The overall traffic situation in the Tan Son Nhat airport area is becoming increasingly complex.

Will trucks be banned from using Truong Son road?

The Vietnam Logistics Business Association (VLA) has recently sent a document to the Ho Chi Minh City Department of Transport providing feedback on the proposal to restrict truck traffic through the Tan Son Nhat airport area (Tan Binh district).

According to the plan being studied by the Center for Road Infrastructure Management (Department of Transport), trucks will be banned from traveling on Truong Son Street in both directions. For the Bach Dang and Hong Ha branches, which are one-way streets, the truck ban will apply to the section from Hong Ha (the road crossing the two branches) to Truong Son Street. If approved, the ban is expected to be implemented in two phases: from September 1, 2024, the ban will be from 6 AM to 8 PM; from January 1, 2025, the ban will be extended to 10 PM. Currently, trucks are still allowed to operate in this area between 9 AM and 4 PM.

The Vietnam Logistics Association (VLA) assessed that the traffic redistribution and changes to the truck operating hours would significantly impact the operations of its member businesses. A survey of the impact revealed that 100% of VLA member businesses surveyed believed that if the new truck ban were implemented, air freight and import/export activities in the southern region would be severely affected, causing delays, failing to meet customer deadlines, and incurring significant additional costs.

In particular, warehouse number 1 at 49 Truong Son Street (a warehouse specializing in exports) will face the biggest difficulties due to the lack of access during restricted loading hours. The entire supply chain will shift entirely to night shifts. Meanwhile, factories, warehouses, and related services such as irradiation, and government agencies (customs, specialized inspection) mainly operate during regular business hours.

Costs triple, risk of penalties for late deliveries.

According to preliminary calculations by businesses participating in the survey, the resulting costs could range from 30% to 300% if the new restricted loading hours are implemented, not including penalties from customers for delayed deliveries and reduced product quality (for fresh vegetables, fruits, and seafood). The reason is that goods are transported in a concentrated manner according to flight schedules, making it impossible to avoid restricted hours. Assuming goods are consolidated in advance during the permitted hours, TCS warehouses would not be able to handle the volume of export goods from businesses, resulting in additional storage costs. For perishable goods (vegetables, fruits, seafood, etc.), long-term advance storage is not feasible, as it could affect the quality of exported goods.

Based on the above analysis, VLA recommends that the Ho Chi Minh City People's Committee and the Department of Transport not consider applying the new load restriction plan, and maintain the current load restriction hours. To mitigate traffic congestion, the organization proposes that authorities increase the number of personnel coordinating traffic in this area, and simultaneously implement traffic diversion and regulation from a distance.

"In the long term, it is necessary to build an extended cargo warehouse outside the Tan Son Nhat airport area, complete the transportation infrastructure such as opening more connecting roads, and building overpasses at intersections in the Tan Son Nhat area to aim for the elimination of load restrictions during certain hours in this area. Only when there are no more load restrictions during certain hours will transportation and logistics activities truly be convenient, contributing to economic development not only for Ho Chi Minh City but also for the whole country," emphasized VLA Chairman Le Duy Hiep.
