On the morning of September 29, at the Provincial Conference Center, Yen Bai ward, the 1st Congress of Lao Cai Provincial Party Committee, term 2025 - 2030 officially took place. The Congress took "Solidarity - Democracy - Discipline - Creativity - Development" as the motto of action.

11:05 AM: The Congress commenced its discussion session in the Assembly Hall.

Speaking at the Congress, Comrade Nguyen Thanh Sinh, Vice Chairman of the Provincial People's Committee, stated: Entering the implementation of the Provincial Party Congress Resolution for the 2020-2025 term, with intertwined advantages, difficulties, and challenges, we continue to benefit from many major policies of the Party and State contributing to promoting economic development and ensuring social welfare; infrastructure has developed significantly; culture and society have seen many positive changes; foreign relations have expanded; and national defense and security have been maintained. After the merger, the two-tier local government model has initially operated effectively, in line with the Politburo 's guidelines, creating consensus among cadres, Party members, and the people.

During the period 2021-2025, Lao Cai province achieved many important accomplishments. These results were achieved thanks to the continuous attention, guidance, and support from the Central Government and the Party and State leaders; along with the high level of unity and solidarity of the entire political system, the business community, and the people of Lao Cai under the comprehensive, thorough, and effective leadership of the Provincial Party Committee. With the guiding principle of " steadfast in objectives, flexible in solutions ," many innovative and decisive approaches were adopted; fostering self-reliance, self-improvement, and a desire to overcome all difficulties and challenges, "turning difficulties into ease," and "turning the impossible into the possible," contributing to the successful implementation of the set goals and tasks.

Speaking at the Congress, Comrade Tran Anh Tuan – Provincial Party Committee member, Secretary of the Tran Yen Commune Party Committee – informed: The fact that the Party Central Committee selected Lao Cai province and the Lao Cai Provincial Party Committee selected Tran Yen commune as one of the two localities to pilot the "Socialist Commune" model is of special importance. The results of the implementation will be a valuable practical basis for considering and gradually replicating the model nationwide.

"We are deeply aware that this is both a great honor and a great responsibility entrusted to us by the Provincial Party Committee. During the Congress discussion, Comrade Vu Thi Hien Hanh - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee - affirmed: The steadfast implementation of the development philosophy "Green - Harmonious - Distinctive - Happy" is not only a strategic orientation, consistent with local realities, but also a guiding ideology and a compass ensuring Lao Cai's rapid, sustainable, and happy development. She emphasized that practice has confirmed that this development philosophy is on the right track, closely adhering to the spirit of the Party's 13th National Congress Resolution, suitable to local conditions, highly supported by the people, and has achieved encouraging results in all fields.

Most importantly, although not yet an economically wealthy province, the people of Lao Cai are increasingly happy, content, and confident. This happiness is nurtured by their cultural identity, a safe and healthy living environment, close-knit communities, and a steadily improving material and spiritual life. The philosophy of development is not just a slogan, but has become a guiding principle for the entire political system, orienting each sector and level; at the same time, it is deeply ingrained in the hearts of the people and is gradually becoming the brand of the province.

9:45 AM: The Congress announces the decisions of the Politburo and the Secretariat on personnel matters.

The Presidium introduced and invited Comrade Phan Thang An, Deputy Head of the Central Organization Department, to announce the Decisions of the Politburo and the Secretariat on the appointment of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, the Secretary of the Provincial Party Committee, and the Deputy Secretary of the Provincial Party Committee of Lao Cai province for the 2025-2030 term.

The report emphasized that, during the past term, amidst numerous difficulties and challenges due to the Covid-19 pandemic, natural disasters, and regional and international fluctuations, under the close leadership and guidance of the Central Government, with the support of ministries, sectors, and localities, and building upon the achievements of previous terms, the Executive Committees and Standing Committees of the Provincial Party Committees of the two provinces have fostered unity, innovation, mobilized the strength of the entire political system, and led the people to overcome difficulties and successfully achieve the set goals.

