(Dan Tri) - The Prime Minister requested to develop a 5-year plan, striving for an average GDP growth rate of 10%/year or more in the 2026-2030 period.

Prime Minister Pham Minh Chinh has just signed and issued Directive No. 31 on developing a 5-year socio -economic development plan for the 2026-2030 period.

GDP growth of at least 10%/year

To realize the goal, the Prime Minister requested ministries, central and local agencies, economic groups and state-owned corporations to focus on building the 5-year plan for the 2026-2030 period, striving for an average GDP growth rate of 10% or more per year in the 2026-2030 period.

In principle, the Prime Minister requested that the evaluation criteria include achieved results, comparison with similar targets and goals in the 2016-2020 period; difficulties, limitations, weaknesses; analysis of objective and subjective causes to draw lessons and determine effective solutions for the 2026-2030 period.

The assessment content includes the implementation of the general objectives, key indicators and major balances that have been set out. This includes in-depth analysis of the speed and quality of economic growth, macroeconomic stability, ensuring major balances of the economy, etc.

Localities assess the promulgation and implementation of specific mechanisms and policies for socio-economic development in the area, clearly stating the results achieved and existing limitations.

Results of economic restructuring associated with growth model innovation, improving productivity, quality, efficiency and competitiveness.

Focusing on assessing the restructuring of manufacturing and service sectors; the contribution of the digital economy to growth, the ability to complete the target of the digital economy proportion in GDP; assessing the effectiveness of restructuring a number of key areas; effectively implementing Resolution No. 68 of the Politburo on private economic development and the development of private enterprises.

Building regional and global private economic groups

Regarding the development of the 5-year Socio-Economic Development Plan for the period 2026-2030, the Development Orientation Directive must ensure the contents of rapid but sustainable economic growth with the target of double-digit growth, maintaining macroeconomic stability, controlling inflation, and ensuring major balances.

Thereby, establishing a new growth model, restructuring the economy, taking science and technology, innovation and digital transformation as the main driving force, developing high-quality human resources and effectively exploiting the advantages of deep international integration.

Develop the 5-year Plan 2026-2030 based on a comprehensive and accurate assessment of the implementation results of the 5-year Plan 2021-2025; fully forecast the context and situation of the world, region and country in the coming time; must have a new and breakthrough development vision and thinking to grasp and make good use of opportunities.

The main indicators of the 5-year Plan 2026-2030 must ensure feasibility, clarity, suitability with reality and closely follow the 10-year Strategy 2021-2030. Indicators by sector and field must ensure accuracy, synchronization and consistency of information and statistical data nationwide, serving well the work of monitoring, evaluating and planning.

The proposed 5-year socio-economic development plan for 2026-2030 includes the context for planning; key targets and a number of major balances, in which it is necessary to strive to achieve a number of key targets of the country such as average GDP growth rate for the period 2026-2030; GDP per capita; social labor productivity growth rate; proportion of processing and manufacturing industry/GDP...

The main directions and tasks prioritize the allocation of resources to perfect the legal system with a streamlined and scientific structure. Promote the improvement of the investment and business environment, encourage innovation, start-ups, develop the science and technology market, attract all resources for development; focus on reviewing and cutting down administrative procedures.

At the same time, establish a new growth model, restructure the economy, and increase resource mobilization for development. Continue to remove barriers, difficulties, and obstacles in all types of markets. Strongly consolidate the state-owned enterprise sector, especially state-owned economic groups; continue to restructure weak credit institutions.

Notably, the directive emphasizes that private economic development is the leading driving force for growth and innovation; prioritizes the building of regional and global private economic groups; actively supports small and medium enterprises, and supports the household and cooperative economic sectors.

Promote the development of digital economy, artificial intelligence, creative industries, strategic technology, sharing economy, data economy, smart manufacturing, e-commerce and consumption of products and services in the digital environment. Focus on developing high-quality human resources according to international standards.

The Directive also requires synchronous infrastructure development, focusing on investment, basically completing the national infrastructure framework, developing the urban railway system in Hanoi and Ho Chi Minh City, connecting Tan Son Nhat and Long Thanh airports and expressways to ensure the target of 5,000 km of expressways.
