National Assembly Chairman Tran Thanh Man holds talks with Speaker of the Malaysian House of Representatives

This evening (October 23), at the National Assembly House, National Assembly Chairman Tran Thanh Man hosted an official welcoming ceremony for Malaysian House of Representatives Speaker Tan Sri Dato' Johari Bin Abdul. Immediately after the welcoming ceremony, the two sides held talks.

National Assembly Chairman Tran Thanh Man highly appreciated the visit of Speaker of the House of Representatives Tan Sri Dato' Johari Bin Abdul, which took place at a time when the two countries are looking forward to celebrating the 10th anniversary of the establishment of their Strategic Partnership (in 2025); the visit contributed to consolidating and promoting friendly relations and cooperation between the two countries in all fields and promoting cooperation between the Vietnamese National Assembly and the Malaysian Parliament to become more substantive and effective.

Over the past time, the political relations between the two countries have become increasingly close through cooperation and exchanges of delegations at all levels and through channels, including the National Assembly channel. The two countries have closely coordinated at regional and international forums such as ASEAN, the United Nations, and APEC.

On this occasion, National Assembly Chairman Tran Thanh Man congratulated Malaysia on achieving many important accomplishments, noting its rapid economic development and its status as one of the world's top 27 most competitive economies. He expressed confidence that the Malaysian House of Representatives will make significant contributions to the country's economic development in the coming period, improving people's lives and strengthening Malaysia's role and position in the region and the world.

Vietnam attaches importance to and wishes to strongly promote the Strategic Partnership with Malaysia to become increasingly in-depth, substantive and effective, aiming to elevate the bilateral relationship to a new height. The Vietnamese National Assembly is ready to create all favorable conditions for cooperation between the two countries.

The National Assembly Chairman said that in the first eight months of 2024, bilateral trade between Vietnam and Malaysia continued to record positive signals with turnover reaching 9.62 billion USD, up 15.2% over the same period last year and accounting for 1.9% of the total import-export turnover of Vietnam.

In particular, tourism activities between the two countries have returned to normal and are on the rise after Vietnam and Malaysia cooperated to promote tourism between the two countries. Malaysia is currently the second largest tourist market of Vietnam in ASEAN. In the first 9 months of 2024, Vietnam welcomed 356,517 Malaysian visitors.

Affirming that the potential for trade and tourism development between Vietnam and Malaysia remains very large, National Assembly Chairman Tran Thanh Manh suggested that both countries could strengthen cooperation in the fields of investment, technology, tourism and trade, and energy, thereby expanding the scope of trade and maximizing the comparative advantages of each side.

In order to further strengthen the strategic partnership between the two countries, on this occasion, National Assembly Chairman Tran Thanh Man suggested that Malaysia continue to promote exchanges of high-level and other delegations, effectively implement existing cooperation mechanisms and agreements, and contribute to consolidating strategic trust between the two countries.

The two sides will soon bring bilateral trade turnover to 18 billion USD in a balanced direction; facilitate import and export and limit the application of trade barriers. Support training for localities and Vietnamese enterprises on production processes and Halal certification; facilitate further import of these items from Vietnam, strive to soon sign a cooperation agreement in the field of Halal from Vietnam in the near future; Research and move towards opening more direct flights connecting famous landmarks between the two countries, contributing to promoting trade and tourism.

Promote cooperation programs on training and human resource development in areas where both sides have strengths and needs such as science, technology, information technology, economics, and educational management.

Regarding the South China Sea issue, National Assembly Chairman Tran Thanh Man highly appreciated Malaysia's stance and approach in handling the South China Sea issue. He emphasized the need for both sides to coordinate with ASEAN countries to maintain ASEAN's position on the South China Sea issue, promote the full implementation of the Declaration on the Conduct of Parties in the South China Sea (DOC), and negotiate an effective and substantive Code of Conduct in the South China Sea (COC) that is consistent with international law, including the 1982 United Nations Convention on the Law of the Sea.

The two sides continued to coordinate effectively in the repatriation and humane treatment of Vietnamese fishermen detained in Malaysian waters in the spirit of humanity and internal handling between the two countries on the basis of the Vietnam - Malaysia Strategic Partnership; recognized Vietnam's efforts in managing and limiting violations of Illegal, Unreported and Unregulated Fishing (IUU), creating conditions for Vietnam to lobby the EC to remove the yellow card for Vietnam's fisheries industry.

National Assembly Chairman Tran Thanh Man stated that the relationship between the Vietnamese National Assembly and the Malaysian Parliament continues to be strengthened and enhanced both bilaterally and within the framework of international and regional inter-parliamentary forums of which both sides are members, most recently at the 45th AIPA General Assembly.

To enhance cooperation between the Vietnamese National Assembly and the Malaysian House of Representatives, National Assembly Chairman Tran Thanh Man proposed that both sides study and promote the signing of a cooperation agreement between the Vietnamese National Assembly and the Malaysian House of Representatives and Senate, creating a basis for both sides to promote and deepen cooperation between the legislative bodies of the two countries.

Welcoming Malaysia's establishment of the "Malaysia-Vietnam Friendship Association" in 2022, the Speaker of the National Assembly expressed his hope that the Malaysian House of Representatives would continue to pay attention to, assist, and create favorable conditions for the Vietnamese community in Malaysia to live, work, study, and contribute positively to Malaysia's development, serving as a bridge for relations between the two countries; and at the same time, continue to create a favorable legal framework for the two governments to effectively implement the signed cooperation agreements, especially the Action Program for the implementation of the Strategic Partnership between the two countries for the period 2021-2025.

The two sides need to increase high-level and all-level contacts between parliamentarians of the two countries and the two Parliamentary Friendship Groups to exchange professional experience in the fields of legislation, supervision and decision-making on important national issues.

National Assembly Chairman Tran Thanh Man suggested that the Malaysian Parliament, in its role as AIPA Chair in 2025, should continue to promote strong cooperation within AIPA, contributing to deepening relations between ASEAN parliaments and creating an effective and substantive dialogue space for important regional issues.

Strengthen cooperation between the Office of the Vietnamese National Assembly and the Secretariat of the Malaysian House of Representatives, especially in the fields of training and fostering of officials, exchanging experiences in research, general consulting and organization to serve the activities of the Parliament.

Malaysian House of Representatives Speaker Tan Sri Dato' Johari Bin Abdul expressed gratitude to the National Assembly and the people of Vietnam for the warm and respectful welcome extended to the delegation; emphasizing that the Malaysian people greatly admire the heroic country and people of Vietnam in their struggle for national independence, as well as in the process of national construction and development.

The Speaker of the Malaysian House of Representatives emphasized that Malaysia and Vietnam are an important part of ASEAN and are making efforts to work together to develop the economy, share achievements in science and technology, and cooperate in energy.

Following the proposal by National Assembly Chairman Tran Thanh Man, Malaysian House of Representatives Speaker Tan Sri Dato' Johari Bin Abdul acknowledged it and stated that he would forward it to relevant Malaysian authorities for coordinated implementation; emphasizing that in the future, the National Assemblies/Parliaments of the two countries will continue to promote parliamentary activities.

On this occasion, the Speaker of the Malaysian House of Representatives respectfully invited National Assembly Chairman Tran Thanh Man and senior leaders of Vietnam to attend the conference and visit during Malaysia's role as ASEAN Chair and AIPA General Assembly President - 2025.
