Arrange working headquarters reasonably to avoid wasting public assets

In recent times, along with the arrangement, organization and operation of the 2-level local government model to ensure smoothness and efficiency, the issue of arranging the use of headquarters and public assets when implementing the arrangement of administrative units (ADUs) has received special attention from Hung Yen province, in order to ensure effective exploitation of the available infrastructure system, avoid waste and be consistent with the administrative reform process.

After the administrative unit arrangement, localities need to reasonably arrange public headquarters, cultural andeducational facilities to ensure the best service for people and businesses.

According to the Project on arranging communal-level administrative units in Hung Yen province in 2025, the ward   Pho Hien was arranged and merged by Hien Nam, An Tao, Le Loi, Minh Khai wards and 2 communes Lien Phuong, Trung Nghia ; where the Party's headquarters was located.   Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee of Pho Hien Ward   at the old headquarters of the People's Council, People's Committee of Hung Yen city and the Public Administration Service Center of the ward are also located at the headquarters and the ward temporarily established 2 more points to receive and handle administrative procedures of people and businesses at the working headquarters of Le Loi ward, Lien Phuong commune (old) to both facilitate people and initially ensure no waste or damage to facilities when the old administrative unit is no longer in operation.

   Mr. Nguyen Ngoc Thanh, a resident of Pho Hien Ward, said: I think the ward's arrangement of workplaces is very reasonable, making the most of existing facilities. I hope that the offices and cultural houses of the old communes and wards that are surplus after the arrangement of administrative units will be given priority to convert their functions into medical facilities, educational facilities, and cultural activity spots for residential groups, so that people, especially children, have a safe place to study and play, and public assets will not be abandoned or wasted.  

After the arrangement, Hong Chau ward uses the headquarters of Hong Chau ward and the new (old) Quang Chau commune to ensure a workplace for cadres and civil servants.

In Hong Chau ward, the working headquarters of the Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of the ward were initially chosen to be located at the old Quang Chau commune headquarters. The basic infrastructure system is still in good use. However, the construction scale is only enough to meet the number of cadres and civil servants according to the old model with about 20 - 25 people working. If all cadres and civil servants of the new ward are arranged at this one location, it will be very crowded and not meet the requirements for work. Therefore, Hong Chau ward placed the working headquarters of the Party Committee, the Fatherland Front and the ward's mass organizations at the working headquarters of Hong Chau ward (old); the working headquarters of the People's Council, People's Committee and the new public administration center of the ward were located at the headquarters of the Party Committee, People's Council, and People's Committee of Quang Chau commune (old), both meeting the requirements of work and making effective use of available facilities, avoiding waste.  

The office building of Le Loi ward (old) was requisitioned as the office building of the Party Committee of the provincial Party agencies.

After the arrangement and merger of agencies and administrative units, it is expected that the whole province will have hundreds of redundant offices, career facilities, and public works. The arrangement and effective use of offices and public assets after the arrangement of agencies, organizations, and administrative units is an important task. Immediately after the policy of arranging administrative units to implement the 2-level local government model, the province and localities reviewed the facilities, developed a plan to arrange the workplaces of officials and civil servants for provincial-level agencies and the new reasonable headquarters of commune-level administrative units, in the spirit of resolutely fighting waste, effectively using public assets, ensuring the best management, operation and service for people and businesses after the arrangement in accordance with the direction of the Prime Minister in Official Dispatch No. 80/CD-TTg dated June 1, 2025 on promoting the implementation of the plan to handle assets after the arrangement, organizing the apparatus and administrative units at all levels.  

Viet Yen Commune Administrative Service Center is invested in a spacious manner.

In reality, the facilities of some agencies and units are still limited. To meet the needs of handling work when the new model comes into operation, after July 1, in addition to complying with the principles of effective use of public assets, avoiding waste, and making the most of existing headquarters, departments, branches, and localities will focus resources on renovating and repairing facilities to ensure that the workplaces of administrative agencies and public administrative service centers at all levels are spacious, modern, and civilized.
