(HNMO) - Answering questions from National Assembly deputies on the morning of June 8, Minister of Transport Nguyen Van Thang stated that the failure to fully fulfill inspection and supervision responsibilities is one of the shortcomings and causes of violations at vehicle inspection centers.
Regarding the issue of strengthening inspection and supervision in vehicle registration activities, as debated by Representative Ly Van Huan ( Thai Nguyen Delegation), the Minister of Transport stated that limitations in this work are one of the reasons for violations occurring at vehicle registration centers. The nature of vehicle registration is relatively closed, so when inspectors conduct checks, they can only examine the documentation, while violations are not always found in the records; even with seemingly perfect records, violations can still occur.
"Through careful analysis, we found vulnerabilities in the information technology system. When security software is weak and exploited, vehicle inspection centers have used software to interfere with and alter data in the system. If we check the records, it cannot be detected. That is a difficulty for inspection work; however, it cannot be denied that inspectors have not fully fulfilled their responsibilities in the past," the Minister said.
Minister Nguyen Van Thang shared that, upon assuming his duties, he immediately directed the inspection of the vehicle registration system, the training and licensing of drivers, and mobilized resources to focus on this work, gradually overcoming obstacles. In the coming time, the Ministry will further tighten control, issue decrees and circulars to provide a basis for better management of inspection and supervision, enhance the responsibility of units performing inspection tasks, and develop a plan to separate public service business from management to ensure objective and transparent inspection and supervision.
Regarding the licensing of vehicle inspection centers, Minister Nguyen Van Thang stated that there are currently three levels of control over inspection activities: the Ministry's Inspectorate, the Inspectorate of the Vietnam Register, and the Inspectorate of the Departments of Transport in provinces and cities. The Decree recently signed by the Prime Minister clearly defines the authority of the Departments of Transport in provinces and cities in managing, inspecting, and supervising vehicle inspection centers. Furthermore, the Ministry of Transport has decentralized the entire licensing process for vehicle inspection centers, empowering local authorities to issue licenses, rather than the Vietnam Register. The Vietnam Register only performs the state management function regarding vehicle inspection activities.
Regarding solutions to address the harassment and corruption in the examination, issuance, and renewal of driver's licenses, as questioned by Representative Trang A Duong (Ha Giang Delegation), the Minister of Transport stated that the Ministry is closely coordinating with other ministries and agencies, especially the Ministry of Public Security, in applying information technology to the provision of public services. "The issuance and renewal process has almost entirely integrated data, and applications can be submitted online," the Minister said.
Regarding driver training and licensing, the Ministry has identified problems through recent inspections. In the future, along with improving the institutional framework, the Ministry will continue to strengthen inspection and supervision, particularly in defining the responsibilities of the Ministry of Transport and the provincial Departments of Transport in inspecting and supervising driver training and licensing. Currently, all driver training and licensing activities have been decentralized to the local level, with the Ministry only performing state management duties. The Minister stated that the Ministry will continue to closely coordinate with provincial People's Committees and direct the provincial Departments of Transport to thoroughly address this issue.
