According to the report, in 2025, the whole country experienced 2,506 natural disasters and incidents, causing significant damage to people and property. In response to this situation, the Department of Rescue and Relief promptly advised and proposed to the National Civil Defense Steering Committee, the Ministry of National Defense leadership, the Chief of the General Staff, and directed forces to implement appropriate response measures and effectively handle the situations. At the same time, the Department advised on the issuance of 156 telegrams and official dispatches to direct units to mobilize forces and resources to respond promptly and effectively to incidents, natural disasters, and search and rescue operations.

Major General Pham Van Ty, Deputy Secretary of the Party Committee and Deputy Director of the Rescue and Relief Department, chaired the meeting.

In addition, in 2025, the Search and Rescue Department spearheaded the drafting of several important legal documents: the Law on Emergency Situations, Decree No. 200/2025/ND-CP, Decision No. 164-165/QD-BCĐ of the Prime Minister on the establishment and operation of the National Civil Defense Steering Committee's electronic portal; and other related documents concerning the 112 emergency number, oil spill response, toxic chemical and radioactive spill response, and international relief.

Throughout the year, the Department organized numerous large-scale training and exercises, such as: All-army civil defense training; 12 air and sea search and rescue training courses; 6 oil spill and toxic chemical response courses; participation in the ASEAN ARDEX-25 exercise; joint rescue exercise with Vietnam, Laos, and Cambodia; and the all-army fire prevention, explosion control, and rescue competition…

Awards will be given to individuals who have performed their duties exceptionally well in 2025.

At the conference, Major General Pham Van Ty commended the officers, staff, and soldiers of the Search and Rescue Department for demonstrating a spirit of unity, discipline, initiative, and high determination in successfully completing their assigned tasks. Launching the 2026 Emulation Campaign with the theme “Unity, Discipline, Breakthrough, Creativity, and Victory,” Major General Pham Van Ty requested the entire agency to continue to uphold the action motto “2 steadfast, 2 strong, 2 preventive,” effectively carrying out the central political tasks; building a clean and strong Party organization; a comprehensively strong unit that is “exemplary and outstanding”; improving the quality of training and exercises; promoting the application of science and technology; and spreading the qualities of Uncle Ho's soldiers in the performance of search and rescue missions.
