In accordance with Minister Nguyen Manh Hung's policy on seconding officials from vertical agencies, on the morning of August 2nd, the Department of Organization and Personnel ( Ministry of Information and Communications ) coordinated with the Press Department, the Publishing, Printing & Distribution Department, and the Inspectorate of the Ministry of Information and Communications to organize a conference to implement decisions on personnel matters.

Based on proposals from various units, the Personnel and Organization Department advised the Ministry's leadership on the secondment of three civil servants.

Accordingly, the Minister of Information and Communications decided to second Mr. Nguyen Phan Phuc, Principal Inspector, Deputy Head of the Press and Publishing Inspection Department (Inspectorate of the Ministry of Information and Communications), to work at the Press Department. Mr. Phuc was assigned to the position of Head of the Inspection and Legal Affairs Department (Press Department) for a secondment period of 2 years.

The Minister also decided to second Mr. Nguyen Bang Vu, Head of the Inspection and Legal Affairs Department (Press Department), to work at the Publishing, Printing and Distribution Department. Mr. Bang was assigned to the position of Head of the Inspection and Legal Affairs Department (Publishing, Printing and Distribution Department) for a period of two years.

Mr. Hoang Ngoc Binh, Head of the Inspection and Legal Affairs Department (Department of Publishing, Printing and Distribution), was also seconded by the Minister to the position of Deputy Head of the Press and Publishing Inspection Department (Inspectorate of the Ministry of Information and Communications) for a period of 2 years.

According to Ms. Vu Thi La, Deputy Director of the Personnel and Organization Department, the rotation and secondment of officials in the vertical sector is a policy of the Ministry of Information and Communications leadership aimed at training and developing civil servants and strengthening coordination among units within the Ministry.

Following requests from the Ministry's leadership, the Personnel and Organization Department has compiled data on personnel within the vertical organizational structure to prepare for future transfers, rotations, and secondments. This is also the first time this policy has been implemented by the Ministry of Information and Communications.

The secondment of officials is for performing tasks for a specific period of time, not for promotion or demotion. This is an opportunity for officials to change their work environment, expand their network, and accumulate more knowledge, skills, and experience to serve their work, ” Ms. Vu Thi La shared.

Congratulating the three newly transferred officials, the Deputy Director of the Personnel and Organization Department expressed confidence that the policy of rotating and seconding officials in the vertical organizational structure would be successful and highly effective. The Personnel and Organization Department also requested that the units receiving the seconded officials assign work and create conditions for them to successfully complete their tasks.

After receiving the secondment decision, the new Head of the Inspection and Legal Affairs Department (Press Department), Nguyen Phan Phuc, stated that the rotation and secondment of officials is a correct policy of the Ministry of Information and Communications leadership.

Honored to be one of the first people selected to carry out this task, Mr. Phuc expressed his confidence that the policy of rotating and seconding officials in the vertical sector will bring better results to the overall work of the Ministry.

Having worked in journalism for over 20 years, Mr. Nguyen Bang Vu initially felt some apprehension and concern when he moved to his new position. However, recognizing this as an opportunity to explore a new field and learn about new issues, the new Head of the Inspection and Legal Affairs Department (Publishing, Printing and Distribution Bureau) promised to do his best and contribute all his abilities and experience to the unit.

Sharing his thoughts after being assigned to his new position, Mr. Hoang Ngoc Binh expressed his excitement at being given the opportunity by the Ministry's leadership in a new environment. Recognizing the secondment as a long-term business trip, the new Deputy Head of the Press and Publishing Inspection Department (Ministry of Information and Communications Inspection Department) sees it as an opportunity to accumulate knowledge, learn from experience, and contribute to the overall development of the information and communications sector.
