevant professional departments.

The task force has three main tasks: organizing meetings with units to inform them of the status of units that are not paying social insurance, unemployment insurance, and health insurance contributions correctly and requesting them to rectify the situation; disseminating legal regulations on penalties for late payment and evasion of contributions according to the Social Insurance Law, the Law on Handling Administrative Violations, and the Penal Code; and preparing minutes of meetings with each unit, clearly stating the amount, duration of late payment or evasion, and responsibility for rectification. The task force will then compile the results of rectifying the late payment or evasion of contributions by the units and report them to the Director of the Provincial Social Insurance Agency.

To date, the total amount of overdue social insurance, health insurance, and unemployment insurance contributions in the province is over 1 trillion VND. Of this, 320.4 billion VND is overdue for less than 1 month; 94.3 billion VND for 1 to less than 3 months; 99 billion VND for 3 to less than 6 months; and 31.4 billion VND for 6 to less than 12 months.

Notably, the amount of overdue payments exceeding 12 months is 408.3 billion VND. There are 599 entities where the overdue payments are unrecoverable due to bankruptcy, dissolution, or the owner absconding or disappearing, totaling 134 billion VND.

According to Pham Minh Thanh, Director of the Social Insurance Department of Dong Nai province, the entire Social Insurance sector in Dong Nai has proactively implemented many solutions and closely coordinated with relevant departments, agencies, and localities to urge the recovery of overdue social insurance, health insurance, and unemployment insurance contributions.

However, more decisive measures are needed to concretize Government Decree No. 274/2025/ND-CP dated October 16, 2025, which details some provisions of the Law on Social Insurance regarding late payment and evasion of mandatory social insurance and unemployment insurance contributions; and complaints and denunciations concerning social insurance, in order to improve the effectiveness of law enforcement in the field of social insurance and unemployment insurance and ensure the rights of workers.

At the same time, the provincial Social Insurance agency will also establish 14 working groups, headed by the Director of the local Social Insurance agency, to work with units regarding social insurance, health insurance, and unemployment insurance contributions within their jurisdiction.
