The draft proposal clearly states that, within the historical and cultural flow of Vietnam, the ethnic communities in Binh Thuan also originated from a rice- farming agricultural culture. The stable and closed-off village community culture created strong kinship and blood ties among individuals within each community. Along with expressions of collective spirit, village democracy, love for homeland and country, respect for reputation, gratitude, sharing, and solidarity, these factors contribute to the formation of cultural values in individuals and families in Binh Thuan.
Originating from traditional customs, beliefs, culture, and history; geographical location, natural environment, living environment, and the origins of the population, cultural values in the character, communication, and behavior of people and families in Binh Thuan have been formed, bearing the strong characteristics and commonalities of the people of Central Vietnam and of the nation. These values are expressed in terms of spirit and virtues such as diligence, perseverance, frugality, loyalty, friendliness, simplicity, filial piety, politeness, harmony, sharing, solidarity, and mutual love and support... forming a value system that embodies the common cultural identity of the Vietnamese people while also possessing the unique characteristics of the people of Binh Thuan, easily recognizable wherever they go. Furthermore, the people of Binh Thuan have been profoundly influenced by environmental factors, natural conditions, the characteristics of their labor and production, their livelihoods, and their socio-historical circumstances. The process of cultural exchange and transformation between ethnic communities, and the lifestyles of clans and families, have formed norms with unique cultural characteristics embedded within the common features of the national culture. For example, the spirit of hard work in production; the spirit of patriotism, bravery, indomitability, and unwavering determination to fight against invading enemies, which has been nurtured and become a cherished revolutionary tradition passed down through many generations; the spirit of learning, love, sharing, mutual assistance, tolerance, generosity, responsibility, and respect for etiquette... These are important factors of spiritual culture that need to be promoted, nurtured, and strongly disseminated in the process of building and developing Binh Thuan province sustainably in the future.
The necessity of the project
Over the years, state management in the fields of construction, cultural development, family, and human resources in Binh Thuan has initially achieved positive results. Social awareness regarding the position and role of culture, people, and the preservation and development of family cultural values for the sustainable socio -economic development of the locality has undergone many positive changes.
However, the achievements in the fields of culture, family, and people in Binh Thuan have not been commensurate with economic development; cultural enjoyment still varies greatly between regions and social classes; and the spiritual life of a segment of the population remains difficult and lacking. While attention has been paid to building a healthy human being and cultural environment, the set goals and requirements have not been fully met. The negative aspects of the market mechanism and the explosion of digital technology, which allows people to access diverse information, have affected people's thinking and perceptions. A major concern for Binh Thuan today is the increasingly widespread distortion of human values in social life, and the growing prevalence of non-traditional cultural manifestations. The current state and trends of changes in cultural and family values in Binh Thuan show a decline and shift in the hierarchy of some traditional values; and the erosion, fading, and degradation of some values that were once highly regarded. The decline in school ethics, business practices, and services has polluted the local cultural environment. Social morality has deteriorated in many aspects at an alarming rate; social vices and criminal offenses are on the rise; the resilience of individual families has weakened; the bonds between family members are becoming increasingly loose; the gap between grandparents, parents, and children is widening; and closeness, love, care, and concern among family members are becoming increasingly distant…
For sustainable local development, and for the cultural norms, families, and people of Binh Thuan to preserve the values of truth, goodness, and beauty, and maintain the cultural identity of the nation, each individual and social organization must be truly strict with the aforementioned shortcomings and limitations. Therefore, building cultural norms, families, and people of Binh Thuan in conjunction with the cultural, family, and human values of Vietnam in the new era is an important task that is both urgent in the short term and strategic in the long term.
To make the draft project more complete and comprehensive, the Vietnam Fatherland Front Committee of Binh Thuan province recently successfully organized a conference to review the draft "Project on cultural standards, family, and people of Binh Thuan associated with the cultural values, family, and people of Vietnam in the new era." At the conference, delegates including current and former leaders of provincial departments and agencies; members of the 8th term of the Vietnam Fatherland Front Committee of Binh Thuan province; experts, and researchers... contributed many insightful and intelligent opinions to analyze and clarify the content of the project, aiming to ensure it aligns with the requirements of the reform process and the achievements in building culture, family, and people in Binh Thuan in a commensurate and truly sustainable manner. According to the delegates, the project is consistent with the Party's guidelines and policies, the State's laws and regulations, and the local reality; This project is of particular importance and is a key element in the province's development strategy, contributing to building a prosperous and happy Vietnam. The issued plan will have a positive impact and immense significance, being both urgent and strategically important in the long term. It aims to inspire a spirit of development, guide each family and individual in Binh Thuan to develop healthily, maximize their potential, attract external resources and the finest aspects of human culture and civilization, and build and realize positive values.
