Bru-Van Kieu people in Sat village, Truong Son commune, Quang Ninh district, Quang Binh province were excited to move to the resettlement area with solid houses to avoid flash floods and landslides. However, the life of the people here is still full of hardships as the road leading to the village is full of mud, dirt, and obstacles and the electricity grid is not available.

In the last days of 2024, we went up to the mountainous commune of Truong Son, Quang Ninh district, Quang Binh province. It took us 1.5 hours to overcome more than 120km of winding steep roads to reach this border commune.

Welcoming us, Mr. Hoang Trong Duc - Chairman of Truong Son Commune People's Committee said: "The road to Truong Son commune has been concreted so it is easy to travel, but the road to Sat village is very difficult, especially in the rainy season, the road is full of mud and slippery".

Indeed, the distance from the center of Truong Son commune to Sat village is about 10km, not too far but to overcome the steep, slippery pass is really hard, the motorbike wheels are often covered with mud, stuck and unable to move. If you want to go, you have to stop, clear the mud from the wheels before continuing the journey to the village.

Upon arrival, the peaceful scenery of Sat village appears with stilt houses made mainly of corrugated iron with dark green roofs blending with the green of the surrounding mountains and forests.

Talking to Dan Viet reporter, Mr. Hoang Trong Duc - Chairman of Truong Son Commune People's Committee shared: "Sat village has a "basin" terrain, often flooded every rainy season, many times the water level rose high causing people's houses to be submerged in floodwater. In particular, the historic flood in November 2020 caused the mountain behind Sat village to collapse heavily, threatening the safety of people's lives and property".

Faced with this landslide situation, Quang Binh province has urgently deployed the construction of a safe, green - clean - beautiful resettlement area for Sat village. The area chosen to build the Sat village resettlement area has a fairly flat terrain with a planned area of 3 hectares, convenient for the people of Sat village to both settle permanently and easily produce rice, plant forests, and ensure food security. By mid-2021, all works in Sat village will be completed and put into use before the flood season.

Bru-Van Kieu people in Sat village, Truong Son commune, Quang Ninh district, Quang Binh province hope to soon have the road leading to the village concreted and have grid electricity for lighting.

Currently, Sat village has 34 households with 152 people, all of whom are Bru - Van Kieu ethnic people. The system of works built in the Sat village resettlement area includes 34 new houses for households and a 2-storey building, which is a school combined with a community flood shelter.

Mr. Nguyen Linh (80 years old) in Sat village happily said: "My family has lived in this Sat village for many generations. The most feared thing is the rainy season, flooding, landslides are very dangerous. When the Party and the State paid attention and built a resettlement area to avoid natural disaster areas, I was very happy. When I arrived at the new place, the house was solidly built on flat, clean and beautiful land. The villagers gathered close together, very happy, connected and close-knit."

People's lives are still full of difficulties.

Mr. Nguyen Van Muon - Head of Sat village said that Sat village now has a new look. People of Sat village have settled down and are no longer worried about the rainy season. However, people's lives are still facing many difficulties, especially the lack of electricity.

"In Sat village, only a few households can buy solar panels to use. At night, most only dare to turn on the lights, leaving the TVs unused. In many houses, the TVs are covered in dust because they are not used. Some other households have to use batteries. Each time they charge, they have to run about 10km, and only when they reach the commune center can they find a place to charge them," said Mr. Muon.

The bumpy, slippery dirt road leads to the resettlement area of Sat village, Truong Son commune (Quang Ninh district, Quang Binh province).

Because Sat village has no electricity grid, studying is also very difficult for students. Students have to study during the day, but at night, the weak light from some solar-powered lamps cannot help them see the letters.

According to the Chief of Sat village, Nguyen Van Muon, the lack of electricity, no phone signal, and the muddy, slippery road into the village have greatly affected the lives and economic development of the people. The people here hope every day to soon have electricity and a flat concrete road to shorten the time to get to the village.

Mr. Hoang Trong Duc - Chairman of Truong Son Commune People's Committee shared that in 2016, Sat village invested in a solar power system, but by 2019 it was severely damaged, and since 2020 it has been completely unusable.

"From 2021 to now, we have submitted many proposals to superiors to invest in national grid projects for 6 villages in the commune. However, up to now, there has been no funding allocated nor has there been a survey to establish an investment project for national grid projects for these 6 villages" - Mr. Duc said.
