Regarding the progress of the Ka Pét water reservoir project (Ham Thuan Nam district), Mr. Nguyen Ngoc Dong - Deputy Director of the Provincial Project Management Board for Investment and Construction of Agricultural and Rural Development Projects (Provincial Agricultural Project Management Board) said that the Board is currently focusing on completing the Environmental Impact Assessment Report and the Feasibility Study Report for the project.
In addition, the design consulting unit has coordinated with the verification consulting unit to agree on the coordinate boundaries of the entire project. The Department of Agriculture and Rural Development is reviewing the situation to organize reforestation as directed by the Provincial People's Committee.
Furthermore, the People's Committee of Ham Thuan Nam District has completed the preliminary compensation and resettlement plan for the project, covering 32.2 hectares of land belonging to 25 households. To date, the households whose land was acquired for the Ka Pet reservoir project have agreed to the State's compensation plan. The Ham Thuan Nam District Land Development Center, in coordination with the Provincial Agricultural Project Management Board and the People's Committee of My Thanh Commune, has completed the surveying and inventory of assets and structures in the Lang Cau area and agreed on a proposed location for relocating Lang Cau.
At a recent meeting chaired by Vice Chairman of the Provincial People's Committee Nguyen Hong Hai to hear a progress report on the Ka Pét water reservoir project in Ham Thuan Nam district, the provincial People's Committee leaders emphasized that to accelerate the project's progress, relevant departments, agencies, localities, and units should further enhance their sense of responsibility in carrying out the tasks assigned by the Provincial People's Committee.
Regarding the environmental impact assessment report for the project, the Vice Chairman of the Provincial People's Committee requested that relevant departments, agencies, and localities submit their comments to the Provincial Agricultural Project Management Board for supplementation and completion before submitting it to the Ministry of Natural Resources and Environment as prescribed. At the same time, relevant departments, agencies, and localities should submit their comments on the project's feasibility study report to the Provincial Agricultural Project Management Board for supplementation and completion before submitting it to the Ministry of Agriculture and Rural Development in July 2024.
Previously, regarding the review and compilation of issues related to compensation and land clearance for the Ka Pét water reservoir project, the Provincial Agricultural Project Management Board sent a document requesting the Ham Thuan Nam District People's Committee to consider, inspect, review, and compile all relevant contents related to the entire project. The request was for the Ham Thuan Nam District People's Committee to agree on the number of graves that need to be relocated (including how many graves are left unburied according to custom), identify the owners of the graves, the relocation plan, and the burial location after relocation... and to organize consultations with the owners of the graves and obtain confirmation from the local authorities.
Simultaneously, review the location, plan, and measures for relocating Dinh Cau. Furthermore, continue to thoroughly and accurately review the scope of land acquisition and the project's impact. Accurately determine the target group, quantity, value of land and assets, and compensation and resettlement support policies. Develop a compensation and support plan for ethnic minority households losing their agricultural land, ensuring the benefits of forest protection contracts for ethnic minority households in the locality. The Provincial Agricultural Project Management Board also requested the Ham Thuan Nam District People's Committee to provide feedback on the compensation, resettlement support, and re-cultivation plan for the five households with agricultural land within the reservoir area. Coordinate with the Provincial Agricultural Project Management Board to review, update, and supplement the district's land use planning and plans due to adjustments to the project boundaries...
The Ka Pét reservoir project is known to include a regulating reservoir with a total capacity of 51.21 million m³, a canal system, and other auxiliary works. The total investment for the project is VND 874.089 billion, of which VND 519.927 billion comes from the central government budget and VND 354.162 billion from the local government budget. The project is scheduled for implementation from 2019 to 2025. The project aims to provide irrigation water for approximately 7,762 hectares of agricultural land in Ham Thuan Nam district; supply raw water to the Ham Kiem II industrial park at a rate of 2.63 million m³ /year; create a source of raw water for domestic use for approximately 120,000 people in Ham Thuan Nam district and Phan Thiet city; and implement flood control, environmental improvement, and water regulation for the downstream areas of Ham Thuan Nam district and Binh Thuan province. At the same time, increased water flow during the dry season contributes to improving the ecological environment of the downstream area, which is the section passing through Phan Thiet City, and contributes to the development of tourism and services in the province.
According to the Provincial Agricultural Project Management Board, the capital allocated from the beginning of the project to date is 11.249 billion VND. The planned capital for 2024 was 1 billion VND, of which 63.5 million VND has been disbursed, reaching 6.35%. The disbursement of planned capital from the beginning of the project to date is 5.515 billion VND out of 11.249 billion VND, reaching 49% of the planned capital.
