On behalf of the Standing Committee of the Provincial Party Committee, the Secretary of the Lam Dong Provincial Party Committee expressed his joy and honor at having Comrade Nguyen Hoa Binh , Member of the Political Bureau and Standing Deputy Prime Minister of the Government, attend and deliver a guiding speech at today's model commune-level congress.
Following the directives of the Deputy Prime Minister, 124 communes, wards, and special zones throughout the province, along with the Provincial Party Committee, have studied and grasped the six core principles, and are proceeding with the concrete implementation of tasks before, during, and after the congresses at all levels. This aims to contribute to consolidating and strengthening national unity and the trust of cadres, Party members, and the people in the Party; to develop potentials and strengths; and to successfully fulfill the political tasks of Lam Dong province in the new period.
The Provincial Party Secretary stated that Don Duong commune was established by merging three localities: Da Ron and Tu Tra communes and Thanh My town. Today's congress is a significant event in the development process, opening a new chapter full of bright prospects for the Party Committee, government, and people of Don Duong commune.
This is the first and only model congress at the commune level in the province. The congress is taking place in the context of the country entering the early days of a new era, along with the revolution in reorganizing the administrative apparatus and units, building a two-tiered local government towards a streamlined, people-oriented, effective, and efficient system that better serves the people.
"Looking back on the journey so far, I highly appreciate the solidarity, unity, and efforts of the Party committees, governments, and people of the three former localities, as well as the solidarity and unity of the comrades throughout the process of preparing and implementing the administrative unit merger, transfer, and deployment of tasks according to the new model," the Provincial Party Secretary emphasized.
During the past term, despite many difficulties and challenges, the Party Committee, government, and people of Lam Dong province in general, and the localities of Da Ron commune, Tu Tra commune, and the former Thanh My town in particular, have strived and achieved many important accomplishments in the fields of socio-economic development, national defense and security, Party building, and the political system. These results are clearly demonstrated in the political report presented to the Congress.
The Provincial Party Secretary acknowledged the outstanding results achieved in implementing breakthroughs and innovative approaches to overcome difficulties and obstacles in carrying out key tasks, such as accelerating administrative procedure reform and linking it with digital transformation in various fields.
The local socio-economic situation has gradually recovered and developed after the Covid-19 pandemic, achieving many positive and comprehensive results. The economy maintained a stable growth rate with an average growth of 8.8%.
Production and business activities have recovered strongly, with many good and effective practices, especially the formation of linked value chains for agricultural products. The economic restructuring is gradually being implemented in an environmentally friendly direction, linked to the goal of sustainable development.
Key objectives for building new rural areas have been accelerated and completed. The fields of education, health, culture, sports, and social welfare continue to improve, better meeting the development needs and living standards of the people. Administrative reform and digital transformation have seen many positive changes.
The task of building the Party and the political system has achieved many positive, timely, and innovative results. The people's trust in the leadership of the Party and the government has been firmly consolidated, the building of national unity has been strengthened, creating a solid foundation for the sustainable development of the locality in the coming years.
Regarding the Party Congress documents for the 2025-2030 term, the Provincial Party Secretary requested that the commune's Party Committee seriously incorporate all feedback to finalize the documents. At the same time, the locality needs to further clarify the characteristics and situation of Don Duong commune, clearly identifying the potential and strengths of each area to serve as a basis for determining the main goals, targets, and key tasks and solutions.
The commune Party Committee has identified specific key tasks that need to be implemented to successfully achieve the goals of the Party Congress resolution, with the spirit of " clear responsibilities, clear tasks, clear outputs, clear results, clear deadlines, and clear roadmaps ." The resolution can be implemented immediately after issuance. Along with this, the locality has proposed solutions to overcome the limitations, difficulties, and bottlenecks identified in the political report.
