The Southeast region leads in socio-economic development index.

According to Deputy Minister of Science and Technology Hoang Minh, the PII (Provincial Competitiveness Index) is currently the only comprehensive index that provides a realistic and overall picture of the current state of socio-economic development models based on science, technology, and innovation in each locality. Vietnam's development of the PII has been highly praised by the World Intellectual Property Organization (WIPO). Vietnam is one of only five countries in the world to have successfully developed this index.

According to the results of the 2024 Provincial Competitiveness Index (PII) analysis, among the top 10 localities, there are 5 centrally-governed cities and 5 localities with developed industries and services. Specifically, the top 3 localities remain unchanged: Hanoi (ranked 1st), Ho Chi Minh City (ranked 2nd), and Hai Phong (ranked 3rd). The following localities are: Ba Ria - Vung Tau (ranked 4th, PII 2023 ranked 7th), Da Nang (ranked 5th, PII 2023 ranked 4th), Quang Ninh (ranked 6th, PII 2023 ranked 9th), Can Tho (ranked 7th, PII 2023 ranked 5th), Binh Duong (ranked 8th, unchanged from PII 2023), Thai Nguyen (ranked 9th, PII 2023 ranked 10th), and Bac Giang (ranked 10th, PII 2023 ranked 11th).

Among the top 10 localities in the 2024 PII ranking, 3 are from the Red River Delta region (Hanoi, Hai Phong, Quang Ninh), 3 are from the Southeast region (Ho Chi Minh City, Ba Ria - Vung Tau, Binh Duong), 2 are from the Northern Midlands and Mountains region (Thai Nguyen, Bac Giang), 1 is from the North Central and Central Coastal region (Da Nang), and 1 is from the Mekong Delta region (Can Tho). Compared to the 2023 top 10 ranking, Bac Ninh dropped to 11th place, replaced by Bac Giang.

In 2024, localities in the Southeast region surpassed those in the Red River Delta to achieve the highest average score among the six socio-economic regions with 43.10 points. Localities in the Red River Delta had the second highest average score, at 42.77 points, followed by localities in the North Central and Central Coastal regions with 35.64 points and the Mekong Delta with 33.69 points. The Northern Midlands and Mountains and the Central Highlands continued to have the lowest scores, at 32.03 points and 31.60 points respectively.

Ranked by income group, the 2024 PII scores of localities generally correlate with per capita income. Localities with high per capita income achieved the highest average score, at 44.55 points. Localities with low per capita income lagged significantly behind the high-income group, falling short by as much as 17.33 points.

Providing a scientific basis for socio-economic development.

According to Deputy Minister of Science and Technology Hoang Minh, prior to Vietnam, only four countries in the world have successfully developed and implemented the PII index: India, the United States, Colombia, and China. Vietnam's development of the PII index has been highly praised by the WIPO.

Following the announcement of the 2023 Provincial Index of Intake (PII), many localities have actively sought to understand the meaning, content, and calculation methods of each component index, conducting research and analyzing the results to issue and implement policies aimed at leveraging strengths and addressing weaknesses identified in the 2023 PII results. To date, more than 30 localities have issued plans to improve their PII scores.

The assessment results show a correlation between the 2024 PII results and the socio-economic development status of the localities. The leading localities are those with favorable natural and geographical conditions (concentrated in the Southeast and Red River Delta regions), with a high proportion of industry, construction, and services in their economic structure, numerous industrial zones, developed infrastructure, and strong science, technology, and innovation activities. Conversely, the lowest-ranking localities are those with limited socio-economic development, unfavorable geographical locations, and natural conditions for the development and application of science, technology, and innovation (concentrated in the Central Highlands and the Northern Midlands and Mountains).

Deputy Minister Hoang Minh emphasized that the PII index provides a scientific basis and evidence of strengths, weaknesses, potential factors, and necessary conditions for socio-economic development based on science, technology, and innovation in each locality. This helps local leaders identify and select appropriate policies, orientations, and solutions for socio-economic development, which is also essential for implementing Resolution 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in science, technology, and innovation development and national digital transformation to drive strong national development in the new era.