During the 2020-2025 term, the Provincial Party Committee, its Standing Committee, and Executive Board have consistently demonstrated strong unity and cohesion; possessing firm political resolve, upholding Party principles, and demonstrating a spirit of innovation in leadership, daring to think, act, and take responsibility. Regarding the implementation of the Provincial Party Congress Resolution, the Provincial Party Committee for the 2020-2025 term assessed that: Significant achievements have been made in Party building and rectification, as well as in strengthening the political system. Organizational and personnel work has been implemented decisively, completing the provincial merger, rearranging commune-level administrative units, and effectively operating the two-tiered local government model. Inspection, supervision, internal affairs, anti-corruption efforts, and judicial reform have been intensified. The Party's leadership methods over the political system continue to be reformed, promoting decentralization and delegation of power, leading to improved efficiency and contributing to the successful fulfillment of the Party's political tasks.

Economic development has achieved many important accomplishments, including an average annual growth rate of 6.92% in gross provincial product (GRDP), higher than the national average. The size of the economy reached nearly VND 142,600 billion, 1.63 times higher than in 2020; the economic structure has shifted positively; GRDP per capita reached over VND 85 million, an increase of VND 29.9 million compared to 2020. Agriculture has shifted strongly towards commodity production, playing a crucial role as a pillar of the economy; industrial production value reached over VND 75,000 billion; trade and services have grown positively; border economic zones have upgraded their technical infrastructure, and the digital border gate model operates effectively, making Lao Cai the second largest gateway for customs clearance of agricultural products with the Chinese market. Tourism has experienced breakthrough growth, gradually establishing itself as a key economic sector of the province. State budget revenue in 2025 is projected to reach 21,000 billion VND, 1.64 times higher than in 2020; total social development investment capital for the entire period will exceed 360,000 billion VND.

Significant progress has been made in cultural, social, and human development, with a focus on building cultural values ​​and human standards of "friendliness, compassion, solidarity, creativity, and integration." Education and training have achieved many important results, with universal education being a highlight of the Northern Midlands and mountainous region; the application of science, technology, innovation, and digital transformation has yielded positive results. Healthcare for the people has been prioritized, with the province currently having 12.8 doctors and 38.1 hospital beds per 10,000 people; social security and welfare are ensured, and the poverty rate remains at 5.71%. National defense and security have been strengthened and maintained; political security is stable, social order and safety are ensured; and national sovereignty and border security are upheld.

The Political Report of the Provincial Party Committee for the 2020-2025 term also emphasized: Based on an assessment of the achievements and shortcomings in implementing the Resolution of the Party Congress for the 2020-2025 term, the Provincial Party Committee has identified subjective and objective causes and five valuable lessons. These are:

1. Strengthen the work of building and rectifying the Party and the political system to be clean, strong, and comprehensive ; uphold the Party's leadership principles ; and focus on building a team of cadres.

2. Accurately grasp and predict the situation, always stay close to reality, determine appropriate directions; select key areas and priority locations to formulate timely policies, resolutions, and decisions , creating momentum for development .

3. Strengthen decentralization and delegation of power , enhance the initiative and responsibility of all levels, sectors, and localities; set high goals to create positive pressure and encourage striving during implementation.

4. Proactively and actively implement foreign relations activities; build a peaceful, friendly, stable, cooperative, and developing border.

5. Respect and promote the people's right to self-governance; use the satisfaction and trust of the people and businesses as a measure to evaluate officials and the effectiveness of policies.

The Political Report also outlines the viewpoints, objectives, tasks, and solutions for the 2025-2030 term. The Provincial Party Committee for the 2025-2030 term has set 25 key targets, including 12 economic targets, 7 social targets, 5 environmental targets, and 1 target related to Party building and the political system. The Provincial Party Committee for the 2020-2025 term also proposed 5 key tasks, 3 breakthroughs, and 10 main solutions for the next phase.

Accordingly, the Congress was attended by 440 delegates, including 65 ex-officio delegates and 375 official delegates; 84 of whom were female and 356 were male; 126 were from ethnic minorities and 314 were from the majority population. 100% of the delegates met the standards and conditions stipulated in the Party Charter and the Central Committee's Guidelines; all delegates possessed the qualifications, rights, and responsibilities to participate in the Congress.

From early morning, in the mild autumn air, every road from the countryside to the city, from the lowlands to the highlands, especially the provincial center in Yen Bai ward, was adorned with flags and flowers to welcome the First Congress of the Lao Cai Provincial Party Committee.

In the main hall of the newly inaugurated Provincial Conference Center, where the Congress was held, the bright lights further enhanced the solemnity and dignity of this special political event for the Party Committee and the people of Lao Cai province.
