
On January 15, 2024, the People's Committee of Dien Bien Province issued Decision No. 72/QD-UBND allowing the establishment of the Dien Bien Provincial Association of Former Public Security Officers. This is a social organization operating in accordance with the law and the association's charter, under the state management of the Provincial Police and other relevant state agencies. The Association of Former Public Security Officers was established to unite and consolidate members from all generations of former Public Security officers, continuing to preserve and promote the fine traditions of the Public Security force. The Association protects the legal rights and interests of its members; effectively implements policies for former Public Security officers; organizes care and assistance for members to improve their health, material and spiritual well-being, and family economic development. At the same time, it contributes opinions to Party committees, government authorities, and local police on the implementation of Party and State policies, ensuring political security, and maintaining social order and safety.

The congress was attended by nearly 130 official delegates representing more than 500 former police officers throughout the province. The congress elected 13 members to the Executive Committee, the President, Vice Presidents, and the Inspection Committee for the 2023-2028 term. At its first meeting, the Executive Committee elected 3 members to the Standing Committee. Colonel Nguyen Hung Thao, former Deputy Director of the Dien Bien Provincial Police, was elected President of the Provincial Association of Former Police Officers; Colonel Nguyen Manh Hung, former Head of PC10 Department of the Provincial Police, was elected Vice President. The congress also approved the direction, tasks, and work program for the 2023-2028 term.



In his congratulatory speech at the Congress, Provincial Party Secretary Tran Quoc Cuong acknowledged the important contributions of the former police officers of Dien Bien province to the cause of national construction and defense. The Provincial Party Secretary emphasized: The establishment of the Dien Bien Provincial Association of Former Police Officers is a very important political event, a milestone in building a unified organizational system to gather, unite, and motivate generations of former police officers to continue preserving and promoting the heroic and glorious traditions of the Vietnamese People's Police Force. To effectively carry out the Association's tasks in the coming time, he requested that the Provincial Association of Former Police Officers strictly adhere to the regulations of the Party, the laws of the State, and the Charter of the Vietnam Association of Former Police Officers. He urged them to promptly consolidate their organization and structure, and develop operational regulations to ensure implementation in accordance with regulations. He also called for proactive and flexible solutions to ensure the Association operates actively and effectively. He stressed the importance of building a clean and strong Provincial Association of Former Police Officers in terms of politics, ideology, and organization. They have excellently fulfilled their assigned tasks, contributing to ensuring security and order in the locality and building a truly clean, strong, professional, elite, and modern Dien Bien Police force. We urge members to uphold a high sense of responsibility and dedication; to utilize their knowledge and work experience to continue contributing to the education of traditions and inspiring future generations in building and protecting the Fatherland.
