The Southern Hai Phong Coastal Economic Zone aims to maximize the advantages of its international gateway location and its foundation for industrial and port service development, connecting the economy, trade, and services with neighboring areas and internationally.
On December 4th, Deputy Prime Minister Tran Hong Ha signed a decision to establish the Southern Hai Phong Coastal Economic Zone in Hai Phong City.
This is a coastal economic zone with an area of 20,000 hectares (of which approximately 2,909 hectares are reclaimed land), aiming to maximize the advantages of its international gateway location and its role as a foundation for industrial and port service development, connecting the economy, trade, and services with neighboring areas and internationally.

This area also closely integrates attracting investment and economic development with ensuring national defense and security, preserving and promoting the value of marine ecosystems, historical and cultural relics, and ensuring social welfare.
Simultaneously, the goal is to build and develop the Southern Hai Phong Coastal Economic Zone into a comprehensive, multi-sectoral, multi-functional coastal economic zone, following a green growth, circular economy, and sustainable development model; focusing on high-tech industries, port services, and modern logistics.
According to the decision, the period up to 2025 will involve the preparation of a general plan for the economic zone, submitted to the competent authority for approval; the preparation and approval of functional zoning plans within the economic zone; and investment in several transportation and technical infrastructure projects.
During the period 2026-2030, investment will be implemented in the construction of functional zones within the Economic Zone, the Nam Do Son port projects, urban development projects, technical infrastructure projects inside and outside the industrial park and cluster boundaries, road transport projects, social housing, and other social infrastructure projects.
In the period after 2030, the remaining investment items will be implemented.
The Deputy Prime Minister assigned the People's Committee of Hai Phong City the responsibility for the accuracy of information and data reported on the Project to establish the Southern Hai Phong Coastal Economic Zone; ensuring the feasibility of the capital mobilization plan and investment phasing; and developing a specific list of priority investment projects, especially technical and social infrastructure projects within the economic zone, and transportation connections within and outside the economic zone.
The People's Committee of Hai Phong City ensures the socio-economic effectiveness of the economic zone in a sustainable manner by addressing social welfare issues and providing job opportunities for people whose land has been expropriated.
Effectively implement environmental protection measures; prevent and respond to natural disasters and the impacts of climate change.
