Economic development has achieved many important achievements, in which the average growth rate of gross domestic product in the area reached 6.92%/year, higher than the national average. The scale of the economy reached nearly 142,600 billion VND, 1.63 times higher than in 2020; the economic structure shifted positively; GRDP per capita reached over 85 million VND, an increase of 29.9 million VND compared to 2020. Agriculture shifted strongly towards commodity production, promoting its role as a pillar of the economy; industrial production value reached over 75,000 billion VND; trade and services grew positively; the border economic zone's technical infrastructure was upgraded, the digital border gate model operated effectively, making Lao Cai the second largest gateway for customs clearance of agricultural products with the Chinese market. Tourism grew rapidly, gradually affirming itself as the province's spearhead economic sector; State budget revenue in 2025 will reach 21,000 billion VND, 1.64 times higher than in 2020; total social development investment capital for the whole period will reach over 360,000 billion VND.
There has been much progress in cultural, social and human development, in which the system of cultural values and human standards of "friendliness, humanity, solidarity, creativity, integration" has been focused on building. Education and training have achieved many important results, universal education is a bright spot in the Northern Midlands and Mountains; the application of science, technology, innovation and digital transformation has achieved positive results. People's health care has been given attention, currently the whole province has 12.8 doctors and 38.1 hospital beds/10,000 people; social security and welfare are guaranteed, the remaining poverty rate is 5.71%. National defense and security have been consolidated and maintained; political security is stable, social order and safety are guaranteed; national sovereignty and border security are maintained.

The Political Report also stated the viewpoints, goals, tasks and solutions for the 2025 - 2030 term, in which the Provincial Party Executive Committee for the 2025 - 2030 term proposed 25 main targets, including 12 economic targets, 7 social targets, 5 environmental targets and 1 target on Party building and the political system. The Provincial Party Executive Committee for the 2020 - 2025 term also proposed 5 key tasks, 3 breakthroughs and 10 main solutions for the next period.
On behalf of the Presidium, comrade Ly Thi Vinh, Party Secretary, Chairman of the People's Council of Bao Thang commune, responded: "The Congress hopes that with the enthusiasm and desire to contribute of youth, you will always be proactive, creative, ready to shoulder the historical mission, join hands and unite to build Lao Cai homeland to develop " green, harmonious, unique, happy" , become a growth pole, a center of international trade connection at the border of the Fatherland, worthy of being the pride of our ancestors, the bright future of the Fatherland".
After the signal, the youth, teenagers, and children in neat ranks and with the sound of drums and trumpets of the Ho Chi Minh Young Pioneers marched into the Congress.
Accordingly, 440 delegates attending the Congress include 65 ex-officio delegates, 375 official delegates; 84 female delegates, 356 male delegates; 126 ethnic minority delegates, 314 majority delegates. 100% of delegates meet the standards and conditions as prescribed in the Party Charter and the Central Committee's Guidelines; all delegates have the qualifications, rights and responsibilities to participate in the Congress.
In the opening speech of the Provincial Party Secretary, there was a paragraph emphasizing: "Today, after a process of careful and meticulous preparation with the crystallization of intelligence, creativity and enthusiasm of all cadres, party members and people in the province; with the consent of the Politburo, Lao Cai Provincial Party Committee solemnly opened the 1st Provincial Party Congress, term 2025 - 2030".
The speech also affirmed: “Over the past five years, implementing the Resolution of the 13th National Party Congress, the Resolution of the Provincial Party Congress for the 2020-2025 term, in the context of many difficulties and challenges, the Party Committee, government and people of all ethnic groups in Lao Cai and Yen Bai provinces have been promoting their internal strength to the maximum; at the same time, proactively and flexibly mobilizing and taking advantage of all resources for socio-economic development, consolidating national defense and security, strengthening foreign relations, building the homeland, achieving many important achievements in all fields... The Provincial Party Secretary also suggested: “With faith, creativity and expectations for the cause of innovation and development of the province and the country, the Congress requests that delegates promote their responsibility to the Party Committee and the people of all ethnic groups in the province, focus on democracy and intelligence, actively participate in the contents and make correct decisions on important issues so that the First Provincial Party Congress will be a great success, creating new motivation and momentum for cadres, party members and people of all ethnic groups in the province to be excited, confident, and firmly step into a period of rapid and sustainable development, contributing to the whole country entering a new era, an era of prosperity, civilization and prosperity of the nation”. Marking the beginning was the flag salute with the resounding shout of “Attention!” by Colonel Dang Quoc Dong, Commander of the Provincial Military Command. On the morning of September 29, at the Provincial Convention Center, Yen Bai Ward, the 1st Congress of Lao Cai Provincial Party Committee, term 2025 - 2030 officially took place. The Congress also welcomed distinguished guests who were former leaders of the Provincial Party Committees of the two provinces through the periods, Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, and Heroes of Labor.
440 delegates are outstanding and exemplary party members, representing the intelligence, political mettle, solidarity, will and belief of more than 119,000 party members in the entire provincial Party Committee who attended the Congress.
From early morning, in the cool autumn air, all roads from the countryside to the city, from the lowlands to the highlands, especially the provincial center in Yen Bai ward were brightly decorated with flags and flowers to welcome the 1st Lao Cai Provincial Party Congress.
At the main hall of the newly inaugurated Provincial Conference Center, where the Congress took place, the bright lights further enhanced the solemnity and dignity of the special political event of the Party Committee and the people of all ethnic groups in Lao Cai province. On the grand stage, the seats for the Presidium were neatly arranged, at the top, the words “Long live the glorious Communist Party of Vietnam” sparkled in golden light.
