The Ministry of Education and Training proposes establishing a single national scholarship fund to attract talented individuals.

The Department of Higher Education (Ministry of Education and Training) has proposed the establishment of a single National Scholarship Fund to implement the national strategy on training and utilizing talent, with the goal of attracting talented individuals, retaining talent, and preventing brain drain.

According to the Department of Higher Education , the scholarship system in Vietnam is currently fragmented and lacks uniformity, due to the involvement of numerous training institutions, businesses, and individual government projects. This leads to a dispersion of resources, a lack of a comprehensive strategy, and the failure to establish a strong national scholarship brand capable of competing to attract talent from both within and outside the country.

Scholarship programs also lack comprehensive coverage. Many talented students, including young scientists , who come from disadvantaged backgrounds or are studying specialized fields such as basic sciences, arts, and culture, still lack access to appropriate support opportunities. The mechanisms for securing and utilizing graduates after training are weak, especially for overseas scholarships, leading to continued brain drain. The heavy reliance on state budgets also limits the scale of scholarships, resulting in inflexible and overly bureaucratic awarding processes.

In light of this situation, the Department of Higher Education believes that a single national scholarship fund should be established, operating under a modern, focused, and flexible model, to overcome the aforementioned limitations and become an important policy tool in the national talent development strategy.

Modern and transparent operational structure and mechanisms.

The proposed fund will be established as a non-profit, off-budget state financial fund, with its charter approved by the Prime Minister.

The organizational structure includes: the Fund Management Council (strategic direction, operational oversight); the Board of Directors (program management and implementation); the Scientific Council (fair and professional application review); and the Supervisory Board (financial oversight, ensuring transparency and legal compliance).

To ensure sustainable resources, the fund needs to diversify its financial sources from the state budget, businesses, and social contributions; while expanding sponsorship cooperation and mobilizing resources both domestically and internationally. The fund will apply transparent selection criteria, an independent scientific council, utilize digital technology in managing and tracking applications, and establish a mechanism for commitment to post-training service, connecting scholarship recipients with ministries, sectors, and businesses to ensure that talented individuals are effectively utilized.

5 key scholarship groups

The Department of Higher Education proposed five main scholarship groups to be awarded by the Foundation:

Full or partial scholarships are available for talented students in all fields, based on outstanding academic achievement, exceptional aptitude, or exceptional exam results. The scholarship amount is sufficient to cover tuition and living expenses, allowing students to fully focus on their studies.

Scholarships are provided to students from mountainous and remote areas, ethnic minorities, and those from socially disadvantaged backgrounds, ensuring equitable access to education and demonstrating the humanitarian spirit of "leaving no one behind."

Scholarships for outstanding students at key universities, in priority fields such as basic sciences, core technologies, high engineering, medicine, and education, cover all tuition and living expenses.

These scholarships are awarded by the Government to train high-quality human resources for strategic sectors, emerging technologies, national security and defense, and socio-economic development.

Scholarships for overseas study and postgraduate research, building upon and enhancing existing programs, and sending students to participate in master's, doctoral, and postdoctoral programs at leading universities worldwide in fields where Vietnam urgently needs human resources.

Transforming "brain drain" into "brain attraction"

According to the Department of Higher Education, the establishment and effective operation of the National Scholarship Fund will create a strong impetus for the movement of learning, research, and talent development, contributing to attracting excellent students to key fields, and fostering a spirit of dedication, innovation, and creativity.

National scholarships are not only an honor and recognition from the nation, but also a motivation for students to strive, thereby encouraging universities to improve the quality of training, innovate programs, and create a healthy competitive environment throughout the education system.

The fund will also contribute to training a team of elite experts, scientists, and managers, nurtured both domestically and internationally, creating a global network of Vietnamese talent. With its "red carpet" policy and post-training commitment mechanisms, the fund aims to transform "brain drain" into "brain attraction," contributing to making Vietnam a dynamic knowledge hub in the region.

The Department of Higher Education recommends that the National Assembly and the Government promptly issue a resolution or decree establishing a National Scholarship Fund with specific mechanisms for organization, finance, and operation; the state budget should allocate initial funding. Relevant ministries and agencies need to coordinate in developing financial, tax, investment mechanisms and policies for utilizing human resources after training to ensure feasibility and long-term effectiveness.

The business community and society as a whole are also encouraged to collaborate, contributing resources and intellect so that the Fund becomes a symbol of Vietnam's aspiration for development and its commitment to valuing talent.

"Investing in people is investing in the future. With political determination and social consensus, the National Scholarship Fund will become a launching pad for Vietnamese talents to soar high and far, contributing to building a strong and prosperous nation," the Department of Higher Education emphasized.
