* REPORTER: Currently, Ho Chi Minh City has issued 11,160 digital signatures to organizations, officials, civil servants, and public employees. As for the people, how is the implementation of issuing digital signatures, Madam?
* Ms. VO THI TRUNG TRINH: After nearly 1 month of implementation, Ho Chi Minh City has issued 6,106 digital signatures for free to people. The issuance of digital signatures is carried out in 22 districts, Thu Duc City and is carried out according to people's needs when transacting with state agencies.
* In fact, many people still do not know where to go and what procedures to follow to get a digital signature. Can registration be done online?
* The Department of Information and Communications of Ho Chi Minh City is coordinating with digital signature service providers, the People's Committee of Thu Duc City, districts and towns to provide free personal digital signatures to people when performing administrative procedures in the electronic environment. People can go to the People's Committee of Thu Duc City and the People's Committees of districts and towns to get them. In addition, the department organizes booths to provide free personal digital signatures in a series of events such as: Journalists' Book Week from June 17 to 22, 2023 at the City Book Street; International Book Fair; Tet Giap Thin Book Street Festival 2024...
When applying for a digital signature, people need to prepare their citizen identification card and smartphone to register. Currently, Ho Chi Minh City has not yet established a common information portal connecting signature service providers to be able to register for free digital signatures online. The Department of Information and Communications of Ho Chi Minh City will research and deploy this common information portal as soon as possible to make it more convenient for people to register for digital signatures.
* Compared to other provinces and cities, Ho Chi Minh City is slower in issuing digital signatures to people. Can you tell us the reason?
* The organization of free digital signature issuance for individuals is according to the coordination plan between Ho Chi Minh City, the National Authentication Center and service providers. Ho Chi Minh City is the most populous area in the country and has organized the first digital signature issuance together with Hanoi, Thai Nguyen, Quang Ninh, Ba Ria - Vung Tau, Yen Bai provinces. Ho Chi Minh City has deployed digital signatures in transactions early for organizations and enterprises due to the high demand for transactions in the electronic environment (100% of enterprises and organizations use digital signatures), however, the use of digital signatures for individuals is still very new and the demand is not high.
In the coming time, Ho Chi Minh City will continue to promote the use of online public services in handling administrative procedures, from which the demand for digital signatures will probably increase in the coming time.

* Many opinions say that in order to bring digital signatures to all people, it is necessary to synchronously deploy solutions to promote services that require personal digital signatures?
* Deploying digital signatures to people is not an easy task that can be done overnight. To achieve the goal of bringing digital signatures to all people, it is necessary to synchronously deploy many solutions and support policies. In which, the first thing is to carry out digital transformation from state agencies, organizations and public service providers first. At that time, at state agencies, it is necessary to convert from the traditional paper model to working in the digital environment, guiding people to understand and use digital signatures proficiently.
For people and businesses, simplicity and ease of use must always be top priority, along with safety and security. Therefore, the interface and process of using digital signatures must be designed to be simple and easy to use, creating trust in users, and at the same time, effective security measures for digital signatures are needed.
"Digital signature is the process of using electronic signatures to verify the identity and integrity of electronic documents. When people use digital signatures, there are many important benefits because they can be done at any location with an internet connection. People do not need to print or send paper copies, saving time and effort. In terms of security and authentication, digital signatures provide a more secure and authentic method than conventional paper signatures. Digital signatures allow relevant parties to easily check and verify the identity and signature of the signer."
Deputy Director of the Department of Information and Communications of Ho Chi Minh City Vo Thi Trung Trinh
* The 1-year free policy for people who register to use digital signatures still makes many people wonder. Meanwhile, the Hanoi Department of Information and Communications is actively looking for policies to waive long-term fees for people using digital signatures. Will Ho Chi Minh City have any more special policies, madam?
* As I discussed above, the deployment of digital signatures to people requires synchronization and combined solutions. Ho Chi Minh City needs to promote comprehensive digital transformation from state agencies, organizations and service providers. That means creating space, environment and trust for people and businesses to use digital signatures and digital signatures to maximize their effectiveness.
To successfully transform digitally, Ho Chi Minh City needs a lot of “digital citizens”. When the above solutions are implemented synchronously and effectively, the benefits to the people will be enormous.
