The 13th Congress of Delegates of the Vietnam Fatherland Front of Quang Tri province, term 2024

This morning, August 9th, the Vietnam Fatherland Front Committee of Quang Tri province solemnly organized the 13th Congress of Delegates of the Vietnam Fatherland Front of Quang Tri province, for the term 2024 - 2029.

Achieved and exceeded all 6/6 targets.

During the 2019-2024 term, under the leadership and guidance of Party committees at all levels, along with the strong determination of the entire political system, the Vietnam Fatherland Front at all levels coordinated its actions with member organizations in the province to achieve and surpass all 6 targets set forth in the Resolution of the Provincial Congress of the Vietnam Fatherland Front, contributing to the successful implementation of the province's socio-economic development and national defense and security tasks.

The Fatherland Front at all levels in the province has done a good job of disseminating information and mobilizing voters to enthusiastically participate in the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term, despite the complicated developments of the pandemic, with a voter turnout rate of 99.77%. The Fatherland Front at all levels has coordinated well in organizing meetings with voters by deputies to the National Assembly and People's Councils at all levels, compiling thousands of opinions to send to the National Assembly and People's Councils at all levels for consideration and resolution within their authority.

Every year, the "National Unity Day" is organized with the participation of 100% of residential areas. Social monitoring, criticism, and contributions to the building of the Party and State have been effectively implemented. The Fatherland Front at all levels has chaired and coordinated 224 thematic monitoring activities; the Vietnam Fatherland Front Committee of the province organized 5 conferences to critique and contribute opinions on 38 draft laws, more than 400 draft legal documents, projects, and plans from the central to local levels.

The People's Inspection Committee presided over 877 inspections, identifying and recommending to the government and relevant agencies for consideration and resolution 170 cases. Community investment monitoring committees conducted 2,690 inspections, identifying and recommending to relevant levels and sectors for handling 224 out of 244 cases.

During the term, the Fatherland Front at all levels compiled and submitted 205 issues related to the legitimate rights and interests of the people to the National Assembly sessions; contributed 155 opinions and recommendations to the Provincial People's Council sessions; and submitted more than 4,000 recommendations to the People's Councils at the district and commune levels in various fields...

Alongside this, the emulation movement "The whole country joins hands for the poor - Leaving no one behind" and the campaign "All people unite to build new rural areas and civilized urban areas" have been effectively implemented with many good and creative approaches, suitable to the specific conditions of the locality. The Vietnam Fatherland Front Committee of the province has mobilized nearly 170 billion VND to support the "For the Poor" Fund, and supported the repair and construction of 2,640 solidarity houses for poor households with nearly 120 billion VND.

In particular, Quang Tri province is a pioneer in mobilizing resources to support housing construction for poor households through a coordinated project between the Provincial People's Committee and the Provincial Committee of the Vietnam Fatherland Front, with the goal of basically eliminating dilapidated and temporary housing for poor households by 2025. From June 2023 to the present, 1,398 houses have been built for poor households with a total budget of 82.7 billion VND.

In order to better fulfill its tasks in the coming period, the congress set forth five general objectives and two breakthroughs.

These five objectives include: Striving to enhance the core political role of the Vietnam Fatherland Front; strengthening social consensus; reviving patriotic traditions, national pride, faith, and aspirations for the development of the homeland and country towards increasing prosperity, glory, civilization, and happiness. Emphasizing the responsibility of the Vietnam Fatherland Front at all levels in building national unity; promoting creative labor and competition, unleashing all potential and resources within the people, and creating new impetus for rapid and sustainable development.

Promoting democratic practices, effectively fulfilling the task of representing and protecting the legitimate rights and interests of the people; improving the quality of social supervision and criticism; proactively and actively participating in building the Party and the State, preventing and combating corruption, waste, and negative phenomena, contributing to ensuring national defense and security in the locality.

Building and strengthening the Fatherland Front system to meet the requirements of the new situation; innovating the content and methods of operation; strongly promoting the role and responsibilities of member organizations and advisory councils to meet the requirements of the new period. Actively and effectively contributing to achieving the goal of building Quang Tri into a province with a relatively high level of development by 2030.

The two breakthroughs include: A breakthrough in enhancing the core political role of the Vietnam Fatherland Front and socio-political organizations at the grassroots level; and a breakthrough in improving the quality of social supervision and criticism activities of the Vietnam Fatherland Front and socio-political organizations; and promoting the application of digital technology to serve the propaganda and mobilization work of the Fatherland Front at all levels in the province.

Strongly inspire patriotism and the spirit of self-reliance and self-improvement.

The new Provincial Committee of the Vietnam Fatherland Front is requested to continue to adhere closely to the Party's viewpoints and policies, promote the traditions and strength of national unity, strongly awaken the spirit of patriotism and self-reliance, and comprehensively build and develop Quang Tri.

