The dispatch sent to the Ministers of the Ministries of Transport, Planning and Investment, Finance, Natural Resources and Environment, Agriculture and Rural Development, Construction; Chairman of the State Capital Management Committee at Enterprises; Chairman of the People's Committees of provinces and centrally run cities stated: Developing synchronous and modern infrastructure is one of three strategic breakthroughs, in which developing transport infrastructure is an important pillar, creating new development space, driving force to promote socio -economic development, ensuring national defense and security. The 13th Party Congress determined the goal that by 2025 the whole country will have about 3,000 km of expressways and by 2030 about 5,000 km of expressways. The 2021-2025 period has focused maximum resources on developing transport infrastructure, 3 times more than the 2016-2020 period.
In recent times, the Ministry of Transport and localities; investors, project management boards, construction contractors, consulting contractors, engineers, workers... have resolutely and actively implemented important national traffic projects and works, and many projects have worked continuously in "3 shifts, 4 shifts", construction even on Saturdays, Sundays, holidays, and Tet, thanks to which many traffic projects (highways, airports, railways, maritime...) have been constructed so far; in 2023, 20 projects were completed and put into operation, including 9 expressway projects with a length of 475 km, bringing the total number of expressways put into operation since the beginning of the term to 729 km and the total number of expressways in the country to nearly 1,900 km.
Even during the 2024 New Year holidays, on key traffic projects across the country, cadres, workers and employees of investors, Project Management Boards, construction contractors, and consulting contractors are still working enthusiastically with the spirit of "only working, no back-talking", "overcoming the sun, overcoming the rain", "not losing to the pandemic", "eating quickly, sleeping urgently", "working in 3 shifts", working through holidays, Tet, and holidays to speed up the progress of works and projects. On behalf of the Government, the Prime Minister congratulated the new year with new victories, thanked, acknowledged, appreciated and commended the ministries, branches, localities, forces participating in construction, consultants, cadres, workers... for their efforts and determination to bring the works to the finish line on schedule, ahead of schedule, improving quality, ensuring environmental sanitation, labor safety...
With the spirit of "all for the happiness and prosperity of the people, for the strong development of the country" and to strive to fulfill the goals of the Resolution of the 13th Party Congress, the Prime Minister requested ministries, branches, localities, investors, project management boards, construction contractors, consulting contractors, officers, engineers, technicians, workers... at construction sites to continue to promote the highest sense of responsibility, promptly overcome all difficulties and problems, and make efforts to speed up construction progress at construction sites (including over 1,700 km of North-South expressways and East-West expressways; large bridges, domestic and international airport projects, railways, seaports, inland waterways), and at the same time promptly complete procedures and start construction of new projects and traffic infrastructure projects and works.
Some specific requirements and tasks: Investors, Project Management Boards, construction contractors, and consulting contractors continue to promote the spirit of "overcoming the sun and rain", "not losing to the pandemic", "eating quickly, sleeping urgently", "working in 3 shifts", working through holidays and Tet, especially during the Lunar New Year and the dry season of 2024, and being more responsible to speed up construction progress, improve the quality of works and projects, and strive to complete ahead of schedule.
In all cases of difficulties, obstacles, and setbacks, all levels, sectors, and forces participating in project and construction implementation need to unite, "only discuss progress, not retreat", with the highest determination, proactiveness, creativity, daring to think, daring to do to overcome all challenges, bringing the project to the finish line; improving the quality of the project in each stage and each phase; making efforts, innovating, and being creative right from the design idea stage so that the project and construction not only have the best quality but also demonstrate the unique cultural features and imprints, historical values of the region, area, and place.
The Prime Minister requested that the relevant Ministers, especially the Minister of Transport and the Chairmen of the People's Committees of the provinces and centrally-run cities with transport infrastructure projects under construction and investment: Continue to resolutely and effectively implement the directions of the State Steering Committee for important national works and projects, key to the Transport sector and the Government leaders; direct the competent authorities to closely coordinate with local authorities at all levels to make more efforts, focus on removing difficulties, handling existing problems in site clearance and relocation of technical infrastructure works; pay attention to building resettlement areas, ensuring production, business and living conditions equal to or better than the old place of residence; people will soon have new and stable accommodation before the Lunar New Year of Giap Thin. At the same time, remove obstacles related to exploitation and supply of construction materials, support investors and contractors to speed up construction progress, soon complete and put into operation works and projects on schedule, ensuring quality; direct investors, consulting units and contractors to well implement the motto "when they go, the people remember, when they stay, the people love", make maximum use of local labor, actively help, support, and stick with the people, seek the help of the people; review synchronous connections with expressways to overcome the consequences of arising problems in order to promote investment efficiency, exploit land funds, promote socio-economic development of regions, localities and the whole country.
The Minister of Transport shall preside over and coordinate with the Chairman of the State Capital Management Committee at Enterprises and the Chairmen of the People's Committees of provinces and centrally-run cities to promptly take appropriate and timely measures to propagate, encourage, motivate and reward collectives and individuals, creating a new atmosphere, enhancing the spirit of emulation in production and labor at important national and key projects and works; promptly complete investment procedures, especially the selection of investors to start construction of expressway projects in 2024 according to the set plan.
The Ministry of Construction strengthens state management of construction, continues to guide and inspect localities in price management and announcement of construction material prices; reviews and amends inadequacies in construction norms.
The Ministry of Planning and Investment promptly advised the Government on allocating investment capital for transport projects and works; closely coordinated with competent authorities to speed up the appraisal of projects.
The Ministry of Natural Resources and Environment closely coordinates with competent authorities to speed up investment procedures in the transport sector; strengthens state management in licensing construction material exploitation; guides localities to remove obstacles in the work of granting material mines according to specific mechanisms; continues to expand the scope of the project to evaluate sea sand resources to serve transport projects and other construction works.
The Ministry of Finance closely coordinates with competent authorities to review and speed up the settlement of procedures related to ODA loans and loans from international organizations for transport projects.
The Ministry of Agriculture and Rural Development closely coordinates with competent authorities to speed up procedures related to the conversion of forest, forest land, and rice land use purposes.
Chairmen of People's Committees of provinces and centrally run cities with transport infrastructure projects under construction: Mobilize the entire political system to participate, propagate and mobilize people to speed up the progress of site clearance and relocation of technical infrastructure, focusing on investing in the construction of resettlement areas, ensuring that people have new housing that is at least equal to or better than their old housing. Direct all levels and sectors to closely coordinate with investors and construction contractors to do a good job of propaganda, mobilization, support, create more jobs and livelihoods for local people, create excitement and attachment "when you go, people remember, when you stay, people love". Along with that, closely coordinate with the agencies managing transport projects in urgently licensing material mines, especially mines under special mechanisms, review common material mines in the locality to ensure supply, ensure capacity to meet the construction progress of projects and restore the original state after completion.
Ministers of the Ministries of Transport, Planning and Investment, Finance, Natural Resources and Environment, Agriculture and Rural Development, Construction; Chairmen of People's Committees of provinces and centrally run cities organize implementation and are responsible before the Government and the Prime Minister for ensuring progress, quality, hygiene and safety for projects and works.
The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to directly direct, inspect, urge and handle arising issues within his authority. If beyond his authority, he must report to the Prime Minister.
