“Boost” for the development of Hoa Lac High-Tech Park

On the morning of September 30th, within the framework of the Vietnam Technology and Innovation Connection 2024 event, jointly organized by the Hanoi People's Committee and the Ministry of Science and Technology , the Hoa Lac High-Tech Park Management Board organized the High-Tech Investment Promotion Forum.

The forum is part of a series of activities celebrating the 70th anniversary of the Liberation of Hanoi (October 10, 1954 - October 10, 2024). The event aims to strengthen connections and expand the network of partners to continue attracting new investment projects that align with the criteria and development orientation of the Hoa Lac High-Tech Park, as well as to enhance the effectiveness of promoting information and the image of the Hoa Lac High-Tech Park. It also provides information on new policies and mechanisms regarding the Hoa Lac High-Tech Park as stipulated in the amended Law on the Capital City.

In her opening remarks at the Forum, Ms. Phan Thi My, Acting Head of the Hoa Lac High-Tech Park Management Board, stated that the Hoa Lac High-Tech Park, covering an area of ​​1,586 hectares, has so far cleared 90% of its land with modern and synchronized technical infrastructure; it has established a special policy environment and attracted a number of leading domestic and international technology corporations to invest in high-tech and advanced technologies.

The Hoa Lac High-Tech Park Management Board signed a cooperation agreement with the Investment Information and Consulting Center.

The Hoa Lac High-Tech Park has produced high-tech products, contributing to meeting the domestic and regional market demands. Annually, it provides thousands of high-quality workers to the market, forming a linkage chain between training, research, and production, establishing a technological innovation environment with training, research, development, and innovation centers. At the same time, the Hoa Lac High-Tech Park has initially made a positive contribution to the socio-economic development of the country in general and Hanoi in particular. To date, the Hoa Lac High-Tech Park has attracted 108 investment projects (including 93 domestic and 15 foreign investment projects), with a total registered investment capital of approximately VND 116,000 billion.

Ms. Phan Thi My emphasized that the crucial legal framework for the future development of Hoa Lac High-Tech Park is the amended Law on the Capital City No. 39/2024/QH15, which was passed by the 15th National Assembly, 7th session, on June 28, 2024.

Accordingly, Article 24 defines Hoa Lac High-Tech Park as a key area for research, development, testing, and application of high technology, training of high-tech human resources, production of high-tech products, and innovation of the country and the capital city; it is a testing ground and pilot site for mechanisms and policies for the development of high technology and high-tech parks nationwide, aiming to become a modern science city in the future.

To achieve the goal of developing the city's high-tech zones, with a focus on the Hoa Lac High-Tech Zone, the amended Capital City Law has stipulated many outstanding and specific mechanisms and policies such as: strong decentralization and delegation of authority to the Management Board to implement a one-stop service mechanism, thereby helping investors carry out administrative procedures in the fastest and simplest way; investment projects and operations in the city's high-tech zones are subject to the highest preferential investment support mechanisms and policies as prescribed by law; the City People's Council is tasked with regulating mechanisms, policies, and preferential measures to attract high-tech human resources to work in the high-tech zones and promote innovation activities in the high-tech zones; and the development of housing for workers in the high-tech zones.

At the Forum, Mr. Nguyen Trung Chinh, Chairman of the Board of Directors of CMC Technology Group Joint Stock Company, stated that CMC plans to build the CMC Creative Space Hoa Lac research and innovation complex with a total investment of over 2,000 billion VND. Currently, CMC is expediting procedures to soon commence this project.

"This is a very important project for CMC, spanning across provinces and cities, as part of our strategy to make Vietnam a Digital Hub, a center for providing digital data for the region and the world," said Mr. Nguyen Trung Chinh.

In addition, last September, CMC also launched its AI transformation strategy. To implement this strategy, building digital infrastructure is essential, and CMC's project in Hoa Lac is one of the important components in establishing this digital infrastructure.

Mr. Nguyen Trung Chinh believes that the amended Capital City Law will create a breakthrough for attracting investment to the Hoa Lac High-Tech Park.

Also at the Forum, the Hoa Lac High-Tech Park Management Board signed a cooperation agreement with the Investment Information and Consulting Center (Invest Global) under the Association of Foreign Investment Enterprises to expand and strengthen investment promotion activities in the Hoa Lac High-Tech Park.
