Quang Ninh manufacturing and processing industry: Important steps after Resolution No. 01

On March 26, at Viet Hung Industrial Park, Ha Long City, Thanh Cong Viet Hung Automobile Factory - the first Skoda automobile factory in Southeast Asia was officially completed and put into operation to produce and assemble automobiles, with an equipment line invested to produce and assemble Skoda automobiles - the oldest automobile brand in the Czech Republic. This event marked a new turning point in the processing and manufacturing industry of Quang Ninh province after more than 4 years since the Provincial Party Committee issued Resolution No. 01-NQ/TU dated November 16, 2020 on rapid and sustainable development of the processing and manufacturing industry in the 2020-2025 period, with a vision to 2030.

It can be seen that since 2020, Quang Ninh has set the processing and manufacturing industry as one of the new growth drivers of the province. Quang Ninh has determined that, along with promoting the attraction of processing and manufacturing industry projects, it is necessary to attract new generation, high-quality FDI resources and gradually increase the contribution of the processing and manufacturing industry to the province's GDP structure.

The assessment of Quang Ninh's results in more than 4 years of promoting the processing and manufacturing industry is shown in the numbers. The total investment capital attracted by FDI in Quang Ninh province is nearly 10 billion USD, of which the processing and manufacturing industry accounts for about 68%, equivalent to 6.8 billion USD. Quang Ninh has also gradually formed a number of industrial parks specializing in the processing and manufacturing industry such as industrial parks for automobiles and electric vehicles, some specialized zones related to the assembly of electronic components, and specialized industrial parks related to the textile industry. More importantly, Quang Ninh has attracted big brands in the processing and manufacturing industry to the area. Typically, Foxconn Group, a big name in the high-tech industry, has invested in 5 projects in Quang Ninh with a total capital of nearly 1 billion USD. Thanh Cong Viet Hung Automobile Factory is the central project in the Thanh Cong Viet Hung Automobile and Supporting Industry Complex with a total area of ​​400 hectares, capital of 8,679 billion VND, designed capacity of more than 120,000 vehicles/year. Zinco Sola Group, one of the world's leading solar panel manufacturing brands, has invested in projects with a total capital of 42.5 billion USD in Quang Ninh. Lite-On Quang Ninh Factory 690 million USD in Amata Industrial Park and a number of other brands. The number of new products of the processing and manufacturing industry contributing to the growth target has increased. These are factors that contribute very directly to new products and specific growth values ​​for this sector. Above all, the growth rate of the processing and manufacturing industry in the past 4 years has averaged over 20%. By the end of 2024, the processing and manufacturing industry accounted for 12.43% of the GRDP of Quang Ninh province, with a growth rate of 21.33%, which is more than 3 times higher than in 2020. The total investment capital in the industry reached 2.04 billion USD, while creating more than 5,500 new jobs.

In 2025, Quang Ninh will specify the growth target of the processing and manufacturing industry at over 33%. The basis of this target is the group of licensed and operational processing and manufacturing projects, including about 150 projects, of which there are over 115 FDI ​​projects with a total investment capital of over 8 billion USD and 35 non-budget investment projects with a total investment capital of over 53,000 billion VND. These are projects, enterprises and production facilities that have directly contributed to product values ​​in recent times. Along with that, 10 new projects were granted investment registration certificates in 2024 with a capital scale of over 2 billion USD, which are under construction, completing factories and workshops and going into production and operation in 2025. These are new factors, new products, new driving forces that directly contribute to the growth value of 2025.

Currently, in the spirit of continuing to support the strong development of the processing and manufacturing industry, Quang Ninh accompanies to remove bottlenecks and have incentives for businesses to carry out the task of developing the processing and manufacturing industry. It is as simple as proposing to amend policies related to import and export taxes, import of components, to support businesses importing components, or removing obstacles in institutions, land, or investment outside the fences of industrial parks. Quang Ninh is also promoting investment in ready infrastructure, connecting to industrial parks, clearing land... to welcome businesses willing to invest in this field. In particular, in 2025, Quang Ninh will have 4-5 new industrial parks to attract new investment projects in the processing and manufacturing industry. It should be emphasized that Quang Ninh has 21 industrial parks approved by the Prime Minister in the provincial planning that can welcome the wave of investment shifting from countries to Vietnam following free trade agreements, including investment in the processing and manufacturing industry. This new group of processing and manufacturing enterprises is expected to be projects contributing to sustainable and long-term growth in the next phase of Quang Ninh.
