According to the Philippine news agency PNA , the dialogue took place on October 24, during which the parties emphasized their shared commitment to strengthening adherence to international law under the 1982 United Nations Convention on the Law of the Sea (UNCLOS) as well as the importance of the 2016 ruling of the International Arbitration Tribunal on the South China Sea.
Under the chairmanship of Philippine Assistant Secretary of State for Maritime Affairs Marshall Louis Alferez and US Deputy Assistant Secretary of State Mahlet Mesfin, delegates to this dialogue reviewed current cooperation efforts and discussed ways for both sides to address common maritime challenges and concerns, particularly in the South China Sea.
The two sides also discussed enhancing cooperation in maritime law enforcement, including capacity building for the Philippine Coast Guard (PCG); responding to the impacts of climate change and sea-level rise; and combating illegal, unreported, and unregulated (IUUF) fishing.
During this dialogue, the U.S. State Department announced new funding of 450 million pesos (8 million USD) for the modernization of the PCG. This funding will support infrastructure development, training programs, and resource management planning for the PCG.
First held in 2022, the Maritime Dialogue is a forum aimed at improving maritime policy and coordinating activities between the United States and the Philippines.
This is the third time the two countries have held this dialogue, building on the strong partnership highlighted at the 4th Philippines-US 2+2 Ministerial Dialogue held in Manila in July, which emphasized the importance of maritime security and maritime cooperation as a cornerstone of the alliance.
The Philippine Department of Foreign Affairs announced that the 4th Philippines-US Maritime Dialogue will be hosted by Washington in 2025.
