Voters propose increasing penalties for violations related to functional foods

On the morning of November 12th, at the 8th session of the 15th National Assembly, the question-and-answer session continued with Minister of Health Dao Hong Lan and Minister of Information and Communications Nguyen Manh Hung. This session attracted considerable attention from voters and residents of Da Nang city and Ninh Thuan province.

Enthusiastic and straightforward

Many voters and citizens in Da Nang and Ninh Thuan expressed their approval and appreciation for the frank questioning by National Assembly deputies, which addressed pressing issues of public concern, as well as the clear and comprehensive answers from ministers and government members.

Voters in Ninh Thuan province commented that the atmosphere during the question-and-answer session was lively, democratic, and constructive, with much information reflecting the actual situation, and many proposals, suggestions, and ideas for guidance, management, and administration. The way National Assembly Chairman Tran Thanh Man conducted the session was very flexible, and many issues raised in the parliamentary session were answered clearly and specifically.

After observing the proceedings, voter Le Vu Chuong, Director of the Ninh Thuan Provincial Department of Health, assessed that many issues raised by delegates to Minister of Health Dao Hong Lan were highly critical. These issues were not only insightful but also urgent because they are closely related to the health of the people and voters nationwide.

Regarding health-related issues, including the management of functional foods, voter Le Vu Chuong stated that Ninh Thuan currently has no facilities producing functional foods or cosmetics. The province currently has 314 functional food businesses, of which 7 pharmaceutical establishments are under the management authority of the provincial level and 305 pharmaceutical establishments are under the management authority of the district and city levels.

Through inspections, most establishments were found to be complying with legal regulations regarding the business of functional foods and pharmaceuticals. However, some shortcomings remain, such as: functional food products being mixed with medicines; and the lack of a separate area for non-medicinal products. To address this situation, the Inspectorate of the Department of Health, the Food Safety and Hygiene Sub-department, the People's Committees of districts and cities, and relevant units will coordinate inspections to ensure compliance with regulations on pharmaceutical practice and food safety at establishments trading in functional foods, according to their respective management levels, and will strictly handle violations.

The Ninh Thuan Department of Health advises people not to place too much trust in dietary supplements, and when ill, they should go to medical facilities to receive treatment according to a doctor's prescribed regimen.

Pharmacist Nguyen Thi Hau, owner of Minh Chau Pharmacy in Cam Le District (Da Nang), shared that currently, functional foods are produced in large quantities and easily sold online. Many companies organize direct sales conferences with gifts for people in villages and hamlets, mainly targeting elderly people who lack information, selling at very high prices, and with questionable quality, affecting consumers. Ms. Hau agreed with Minister Dao Hong Lan on the need to further improve the legal system for managing functional foods and cosmetics by more strictly regulating business conditions and increasing penalties for violations. Along with that, relevant parties should strengthen market management, inspection, and prevention of illegal goods circulation to ensure the rights of the people; and promote the role of the Fatherland Front and the Consumer Rights Protection Association, especially at the local level…

Regarding the third group of issues in the field of Information and Communication, voter Nguyen Tri Long, Deputy Director of the Department of Information and Communication of Ninh Thuan province, expressed his impression of the frank and responsible responses of Minister of Information and Communication Nguyen Manh Hung during the questioning session.

Voters believe that the appropriate solution to improve the quality of journalism in the current era of booming social media requires a combination of improving information quality, innovating business models, and state support. Specifically, it is necessary to remove difficulties and obstacles in the financial mechanisms for media organizations; support the infrastructure and equipment serving information and propaganda tasks; pay attention to and supplement human resources; and regularly train and develop political, professional, and management skills. Above all, journalism needs to maintain its role as a vanguard on the cultural and ideological front, ensuring accurate, timely, and properly oriented information, contributing to the sustainable development of the country.

Mr. Nguyen Tri Long also clarified that local media agencies always prioritize controlling advertising content, ensuring strict control from the initial reception to publication in their publications. However, advertising activities are currently shifting from traditional methods to online environments and cross-border advertising services. This leads to difficulties in state management, as the accountability, detection, and handling of violations in advertising on these platforms apply to a single entity without territorial limitations. The 2012 Advertising Law lacks specific regulations on the rights and responsibilities of participants, and the process for detecting and handling violations; these regulations are scattered across several sub-laws, resulting in low management effectiveness.

Advertising activities and content relate to many specialized fields such as healthcare, culture, education, industry and trade, agriculture and rural development… Therefore, the Ministry of Information and Communications needs to coordinate with specialized agencies to review, detect, prevent, and promptly handle violations of advertising regulations in newspapers, publications, and electronic information to protect the rights of citizens, organizations, and voters, suggested Nguyen Tri Long.

Voters in Da Nang are concerned about the spread of inaccurate advertising information and harmful news on the internet. Mr. Tran Xuan Khanh from Hai Chau district stated that the delegates asked specific questions, and Minister of Information and Communications Nguyen Manh Hung answered directly and offered solutions. These include the establishment and operation of the National Information Center by the Ministry of Information and Communications, and the recent establishment of centers in some localities to combat fake news and misinformation; focusing on inspecting and monitoring large social media platforms with numerous violations… Simultaneously, there is a focus on strengthening inspections, checks, and strict handling of pharmaceutical labels and advertisements with content that violates the law; and working with representatives of cross-border platforms to ensure compliance with Vietnamese law.
