Delegate La Thanh Tan (Hai Phong Delegation) raised the issue: Resolution No. 36-NQ/TW dated October 22, 2018, the 8th Conference of the Central Executive Committee of the Party (12th tenure) on the Strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045, has set out what goals and implementation results?

Minister Dang Quoc Khanh said that from this Resolution, the Ministry has consulted the Government on national marine spatial planning. Recently, regional and local planning has been integrated and implemented. In addition to diverse conservation areas, we must review protected areas associated with conservation; review multi-purpose mangrove forests, both for conservation and development, and for agricultural production and aquaculture.

Responding to delegate Luu Van Duc (Dak Lak delegation) regarding the exploitation and use of marine resources, Minister Dang Quoc Khanh said that implementing controlled fishing and developing marine aquaculture is extremely urgent, ensuring sustainable development of the marine economy.

According to the Minister of Natural Resources and Environment, the Ministry has coordinated with the Ministry of Agriculture and Rural Development to continue to propagate and disseminate contents related to illegal and regulated fishing.

"The Prime Minister has recently issued a fisheries planning plan, focusing on marine spatial planning and offshore farming orientation... Therefore, in the coming time, we will try to reduce the proportion of fishing and increase the proportion of offshore farming" - the Minister stated.

Delegate Nguyen Ngoc Son (Hai Duong Delegation) said that the activities of reclaiming land and exploiting sea sand for construction materials will have a major impact on the marine environment, especially the impact of longitudinal and transverse currents, leading to the possibility of coastal erosion. The delegate asked the Minister to inform about the current situation, orientation and solutions to overcome the above situation?

Minister Dang Quoc Khanh said that Resolution No. 36 clearly stated that the exploitation and use of marine resources must ensure the requirements of environmental protection and sustainable development. In particular, investment projects in tourism, industry, and urban areas along the coast all need to have their environmental impacts carefully assessed.

The national marine planning has zoning and spatial development orientations associated with sectoral planning and planning of coastal localities. Therefore, localities and units need to seriously implement the planning to both develop the economy and protect the environment.
