In response to the impact of Typhoon No. 3 and the increased demand for goods and food, supermarkets, shopping malls, markets, and many small traders and businesses in the province have proactively implemented plans to supply goods, especially essential items. The supply of goods and necessities for the people remains abundant and basically meets the purchasing power of the people.

Although some facilities at supermarkets, shopping malls, Ha Long Market I, Ha Long Market II, etc., were damaged by the storm, the units quickly repaired them and resumed normal operations, ensuring the supply of goods to the people. Specifically, at MM Mega supermarket, vegetables, fruits, meat, fish, cooking oil, instant noodles, rice, etc., were abundant; WinMart supermarket chains in the province maintained their supply and normal operating hours from 8 am to 10 pm, and WinMart+ supermarkets located outside shopping malls were open from 7 am to 10 pm daily to serve the public…

Mr. Cao Tuan Anh, Manager of Winmart Ha Long Supermarket, said: "The supermarket increased its stock of goods before Typhoon No. 3 to meet the shopping needs of the people. Currently, the amount of essential goods on the shelves has increased by 50% compared to normal days, and people's purchasing power has also increased by nearly 50%. The supermarket has also adjusted its supply plan with suppliers, placing orders early to avoid shortages in case the typhoon disrupts the transportation of goods from the central warehouse to sales points; maintaining the operation of generators and water supply to preserve goods. Food and essential items such as chicken, pork, seafood, instant noodles, vegetables, etc., are still fully available to serve the shopping needs of the people. In addition, the supermarket continues to run weekend discount programs and adjust prices for some daily essential items to support customer needs." The unit is committed to selling goods and essential supplies to the people, ensuring food safety and hygiene, and not increasing prices.

At markets in Ha Long City, most vendors continue to sell vegetables, fruits, meat, and eggs, but not seafood. Prices have increased by about 10%, with many types of vegetables doubling in price compared to normal days; root vegetables increasing by 5%; and meat prices rising slightly. Ms. Nguyen Thi Lien, a vendor at Ha Long Market I (Ha Long City), said: "The price of vegetables has increased slightly due to the impact of the storm on the supply. It is expected that vegetable prices may increase further in the coming days due to the effects of the storm."

To ensure the needs of the people are met in the context of Typhoon No. 3, on September 6, 2024, the Ministry of Industry and Trade issued Official Dispatch No. 6751/CĐ-BCT on emergency response to the typhoon, which directed the Departments of Industry and Trade in the affected localities to implement plans to ensure the supply of essential goods; strengthen the direction of businesses supplying goods in the area to effectively implement the plan for stockpiling essential goods; and review areas at risk of being isolated due to rain and floods to have specific plans to ensure the supply of essential goods, especially food, drinking water, for people in the affected areas.

Following this directive, the Quang Ninh Department of Industry and Trade requested the People's Committees of districts, towns, and cities to review and inspect the implementation of goods reserves for relief efforts, ensuring the livelihoods of people in the area, and ensuring the implementation of the "four on-the-spot" principle; strengthen guidance and inspection of businesses to ensure price stability of essential consumer goods, prevent price increases, and contribute to preventing speculation, hoarding, and exploitation of rain and storms for profit. Businesses engaged in production and trade should proactively secure sources of goods, stockpile essential goods in sufficient quantities, and ensure quality and food safety, especially for items with high consumer demand during the rainy and stormy season such as: grains, clean water, meat, candles, gasoline, and oil… Businesses should also inspect warehouses and product storage areas to ensure the safety of people, property, goods, and fire prevention. At the same time, it is important to organize business operations effectively to meet the consumer needs of the people while overcoming the consequences of the storm, and to prevent disruptions to the supply chain.
