Ca Mau determined to disburse public investment capital

During 2 days (December 8-9), the People's Council of Ca Mau province, term X, 2021 - 2026, held the 6th meeting to summarize 2025 and set out tasks for 2026.

At the session, delegates discussed issues related to the results and targets of socio- economic growth, digital transformation, the exploitation of IUU (Illegal, Unreported, and Unregulated) fishing, and vocational retraining to improve livelihoods. Many questions and answers concerned issues of voter concern, such as solutions to environmental pollution; waste collection and treatment; investment in the construction of waste treatment plants; flooding, tidal surges, and landslides due to climate change; and planning and investment in infrastructure and key projects.

The delegates unanimously approved 25 reports and plans and voted to pass 35 resolutions in various fields (including 22 normative legal resolutions) to promptly concretize central government documents; at the same time, they decided on many important and urgent local issues.

At the meeting, the leaders of the Ca Mau Provincial People's Committee reported that in 2025, the province's socio-economic situation achieved significant results, creating positive changes in many areas. Notably, the economic growth rate is estimated at 8% (meeting the target set in the Resolution). The economic structure has shifted positively, with the total provincial product (GRDP) at current prices estimated at 172,033 billion VND. GRDP per capita is estimated at 80 million VND/person/year (meeting the target set in the Resolution)... The political system continues to be strengthened and consolidated; the operation of the two-level local government is becoming stable, effective, and efficient.

In his closing speech, Mr. Pham Van Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Ca Mau province, emphasized that although the province achieved many positive results in 2025, it is forecasted that the province's economic situation in 2026 will continue to face many difficulties and challenges; climate change and natural disasters will develop in a complex and unpredictable manner..., requiring all levels and sectors to continue to strive, have more specific, comprehensive and drastic solutions to best complete the goals and tasks set out in 2026 and the 2026 - 2030 period.

To achieve the economic growth target of 10% or more in 2026, the leaders of the Provincial People's Council requested that all levels, sectors and localities continue to promote the spirit of initiative, determination and efficiency in direction and administration, focusing on implementing a number of key tasks and solutions. All levels, sectors and localities focus on developing programs and plans, implementing targets and tasks of the Resolution of the 1st Provincial Party Congress, term 2025 - 2030; continue to review, arrange and consolidate the organizational apparatus towards streamlining, increasingly effective and efficient operations. The Provincial People's Committee develops specific programs and plans to promptly deploy and strictly implement the resolutions of the newly passed Provincial People's Council; absorb the opinions of delegates, voters and people to have more drastic and effective solutions in leading and directing the implementation of socio-economic development tasks of the province.

The Provincial People's Committee needs to direct the review and removal of difficulties and obstacles in production and business activities; pay attention to creating favorable conditions, supporting and developing businesses; strengthen trade promotion, seek and expand export markets to boost product and goods consumption; strictly inspect and manage e-commerce transactions and closely manage tax revenue. Localities should urgently review industrial parks, industrial clusters, and economic zones to accelerate land clearance, infrastructure investment, and attract investment; and implement decisive solutions to disburse public investment capital and capital from national target programs, ensuring timely progress. The province should focus on removing difficulties to accelerate construction progress and bring key projects into use as soon as possible, especially strategic national and regional projects; coordinate with central ministries and agencies to accelerate the implementation of important infrastructure projects such as: the Can Tho - Ca Mau expressway, the Ca Mau - Dat Mui expressway; and the Hon Khoai integrated seaport. Ca Mau Airport expansion and upgrade project... to create long-term development momentum for the province and the region.

The Chairman of the People's Council of Ca Mau province requested that, after the session, the delegates fully report the results to the voters; listen to the people's thoughts and aspirations, learn and grasp the reality of social life to promptly reflect and make recommendations to the Provincial People's Council, the Provincial People's Committee and relevant agencies for consideration and resolution.
