Colonel Nguyen Van Ninh, Deputy Head of the Army Youth Committee, chaired the conference.

Attending the conference were: Colonel Tran Viet Nang, Political Commissar of the Bac Ninh Provincial Military Command; leaders of the Mass Mobilization Department (Political Department of Military Region 1); and representatives of the Bac Ninh Provincial Police .

Representatives from various agencies and units surveyed the venues for the festival's events within the Bắc Ninh Provincial Military Command's premises.

In accordance with Decision No. 3300/QD-CT dated August 26, 2025, of the Head of the General Political Department of the Vietnam People's Army approving the plan for coordinating the organization of the "Army Youth and Traffic Culture" Day in 2025, the General Political Department directs the Army Youth Committee to coordinate with agencies and units inside and outside the Army to organize activities in response to the National Traffic Safety Month, focusing on organizing the "Army Youth and Traffic Culture" Day in the North and South regions.

In the North, the program is scheduled to be held on November 11th at the Bac Ninh Provincial Military Command.

Colonel Tran Viet Nang, Political Commissar of the Bac Ninh Provincial Military Command, delivered a speech at the conference.

Activities organized during the festival included: launching the festival, marches, disseminating information about the Law on Road, Rail, and Inland Waterway Traffic Safety and Traffic Culture; and providing guidance on practicing scientific and safe motorcycle driving techniques...

In particular, a theatrical competition with the theme "Young Soldiers and Traffic Culture" will be held at the Bac Ninh Provincial Military Command.

To ensure thorough preparation for the activities of the festival, the Army Youth Committee, along with relevant agencies and units, conducted surveys of the festival venues, including: the parade route, the festival launch site; the safe driving instruction area, the competition hall, etc.

Following the survey, representatives from various agencies and units agreed on the implementation of tasks assigned to each agency and organization at specific locations. Simultaneously, initial coordination among agencies was established to ensure thorough preparation for the event.