The Vietnam Fatherland Front of Quang Tri province needs to clearly define its tasks to contribute, together with the entire political system, to achieving the goal that by 2030, Quang Tri will reach a level of development among the relatively developed provinces nationwide, with a basic economic structure of an industrial-service province, becoming one of the comprehensive economic centers of the North Central and Central Coastal regions; and having a strong economy by 2050.

Further improve the role of gathering and listening to the people's opinions, and promoting the people's right to self-governance. Regularly organize dialogue activities, listen to and absorb opinions, and coordinate with the government to promptly resolve difficulties, obstacles, and legitimate demands of the people.

Enhance the effectiveness of social supervision and criticism; contribute well to the building of the Party and the State; and actively participate in the fight against corruption and negative practices.

In the coming term, the Fatherland Front at all levels in the province needs to promote the application of information technology to disseminate information and mobilize the people to strongly promote the positive spirit, self-reliance, and self-improvement in implementing patriotic emulation movements and campaigns aimed at building each community into a truly cultured, clean, healthy, and progressive community.

Focus on providing good social welfare services. Protect, preserve, and promote the traditional cultural values ​​and fine customs of the locality. Timely commend and honor outstanding individuals, new factors, and advanced models emerging from various movements. Emphasize the training, development, and cultivation of cadres.

Improving the quality of emulation movements and campaigns.

Speaking at the congress, the Secretary of the Provincial Party Committee and Head of the Quang Tri Provincial Delegation to the National Assembly, Le Quang Tung, emphasized the issues that the congress needs to focus on: “Proactiveness - Creativity - Effectiveness” in movements must be more specific, clearer, and more effective; the issue of “bureaucratization” of the activities of the Vietnam Fatherland Front and other political and social organizations also needs to be clearly identified and adjusted accordingly.

To contribute to the successful achievement of the goal of "a prosperous people, a strong nation, democracy, fairness, and civilization," and acting as a bridge between the people and the Party, the Provincial Party Secretary and Head of the Provincial National Assembly Delegation proposed that in the next term, the Fatherland Front at all levels and its member organizations should leverage the strength of national unity, propagate and mobilize the people to maintain vigilance against the "peaceful evolution" schemes of hostile forces. They should coordinate with specialized agencies to focus on propaganda, mobilization, and persuasion to raise awareness among cadres, members, and all strata of the people, contributing to the firm protection of the Party's ideological foundation.

Continue to improve the quality of emulation movements and campaigns, focusing on coordinated programs and unified action among member organizations. Strengthen propaganda and mobilization efforts to ensure the people effectively implement the Party's guidelines and policies, and the State's laws and regulations, with a focus on implementing Resolution No. 43-NQ/TW, dated November 24, 2023, on "Continuing to promote the tradition and strength of national unity, building our country to be increasingly prosperous and happy"; and the Law on the Implementation of Democracy at the Grassroots Level.

Effectively fulfill the role of presiding over consultations, assigning tasks, and coordinating uniformly with member organizations in carrying out tasks; gather and promote the strength of national unity; promote the role of exemplary individuals, influential people in the community, the role of village elders, community leaders, religious dignitaries, and officials... to disseminate information and mobilize support.

Strengthening grassroots engagement, focusing on effectively resolving conflicts of interest among different classes and strata of the people; harmoniously combining individual, collective, and societal interests; doing a good job in ethnic and religious affairs; and organizing the National Unity Day in a practical and meaningful way, reflecting the nation's beautiful traditions.

Strengthen social welfare work; effectively mobilize and coordinate the "For the Poor" Fund, especially for ethnic minorities in remote, disadvantaged, and religious areas; continue to complete the housing project for poor households and households with difficult circumstances in the province.

To effectively fulfill its role in representing and protecting the legitimate rights and interests of the people, the Fatherland Front needs to improve the effectiveness of its social supervision and criticism work in the coming period. It should closely follow the resolutions of the Party Congress, the action programs of the Party Committees at all levels, the resolutions of the People's Councils at all levels, and the issues of concern to its members and the people, in order to develop programs and plans for social supervision and criticism, participate in contributing ideas to Party and government building, and actively participate in the fight against corruption and waste.

Mobilize the maximum number of experts to gather feedback and contributions to documents, and refine the Party and State's guidelines and policies to align with the legitimate rights and interests of the people.

Focus on innovating content and methods of operation to meet the requirements and tasks in the new situation. Diversify forms of mass mobilization. Consolidate and streamline the organizational structure to suit functions and tasks, aiming for efficiency and effectiveness; pay attention to training, nurturing, and improving the quality of Front cadres with sufficient qualities, capabilities, and prestige to meet the requirements of the tasks.

Continue to promote the role of the Fatherland Front working committees, people's inspection committees, and community investment monitoring committees to inspect and supervise programs and projects that directly benefit the people, contributing to limiting negative practices and corruption at the grassroots level...

With a democratic spirit and a high sense of responsibility, the Congress elected 73 outstanding delegates to participate in the Committee and positions in the Standing Committee of the Vietnam Fatherland Front Committee of the province, 13th term, 2024-2029; the Standing Committee consists of 7 delegates.
