The Ministry of Public Security is investigating irregularities that could cause losses exceeding 1,000 billion VND at the Quang Son Cement Plant.

The Government Inspectorate has transferred files to the Ministry of Public Security for investigation and verification of several cases showing signs of violations at the Quang Son Cement Plant project, potentially causing losses of over 1,000 billion VND.

On December 11-12, the Government Inspectorate issued a notice summarizing the conclusions of a comprehensive inspection of the proposal, implementation, and business operations of the Quang Son Cement Plant project.

Notably, the Inspector General of the Government has recommended that the Prime Minister instruct the Ministry of Public Security to take over the files and documents related to the Quang Son Cement Plant project, which show signs of criminal activity, for investigation and verification.

The Quang Son Cement Plant project incurred losses exceeding 1,900 billion VND.

According to the conclusion, the Quang Son Cement Plant project is being built in the former Dong Hy and Vo Nhai districts of Thai Nguyen province, which are mountainous districts with underdeveloped infrastructure.

The project, once operational, will facilitate the development of local and regional industries, increase local revenue, and improve the lives of the people, especially ethnic minorities.

However, the inspection results showed that the project's business operations had incurred losses of more than 1,900 billion VND by December 31, 2021.

The conclusion stated that VINAINCON's adjustment of the total investment exceeding the approved amount and its request for settlement exceeding 1,063 billion VND was beyond its authority and violated several regulations on the management of construction investment costs.

During the process of preparing, appraising, and approving the investment plan, VINAINCON approved adjustments and proposed a final settlement exceeding 763.104 billion VND compared to the bidding plan approved by the Prime Minister, the conclusion stated.

The inspection concluded that VINAINCON's approval of the adjustment exceeding 763.104 billion VND was inconsistent with the Prime Minister's directives and exceeded its authority.

According to the conclusion, VINAINCON Corporation's approval of adjustments exceeding the total investment amount was beyond its authority, contrary to regulations, violated the Bidding Law and the Construction Law, and went against the Prime Minister's directives, potentially causing losses of more than 1,063 billion VND.

The inspection also uncovered illegal profiteering activities in the exploration and exploitation of resources at the project, amounting to over 46 billion VND.

Based on the records, documents, and verification results, the Government Inspectorate believes that the implementation of the project shows signs of violating regulations on bidding, causing serious consequences; signs of violating regulations on investment in construction projects, causing serious consequences; and the crime of negligence causing serious consequences in bidding packages No. 01, 02, and 03.

Specifically, for package number 01, the bidding plan was approved without proper authority, and the bid price was nearly $17.6 million higher than the plan, equivalent to more than 322 billion VND, the conclusion stated.

Inspectors discovered that the contracts included some quantities of supplies lower than those required in the tender documents, but the contract price was not reduced, potentially resulting in a loss of approximately 79 billion VND.

In packages 02 and 03, the inspection results determined that VINAINCON and Quang Son Cement Company did not purchase equipment and vehicles for mining themselves, but instead switched to hiring other units to carry out mining operations, which was not in accordance with the plan approved by the Prime Minister.

In 2008, VINAINCON did not organize a bidding process to select a contractor for the extraction, loading, and transportation of limestone and clay for the Quang Son Cement Plant. In 2023, a bidding process was held, resulting in a winning bid that was 47.5 billion VND lower, potentially causing losses of this amount, the conclusion stated.

Regarding packages No. 14 and 19, the inspection results determined that the VINAINCON board of directors approved adjustments to the total investment amount and adjustments to the bidding plan without proper authority, potentially causing losses of 213 billion VND.

In bidding package 32A, the inspection agency pointed out that the approval of adjustments to the bidding plan and the approval of contractor designation violated regulations on construction investment management, potentially causing losses of nearly 19 billion VND.

In addition, the Government Inspectorate has requested clarification on other irregularities totaling nearly 364 billion VND caused by VINAINCON's adjustments exceeding the total investment amount and acting outside its authority.

The Inspector General of the Government has recommended that the Prime Minister instruct the Ministry of Public Security to receive the case files and documents transferred from the inspection agency for processing in accordance with the law.
