According to Project Management Board 5, Ho Chi Minh Road through Quang Ngai province was invested in construction in 2000 and put into operation in 2004-2005. After 20 years of operation with increasing traffic volume and vehicle load, the road is now degraded. In particular, the section through Lo Xo Pass has a winding route, rugged terrain, and damaged roadbed and foundation, and has caused many serious traffic accidents.

Project Management Board 5 proposed to renovate and invest in the route according to the scale of a grade 3 mountainous highway; design speed 60km/h, design speed concessions for sections with difficult terrain and geology with a design speed of 40km/h; strengthen the road surface, renovate dangerous locations, especially locations with continuous small curve radii.

The total preliminary investment of the project is 1,983 billion VND from the State budget, in the medium-term investment plan for the period 2026 - 2030 and other legal sources of capital. The project is expected to be invested in 2026 - 2029 and put into operation and use in 2030.
