The Ministry of Industry and Trade has just issued công văn (official letter) No. 5940/BCT-VP on focusing on completing the reduction and simplification of administrative procedures and business conditions according to the tasks assigned in Resolution No. 66/NQ-CP.
Specifically, on August 4, 2025, the Prime Minister issued Official Dispatch No. 127/CĐ-TTg on focusing on completing the reduction and simplification of administrative procedures and business conditions according to the tasks assigned in Resolution No. 66/NQ-CP dated March 26, 2025 of the Government on the Program for reducing and simplifying administrative procedures related to production and business activities in 2025 and 2026.
To seriously and effectively implement the aforementioned directive from the Prime Minister, the Party Secretary and Minister of Industry and Trade requests that functional units under the Ministry proactively coordinate with the Legal Department to focus on reviewing, advising on, and perfecting the plan to reduce at least 30% of business conditions under their management, in accordance with the directives of the Politburo , General Secretary To Lam, the Central Steering Committee, and the Government in Resolution No. 66/NQ-CP.
Simultaneously, complete the review, refinement, standardization, and full publication of administrative procedures related to production and business in the industrial and trade sector that have been decentralized and delegated to localities, especially administrative procedures related to the import and export of products and goods.
At the same time, strengthen guidance and training activities (with a focus on effectively applying online methods and artificial intelligence).
Inspect, monitor, and support localities in the initial phase of receiving delegated tasks, ensuring smooth and effective implementation without bottlenecks or impacts on investment, production, and business activities of people and enterprises. This should be completed no later than August 15, 2025.
The Ministry of Industry and Trade also noted the urgent need to review and amend regulations that are inconsistent with the implementation of administrative procedures regardless of administrative boundaries within the province, such as requirements for citizens and businesses to carry out administrative procedures at their place of residence, headquarters, or the place where the results of the initial administrative procedure were issued...
Review and issue detailed, nationwide guidelines on new operational procedures following the reorganization of administrative units, completing this process no later than August 30, 2025.
The Department of E-commerce and Digital Economy, in coordination with relevant units, will expedite the construction and updating of data for 40 industry and trade databases in real time, including those databases that require real-time updates and those with the prescribed frequency for other databases.
This ensures the criteria of "correct, complete, clean, functional, unified, and shared" to facilitate data exchange, synchronization, and sharing with the National Public Service Portal and the provincial-level administrative procedure information system, serving to reduce and simplify administrative procedures.
Furthermore, providing full-process, personalized, and data-driven online public services is in line with the Government's directives in Resolution No. 214/NQ-CP dated July 23, 2025, which promulgates the Government's Action Plan on promoting data creation to serve comprehensive digital transformation, and the Minister's directives in Document No. 5568/BCT-TMĐT dated July 25, 2025.
On the other hand, promptly review and rectify any errors in the information systems managed by the Ministry (if any), ensuring compliance with the two-tiered local government organizational model and full data connection and sharing with the provincial-level administrative procedure information system to facilitate the resolution of administrative procedures, ensuring that the implementation of administrative procedures is independent of administrative boundaries within the province. This should be completed before August 15, 2025.
In addition, the head of the unit is responsible to the Standing Committee of the Ministry's Party Committee and the Minister for the results of reducing and simplifying administrative procedures and business conditions in the assigned management field as required by Government Resolution No. 66/NQ-CP dated March 26, 2025 and the tasks in this document. A report on the situation and results of implementation must be submitted to the Ministry's Office before the 20th of each month for compilation and reporting to the Minister and the Ministry's leadership as prescribed.
The Ministry of Industry and Trade requests the Ministry's Office to take the lead in monitoring and urging the implementation of this document, and to report to the Minister and Ministry leaders before the 23rd of each month.
