Da Nang: Maintain allowances for more than 1,300 part-time workers

On the morning of August 12, at the 2nd session (special session) of the 10th term People's Council of Da Nang City, term 2021-2026, delegates approved Document No. 29/TTr-UBND on the total number and allowance levels for non-professional workers in communes and wards in the area.

According to the report, the total number of part-time officials assigned by the Provincial People's Council is 3,961. The total number of part-time officials present before the reorganization of provincial and commune-level administrative units was 3,289.

As of July 1, 2025, Da Nang City has 1,335 part-time personnel assigned to work in communes and wards.

The People's Committee of Da Nang City proposes uniformly applying the monthly allowance rate as stipulated in Resolution No. 99/2023/NQ-HĐND of the Da Nang City People's Council (before the merger) to part-time officials continuing their work until May 31, 2026. This regulation aims to ensure compliance with the amended Law on the Promulgation of Legal Normative Documents of 2025, allowing for the temporary application of the current document until a new regulation is issued.

In its review report, the Legal Committee of the Da Nang City People's Council agreed on the number of 1,335 people but proposed maintaining the allowance level according to the administrative unit before the reorganization to ensure their rights. Accordingly, those currently working in communes and wards (formerly part of Da Nang) will apply Resolution 99/2023/NQ-HĐND; those from the former Quang Nam will apply Resolution 12/2023/NQ-HĐND, until May 31, 2026.

The Legal Committee also noted that the actual allowance received under Resolution 12/2023/NQ-HĐND (Quang Nam) is currently higher than under Resolution 99/2023/NQ-HĐND (Da Nang) for some groups of beneficiaries, so maintaining the old calculation method will ensure fairness and avoid income reduction during the transition period.

At the meeting, delegates proposed a flexible approach, not setting a rigid support distance for all cases, but rather basing the support level on the specific characteristics of each locality and the actual distance between merged communes to determine a reasonable level of support; because in reality, many officials still have to temporarily stay in people's homes, relatives' homes, or in empty rooms of their former offices.
