
On the morning of December 9, the An Bien Ward Compulsory Count Enforcement Board deployed a plan to enforce a compulsory count against Hong Quang Joint Stock Company located at 26 Cau Niem Street to serve the Flower Garden Construction Investment Project in the Cau Niem roundabout area.
The flower garden project at Cau Niem roundabout was approved by the City People's Committee in May 2024 and approved for adjustment in April 2025, with an implementation scale of more than 20,100 m².
In April 2025, the People's Committee of Le Chan District (old) issued a plan to implement compensation, support, and resettlement when the State reclaims land; at the same time, announced the land reclamation for Hong Quang Joint Stock Company with a total area of 20,164.6 m² and sent a notice to the enterprise according to regulations.

From July 1, 2025, after implementing the two-level local government, the People's Committee of An Bien Ward coordinated with the Vietnam Fatherland Front Committee of the Ward and the Le Chan Area Project Management Board to repeatedly mobilize Hong Quang Joint Stock Company to coordinate in inventorying land and assets. However, the enterprise did not cooperate.
Mr. Nguyen Xuan Ngoc, Permanent Vice Chairman of the People's Committee of An Bien Ward, said that the Compulsory Count Enforcement Board has established 6 working groups, developed a detailed plan and assigned specific tasks to ensure that the compulsory count enforcement process is carried out in accordance with the principles, conditions and legal procedures. At the same time, it ensures close and effective coordination of forces, meeting the requirements of the task of establishing a compulsory count record at the scene.
As planned, the compulsory census will be carried out at 7:30 a.m. on December 10, 2025.
