Investors owe taxes, people are tired of waiting to escape the "suspended" life following the "slow-moving" project

According to the Quang Nam Provincial Tax Department, tax debt data at the Provincial Tax Department as of the end of August 2023 was more than 1,800 billion VND. Of which, enterprises owed nearly 1,000 billion VND in land use fees and land rents over many years. In particular, An Duong Construction, Trade and Service Company Limited (abbreviated as An Duong Company) - the enterprise assigned land by the province in Dien Ban town to implement the Dai Duong Xanh urban area project and the Coco Riverside urban area project, owed more than 28 billion VND in taxes. Notably, recently, the Dai Duong Xanh urban area project has caused frustration among people because of its continuous delays.

According to VTC News reporters, in June 2017, the People's Committee of Quang Nam province decided to approve the detailed master plan for land use (1/500) of Dai Duong Xanh urban area in Dien Duong ward, Dien Ban town, invested by An Duong Company. Specifically, the total area of the planned land is more than 12.6 hectares.

In 2019, the People's Committee of Quang Nam province accepted the investment policy of the Dai Duong Xanh urban area project including the following items: Housing works, commercial service works, public works, green parks.

Although Quang Nam province set the project completion time at 24 months, the urban area has been continuously behind schedule. In November 2021, the Quang Nam Provincial People's Committee agreed to adjust the project implementation progress to the end of March 2023.

Up to now, the site clearance work has been completed more than 90% and is showing signs of "standing still", causing many households in the project planning area to "not be able to leave or stay".

In early 2019, along with many other households in the block, Mr. Le Van Dung accepted the policy of handing over land for An Duong Company to implement the project. "On the planning map, my family has 600 square meters of land subject to clearance. This is the land planned to build the road leading to the project. However, since then, I have not received any notice related to compensation and site clearance" - Mr. Dung said and indignantly said that in the past, his family was extremely miserable because they could not build a house. Although the entire old house is outside the land serving the project.

Regarding An Duong Company's projects, at the citizen reception in June 2023, some citizens reported that they had purchased land in 5 projects, including Dai Duong Xanh urban area, but were slow to receive land use right certificates according to the signed contract. In the concluding notice, the leaders of Quang Nam province said that these projects did not have a full legal basis, had not completed investment, and had not been granted land use right certificates.

While the Dai Duong Xanh urban area was "standing still", last July, some households who bought land in the An Duong Company project accused Mr. Do Tan Vu - Director of this Company, of illegally appropriating customers' capital, causing difficulties for customers in transferring, land with red books but not delivered to customers, showing signs of property appropriation.
