* In Hoa Loc commune, functional forces have proactively implemented natural disaster prevention according to the "4 on-site" motto. The commune has prepared 1,169 iron baskets, 4,600 bamboo stakes, 14,400 sacks, 2,220m2 of pineapple tarpaulin... to serve storm prevention and control work.
Nearly 10 hectares of crops in Hoa Loc commune were broken due to heavy rain.
According to commune statistics, in the key area of Yen On embankment, there are 1,028 households/3,656 people living along the embankment that need to be evacuated when there is a risk of the embankment breaking. The evacuation sites identified by the locality are Quang Loc Secondary School and Quang Loc Primary School.
In addition, the number of residents living in the estuary area that need to be evacuated when there is a storm is 1,703 households/4,343 people; the evacuation locations are Hoa Loc Kindergarten, Hoa Loc Secondary School and Hoa Loc Primary School.
In the riverbank area, the Huu River Len route belongs to the old Quang Loc cluster, the number of people who need to be evacuated when there is a flood is 66 households/301 people, the evacuation location is Quang Loc Secondary School and Quang Loc Primary School.
The number of people in low-lying areas that need to be evacuated when there is heavy rain is 507 households/1,806 people scattered in hamlets in the commune, evacuation locations are at hamlet cultural houses.
Canals in the commune have been cleared and are ready to respond to storm No. 3.
* In Trung Chinh commune, there are 5 vulnerable points which are culverts across the dike; 9 residential areas along the river are likely to be directly affected if flood waters rise.
When there is a flood above alert level 2 to alert level 3, the whole commune has 59 households/182 people needing to evacuate. Of which, 6 households/29 people are evacuated on-site; 53 households/158 people are evacuated in a centralized manner.
* In Xuan Du commune , during this period, there were 25 households in areas at risk of flooding; 144 households in areas at risk of landslides; 40 households in areas at risk of flash floods. All households were notified, propagandized and complied with evacuation when a situation occurred.
To proactively respond to storm No. 3 and floods before, during and after the storm, Xuan Du commune also inspected and reviewed the reserve material warehouses in the old communes before merging and gathering them into 3 warehouses located close to the foot of the lake and dam to serve the work of natural disaster prevention and control.
* In Tho Lap commune, local authorities have mobilized forces and means to urgently overcome the consequences caused by storms and tornadoes in recent days, and at the same time deployed measures to respond to the developments of storm No. 3.

Currently, the commune is urgently reviewing and checking vehicles and supplies, assigning 24/7 on-duty and command staff according to regulations.
* In Xuan Tin commune, to respond to storm No. 3, the commune assigned forces to be on duty 24/7, members of the PCTT, TKCN and PTDS Command Committee were assigned to go directly to the villages to urge and direct.
Response measures are implemented according to the “4 on-site” motto. The commune has prepared forces and means for rescue when required. At the same time, it has directed villages and neighborhoods to closely monitor the storm’s developments to inform people, especially households in areas at high risk of flooding, to promptly evacuate people and property.
* Giao An commune has 3 rivers flowing through it. Whenever there is prolonged heavy rain, the water level of the rivers often rises rapidly, causing localized flooding and flash floods, cutting off traffic.
The commune has established checkpoints at Sao River spillway, Poong village, Nghiu Tuot village spillway, Chieng Lan spillway, Hung village spillway, Vien village spillway, and Chieng Nang village spillway.
Before the overflow points are at risk of being cut off by floods, Giao An commune has placed warning signs to inform people and to take precautions.
* In Tan Tien commune, the plan for dike protection and evacuation of people to respond to natural disasters in Tan Tien commune in 2025 and directive documents on focusing on and proactively responding to storm No. 3 in 2025 have been issued.

According to statistics, there are 21 canals in the commune, mainly serving the drainage of Ho Vuong, Nga Son, and Nga An communes during the flood season. Along with that are many dike projects. The commune has proactively arranged forces, directed departments, branches, and units to strengthen the force for natural disaster prevention, established a shock force for natural disaster prevention, patrolled and guarded the dikes and culverts across the dike, and arranged mobile forces to respond to incidents. At the same time, it has prepared materials, reviewed the reserve warehouses in the old communes before merging and gathering them into 3 warehouses at the location to serve the work of natural disaster prevention and control.
The whole commune currently has 117 fishing boats operating in the sea. By 9:00 a.m. on July 21, 6 boats were anchored outside the province, 108 boats had entered safe shelters; the remaining 3 coastal fishing boats were called to safe shelters by the Commune's Steering Committee for Disaster Prevention, Search and Rescue and Disaster Prevention and Control in coordination with Hoi Dao Border Guard Station.
* In Quang Chinh commune , through the review of the Steering Committee for Disaster Prevention, Search and Rescue and Disaster Prevention, there is a weak point in the dike system at the Dung hamlet dike section from K0+775-K4+090 and the culvert system through the dike section from K0+525-K5+020.

To ensure safety during the storm season and proactively respond to storm No. 3, the commune has prepared reserve supplies; assigned forces to be on duty, closely monitored the storm's developments to promptly inform people; organized propaganda, instructed people to implement measures and response skills, especially with strong winds, flash floods, inundation, and landslides.
In addition, the Commune's Steering Committee for Disaster Prevention, Search and Rescue and Disaster Prevention has organized the transportation of sand and boulders to key points on the dike routes, and is ready to deploy forces to respond to possible situations.
*In Dien Lu commune, on July 19, the People's Committee of the commune issued an official dispatch on focusing on responding to storm No. 3 in 2025. Accordingly, the organization will be on duty 24/24 hours according to the assigned schedule, regularly updating the developments of storms and floods to proactively direct response.
The Commune's Steering Committee for Disaster Prevention, Search and Rescue and Disaster Response was directed to go directly to the people to monitor the developments of heavy rain, promptly grasp difficulties and coordinate forces to help people move to safety.
Dien Lu Commune supports necessities for households living in landslide-prone areas that must be evacuated.
According to statistics, the whole commune has 18 households/45 people in Co Luon village that have to be evacuated due to being located in an area at risk of landslides. The commune People's Committee has dispatched police, military , militia and other organizations to support these households in moving their belongings, arranging temporary accommodation for them to evacuate in time when there is heavy rain, and at the same time supporting essential necessities for the people.
